Tire Mobile HnbucrlpUon to the Girard Kallrond* Commenting on this late movement in Mo bile, the Now Orleans Bulletin says— This is good news, showing what Mobile should, and will do, it she properly appreciates her position. If, by meting of this rood, she is not brought iuto communication v» ith eastern Alabama and western Georgia, she is certain to be forestalled by Pensacola, which, although now rather uu insignificant town, may be converted into a large exporting and imposing town. Mobile and New Orleans should budd the Guard Railroad, for it is a great auxiliary to tbe trade ol both of them. We think it very probable that our worthy fneod, Mr. Hardaway, (he President of tho G,. furd Railroad, may he a little ahtad of hia ex pectations, reasonable us they are; and that the city of Mobile instead of having already subscribed a million of dollars to this enter- f irise, hat only recommended sod advised that l should be done. However this may be, we have no doubt that Mobile will be, if she is not already, wide awake to bor interest. Couuected with this enterprise is another ol great interest to New Orleans, we mean the extension of the Pontchurirain Railroad to Mo bile, which will boa continuous link io tho great chain of communication between the Gull and tbe Atlantic coast. New Orleans, tbe papers of that city have into accounts <from Mexico. Gen. Santa Anna made hit public entry into the city of ^fexico on the 20th ult. An im- munso concourse filled the streets and squares. A triumphal arch had been erected across the ntreqt of Santo Domingo, the houses were de corated with flugs a«d dmpeiies, and the bal conies wero fillc^wtth ladies along the whole lino of tho procossion. Military salutes were fired, and bands of music played national and martial airs at several points. Whon the cor tege came in sight of tho crowd, the populace notwithstanding the resistance of the oscort, took the horses from the carriuge of the General and dragged it by hand to the Palace. The principal officers of the Government accompa nied Santa Arum from the village of Gua dalupe. The cortege proccoded first to the Palace and thence to the Chamber of Deputies, where ihe Supreme Court of Justice, the authorities, the corporation and military end clergy had usiemlded for the occasion. There the fol lowing oath whs administered to the Presi dent by the President of the Court: 1, Antonio Lopes de Santa Anna, swear to God that I will defend the independence and integrity oUthe Mexican territory, and promote die welfare and prosperity of the nation, in conformity with tho busis adopted by the plan of Jalisco, and the agreement mndo on tho 6th of February last in this city by the united forces. When Santa Anna had taken this oath, Gen. Lmubardini rose end announced that the President had taku possession of the Gov ernment. Don Jose Miguel Arrayo then read the address of tho President, as he was ill of an ufieclion of the throat and could not do it personally. In tho course of his address, which is of great length, he says he desires to cultivnto friendly relations with-Xriendly powers, to fol low liberal ideas to such points as shull not amount to license, aud givo an impulse to the progress which the nge lias made known; to respect morality and religion, give lucrative employment to the laboring classes, and re organize the army. lie concludes by expressing his satisfaction, if he can, when leaving his post, leave hia country liftppy and respected, und implores the assistance ol Divine Providence in iiis labor. His Cabinet was then sworn in as follows : Don Lucas Alaman, Foreign Relations; Don Teodosk) Lares, Justice; Don Antonio Hi y Tamarez, Treasury ; Don Jose Maria T nel, War. Benor Alaman then introduced tho Spanish Minister, who preaented to Santa Anna the cross of Churlos HI, in the name of his sov ereign, who bus granted it to him six years sinco. The cortege then proceeded to the Cathe dral, where Te Bruns was sung, and the Pres ident returned to the palace. There he re ceived the diplomatic corps, and was address ed by the Minister of Guutemala, to whom he replied, reiterating tbe sentiments of his ad dress. On the 22d he published the programme of organization of Government, constituting fivo secretaryships, as follows: Foreign Affiiirs; Interior, Juatico and Ecclesiastical Affiiirs; Commerce. Industry, Improvement and Colo nization War and Murine; and Treasury, and dictating the order of their labors. New civil, criminal and commercial codes and code of procedure are to be formed, and all decrees since the dissolution of Congress are to be tak- eu iuto consideration for tho purpose of deter mining what is best for the nation. The Council of State is to be composed of 21 per sons, divided into five sections corresponding to llio five secretaryships. All Legislatures of Stales and Territories, and oilier bodies exercising legislative powers, nre " to take a recess," rules for the exercise of power by the Governors will be issued, and all towns and districts that have, separated from Stares will reunite for the present, except Agues Calientcs. This programme is signed by Santa Anna and his four ministers. Tho Universal says that Santa Anna will liuvo to reorganize the army, notwithstanding the mousures of Gen. Lombardiui, many of •“Inch will have to be rescinded. The Monitor says that Gen. Lombardini has been appointed Governor and Coinmanduute- General of Mexico. The Marquis of Rivera has been received by Santa Anna as Spanish Minister. Don Jose Rumon Pacheco has been named Minister to France. Several addresses have been presented to the President, asking lor tho abolishment of the federal system, which they elute is tli«> cuuse of the disorgunizaiion of the country. This sire positively refused to do. ^ ^ Republicans is the name of a new trench daily paper which has just appeared in New York. The model will be accompunied by Mr." Charles Montgomery, a practical engineer, who has been delegated to explain to the Japanese Ihe power of steim as applied to locomotives, and the great revolution brought ubout by means of this agency throughout this und other countries wherein it has been introduced. The locomotive is complete in every particular, as also the tender and passenger car. The ca pacity of Ihe locomotive is estimated at nine tons; the tender is four leet long, two and a half feet wide, and two feet ten inches high.
