Y Herald says:—Of the four parties to be detail ed, under the direction of the War Depart ment, to make survey a-and explorations of the various routes to the Pacific, the organization ol the party under Mr. Stevens, Governor of the new territory of Wanhingtou, has already been published. The instruction* were to-day given fur the second party, under the command of Lieut. Robert S. Wililamson. It is to be composed as follows: Lieut. R. S. William- loo and Lieut J. G. JParke, of the corps of To pographical engineers, and Lieut. C. B. An derson, of the Infantry; also, ono mineralo- .giut and geojogist, one philologist aud iratu ’ Illl * guiiiwgwi, uuo ,/niiuiugioi uuu iiaiu- ahsl, two civil engineers, aud one draughts- nan. The selection of the individuals to fill these positions has out yet been made. This party will sail from New York on the 20th invtant for Sau Francisco, to commence ope rations. It will ascend tho San Joaquin to the Twelve Lakes, and explore the various posses leading through the Sierra Nevada. Havinj leuumg inrougu uie sierra lvuvaun. slaving determined the most practicable route, it will return thence to the mouth of the Gila, aud proceedto San Francisco. Lieut. Williainsou his selected Dr. Herman, of Philadelphia, as Physician and naturalist, and Professor Mather, of Ohio, as geologist and mineralogist of the expedition. The party under Lieut. Whipple, or the Topographical Engineers, ia designed to operate on the meat southern route practicable within our territory, and will proceed from the Mississippi west on about the same parallel that Liout. Williamson's party takes from the Pucific coming east. Leaving some point oil the Mississippi river near or south of Memphis, a reconnoisance will he conducted to Rio del Norte, iu the vioinity of Albuquerque, New Mexico; thence westward a pass will be nought through the Sierra Madre, and tho moat practicable route across the Colorado and by Walker’s Pass to the Pacific. Lieut. Ives, one of the assistants in this party, will proceed at once to Albuquerque to hasten ope- tations in that quarter. This is the route ■pacified by Mr. R. H. Kern iu his letter to Mr. Gwin, last January. The parly under <he command of C«pt» Gunnison, of the Topo graphical Engineer#, will proceed to the Kocky Mountains, in the vicinity uf latitudes •>7 30 and 38 degrees, to examine the practi cability of the passes through Ibis range in mat region. The Arkansas river will be left in the vioinity of tho Huerfano, and that stream followed to.near its source. Thence the valley u! San Luis, near the head of tho Rio Graude, will be entered by the wool practicable of the three passes found there. The valley of the «t. Tha Railroad Aooideat at Norwalk-Koeeutb-Tho Crjatxt Palace—The Chinese Rebellion and tha Ton Trade—Abolition—Indictment for publishing Lottery Advertisement*—Vanderbilt's ataamer North Star- Poet Offloe Robbery—8teamor Atlantic'* Qnlok Paa- • aft—Cotton and Money Market*. New York, May 14,1853. 1 last wrote you on the 10th Inst., eud since that date public atteution haa continued to he almost exclusively occupied with the dreadful railroad disaster nt Norwalk. The verdict of the Corouer'a Jury has been published, and it ia, 1 think,* document remarkable for just and timely common sense views'. It fully perforins the duty which was forced on the jury by the naturo ol the evidence, of throwing unqualified blame on the shoulders of the engine driver, aud it does not acquit the directors of the rail way, who a.a proved to have been cognisant of tho fact that the order to pass through the village of Norwalk slowly, and "with exceed ing care,” was daily ignored to all intents and purposes, by every drivsr in the employment of the company. The Directors have also published a letter well and sensibly written, In which they at tempt lo exculpate themselves hv placing all the ouus ol the accident on the head ot the engine driver; hut while fully acknowledging the culpability of this o Hi cor, the public is not hv any means disposed to let the management of the controlling board escape so easily. If lliov were aware that their regulation to tho effect that the trains should proceed slowly and with exceeding care through the village ol Norwalk, was every duy practically viola ted and set at naught, they were bound to have the fault corrected ; und having failed to do this, they must take tho responsibility of their neglect. The lives of fifty human beings have beeu carelessly sacrificed, and the pub lio demands that the law shall take cognisance of the massacre. Two steamers have arrived from Europe since my last—and their news is interesting il unimportaut. Firstly we havo a very lengthy epistle from Louis Kossuth to his friend, com plaining that no real hospitality is shown him in England, because the detective Police ire set fe watch hia house, and even " to take a cab and follow auy of his visitors who are ol suspicious appearance. A letter like Mr. Kossuth’s looks very woll, end reads very well on paper—and will no doubt havo caused some excitement in England. John Bull is rnther averse than otherwise to the secret Police system, and does not like to nave his boasted hospitality questioned. But there is a great deal to be said also on tho other side of the question. Eugland has promised that none of the political refugees, who have found a secure ehelter on her soil, shall be permitted to propare armaments or create conspiracies against foreign governments, and when a huusofull of gunpowder, inuskots, war rockets und'other unpeuceablo commodities are dis covered in Bermondsey, tho said ammunition aud warlike stores not belonging to govern ment, but to parties who cannot or will not ex plain motives fur the preparation of such ag gressive objects, it must be owned that it be comes time for the authorities to look after the man whose constant topic of declamation ia war against Austria. 1 do not attempt lo de fend the horrible system ol espionage to which u government like that uf England can only resort with disgust—but I certainly am not pre pared to follow Mr. Kossuth in Ins denuncia tion of a course which his own conduct (even though nothing else can) would appear to render not only excusable bnt in some degree necessary. Kossuth, by the way, does not like to be watched. The English papers by the two Iqst arrivals afford the agreeable intelligence that the Brit ish Government is preparing to recognize the " New York Exhibition of the Industry of all Nations,” in a mannor worthy of the two great Peoples. The Commissioners appointed to represent England in this country during the Fair, some of whom aro to cotne over in a Government steamer, and the rest in a fifty gun frigate, are Gentlemen in every way qualified to do honor to the representation. The Earl ot EUsmere, better known aa Sir Francis Egerton, amt subsequently as Lord Levesnn Gower, is a nobleman of great ac complishment and taste in art. Sir Charles Lyeli, the grout geologist. Professor Wilson, the celebrated agriculturist, and Mr. Dilke and Mr. Wallis, experienced managers of the London Exhibition, with several other well known and desirable names, will accompany Lord Ellsineie, and will no doubt receive a hearty welcome. Meanwhile, 1 regret to say that the Crystal Palace proceeds hut slowly, und the original plau having beeu departed from in the substitution of a wooden roof, in stead of a roof of class, as was at first intend ed, we shall have the sorry epoctacle of a half and half hybird sort of building, which, decid edly, will not do os as much credit as would have been the case, had even the original scheme been carried out. Some of the Philadelphia papers have lato- boon sneering at the Exhibition, which they considered quite beneath the imitation of that city. The table of the fox and the grapes is too old to invite repetition; hat it is pretty well understood evety where that did Philadel phia possess either the means or the spirit to build a Crystal Palace, she also would have tried one. Being without either, she is spared the shaino of a miserable failure, which proba bly would have been tho result of a similar attempt in that out-of-the-way little piece, iu contrast to the success which will writ on the Crystal Palace of New York. The news from Chiua is again vory inter- sting, if we are to aceept as correct the ad- ices of the 12th Marcn, which had reached London from Trieste by telegraph. The re bellion had so far increased in power, it it said, that the insurgents had Itaken Nankin Without troubling ourselves with the merits of the casus belli, for 1 confess 1 know nothing at all about it, it may not be out of place to point out how we Yankees, outside barbarians, thousands of miles away from the scene of quarrel, ore nevertheless interested in the movement—and fur the simple reason, that while tho quarrel lasts our supplies of tea are in danger of being cut off. And this is not a light matter, seeing that since the 1st July, 1852. to the 22d February, 1853, no less than 31,580,000 lbs. of tea were exported to the United States. Some small portion of this immense supply went to the ports of Sau Fran cisco and Boston, but the great hulk came hither. Now il the civil wars <if the Chinese interfere to any marked extent with the pro duction or delivery of tea, it ia clear that prices here, which are now comparatively low for all descriptions, and especially Ningyong and Oolong, Cenkoi, Chulaw end Pecco blacks, must undergo a considerable improvement.. It ie worthy of noto that tho consumption of teas makes little headway in the South, at compared with the North—rnd this is, 1 pre sume, owing to the fact that the great mujo- " (Lm Mnrlh anil WmiI Hurd Fate. A few days since while three men were en gaged in painting the front ol a lofty house in Veeey-street, New York, the scaftolding gave way and one of the men was instantly kill ed. On Monday his remains were followed to tho grave by his widow and her three or phans, two neighbors joining in the solemn ceremony. And now lor the history of this desolate family, aa given by tho New York correspondent of the Philadelphia Dispatch. He tella us that this family had scarcely been two months in this country! This was the first chance the unfortunate deceased has been favored with, since lie landed, of earn ing a penny; and, though a iawyer and a literary man ot home, hunger and want, sick ness, penury, aud friendlessness, had com pelled him to take that day a brush in hand and turn painter, to obtain bread for his starv- ig self and family! How brief was that ibor! Instead of returning home at night with hia dollar to his famishing little ones, he was carried home before dark on a shutter, a mass of mangled and mutilated humanity. In comfortable circumstances in Dublin, lie and his family abandoned their home to bet ter their fortube, and arrived here last Feb ruary. They had with thorn about $280 in gold. They were robbed of this petty store within five minutes after their trunka reached the shore—some " baggage smasher” having car ried off the very trunk that contained it. This left them penniless in a foreign land. Sorrow made hia wife ill. Their infant child sickened and died the first week after. The broken-hearted immigrant was next prostra ted, himself, by downright trouble und des pair. When he recovered, which was slowly, his wife, unused to such hardships, sank away again, a victim to her sufferings. All this exhausted the means of every friend to whom they could apply, and swallowed up, in pledge after pledge, every rag of clothing except that which covered their nakedness. Even the wedding dress had been pawned, the morning of the accident, to obtain food! Yesterday the widow died, and to-day tho poor little children will bo sent to the alms house! Mr. Vanderbilrs steamer, the North Star, which he bae built for ihefpurpoao of enjoying with his friends e visit to the most impurtaut cities ol the world, is to he submitted to the curiosity of the public on Monday and Tues day next. This ia a munificent kind of ex penditure, which outdoes any thing yet at tempted in England, and fairly out-herods the llcrods ol the old Venetian Republic. A singular discovery has been made at tho Post Oflice. Complaints have for a long time been made that money and valuables were ex tracted from letters sent to German in the closed mails. In order to test if the depreda tions were committed on this side, a letter left half open, and directed in Germany, &c., con taining a ring, was thrown into tho letter-box —and it wos soon after observed in the hands of a clerk who was appropriating tho ring, lie was of course arrested and will be tried. The ^astonishing passage made by the At lantic, which steamer arrived this morning in nine days and twenty-two hours from Liver pool, forms the prevailing topic of conversation. Mr. Collins looks bravely to-day, but nobody has seen Mr. Cunard. More confidence appears to be felt in cotton, and as soon as the market, gives way about | of a cent, which I think very probable, we may look for a very active business. Money is easier and Exchauge was decided ly firmer for tho Pacific steamer which Bailed his morning, the leading Drawers asking 9) a 9} percent. Nkssuno. mouths ago tho whole family were living joy ously in their own native home, and now be hold at Ward’s Island, in these helpless or phans, all that is left ol it!
