SI [From th4 London Timos, Juno 27.] Tho Intentions of Rnoaln, and ttae.Coiinc- quenccMof her Kutranco Into the Turk* Ish Territory. The Turkish government announced on the 15th of June its irrevocable determination to reject tho lost proposal of Russia, and, although this refusal was inude in pacifie and conciliatory terms, it brings us one step nearer *o the critical point. Tho mes senger chargod with this commission may by this time have returned to St. Petersburg, for it soeins that he was to take back bis answer to the Emperor in person. Tho time to give decisive orders has therefore now arrivod, but we still entertain doubts whether the operations said to bo contemplated by the Russian armies will lake place as rapidly as some of our more eagor contemporaries anticipate. At all times, and under almost all commanders— with a few remarkable exceptions, where grci * military geuius has been united to absolute powr —the opening of a campaign and tho advance of army beyond ita own frontiers and cuutoutnonts ii much slower business titan peopls commonly sup pose. Iu 1849 it was three months befort Stans wore prepared to enter llungar they bad then evory -motive for color!„ . present occasion there may still bo some political motives fur delay. •The Emimaer Nicholas is not an eminont genornl, and. indeed lie lias never appeared with his troops In the field since he was presenter, the operations a aiust Varna in 18*28; but durin^ns reign the Rus ts army nan gained prodigiously in what it most wanted, equipment and military stores of overy kind. It is highly probable that, if tho Emperor seriously contemplates the pnssibilit v of a campaign in Turkey he will not run risk until the whole army is as#rm- hied, and rcudy for tho field. Tim wild nature of theeoantry which would become the theatre of war without towns or roads, or tho rescourcos of civili- mtiop Jo support of war, renders these prepara tions tfore indispensable. At present there is rou- •oniUI doubt, in spite of all that has been said of Rus- •iso armies, whollier tboy are iu a condition to engage immediate hostilities. Tho 5th corps d’armco is • tlilt which Is already quartered iu the closest proxi mity to tho Turkish frontiers, the 15lh division be- 'ugat Sebastopol, where it might be iutondod tociu- m for an expedition on the coast; tho 14th division eacainped near Odessa ; and tiio 13th on the fron- irs of Hcssarnbin.
