The sen timents then ascribed (b the Emperor in consequence .of the language employed by Count Nctsolrodc, were, in reality, no more than the ordinary forms of civility used in the intercourse of society, and pledged hi* government to nothing. Although the regular intercourse between the Court of Russia aud the Divan is already broken olT, it is now contondod that tbe negotiation must bo carried on with Con- atnutinople, ami not with London or Paris, thoso court* not boing principals in the dispute. The consequence is, that although throe weeks have now elapsed since the proposals of arrange ment were forwarded to St. Petersburg, there is no evidonco of a direct approval of thorn, aud these overtures appear to have received just so much ac- ceptaace as to encourage the inaritimo powers to open u negotiation without pledging Russia at all to the result of it. The Africa's advices were received on Saturday afternoon. Tbe Ship John Cummin*, ftum New Or leans, nr Tybee Honda, with Yellow Fe« verou board. Captain Kudulpii, of tho U. S. cutter Ham* ilton, arrived yesterday from a cruise, reports that he assisted to bring into Tybee tbe Ameri can ship John Gumming, Capt. Haven, from New Orleans, bound to Bordeau*. The ship bos yellow fever on board, and Capt. Haven had died from that disease, and was buried on Saturday on Tybee Island. During the pas sage, the only passenger on board had alao died from the same disease, and was buriod at sea. Three of the crew also died, and two more are siok with yellow fever. Tho ship is anchored in Cockspur Roads, and leaks badly. The John Camming sailed from New Orleans on the 21st of July, with a cargo of 50 balos of cotton, and 119,000 staves.
