Cass is said o have written o letter fully approving and endorsing the policy of the administration up io the present time. A Washington dispatch denies the roport that the mission to France had actually been offered to the veteran Sena tor, but reiterates that such a tender would have been made had there been any prospect that ho would have accepted the post. Governor Wood’** Letter. We make the following extracts from a letter written by Gov. Wood, lately appointed con sol to Valparaiso, to a friend in Cleveland, and published in the Plaindealer. " At about ten o'clock, A. M., we cuine in sight of Jamaica. Mountains appeared, rising sevoral thou* Mind feet. On nearing tho laud, wo took on board a black pilot, ran close in with the shoro about 30 miles, lo Port Royal, and entered tho harbor of Kingston, which, you know, is on tho south side. We wero eloso in with the land from tho time we reached Jamaica until wo entered tho harbor. We uw many plantations, the buildings dilapidated; fields of sugar-caue half workod, and apparently poor, and nothing but that which will grow without the labor of muu appeared luxuriant and flourishing. The inland itself is of irroat fertility—one of the best of (he Antilles { but all the large estutes upon it uro now font going to ruin. lu the harbor wero not a dossil ships of all nations ; no busiuoss was doing, and evory thing you beard spoken was in tho lan guage of complaint. Sinco tho blacks have beeu liberated they have become indolent, insolont, do- grudcil and diehonest. They arc u rudo, beastly ict of vagabonds, lying naked about tiie streets, as filthy nt IlotteutoL*, and I believe worse. “ On gutting to tho wharf, the flrsitliing, the blacks of both sexes, in great nuntbors, perfectly naked, came swimming about the boat, aud would dive for small pieces ol coin that were threren them by the passengers- These they would oatcli in the water, or pick from the bottom. Thoy never foil, though I'm water is twenty feet deep. “The harboroiKingston is spacious and secure. Tho city is old aud in ruins. On entering it the stranger is annoyed to dcutb by the black beggars ut every step, and you must often show thorn your pistols, or an uplifted nano, to rid yourself of their importunities. " Wo wero here twenty-four hours, took in four hundred tons of coal, which was all brought on board by black women in rags, in tubs carried on their heads. “ Tho whites are very civil and courteous. Speaking of Panama, ho says: "This is nn old, dilapidated city, with but few Americans. It is surroundod by nil immense wull, which is now, as woll as the city, in ruins. The pa pers hero, of which there are four, all announced our arrival, and ail tho editors, with many others, called to seo us. I spout the evening of yesterday with the governor of this province,, a young Span iard from Bogota. Ho ( visited me yesterday, and 'pent some time, and is a very interesting young man. But everything is very strange, now, odd. We have found ovary one polite, kind, accommodnl- ““ That is not odd." A Deliberate act of Heir-Destruction by Shooting; himself with n Pistol. About nino o'clock on Friday night, a melancholy ense of suicide took place in tho pistol gallery of Mr. Alexander Lawreuco, at the St. Uburles,{situated at the corner of Leonard street and Broadway. J. Willis, or better known among his circle of ac quaintances as “ llnwkny,” or “ Huwkeyc," deliber ately shot himself through the head with n pistol, procured in tho atiovo named gallery. The ball penetrated his skull just behind tho right car, tuid lodged in tho broin. The unfortunate mnn fell iu- snusibje on tho floor. Dr. McComb, probed the wound, and found that the bail had taken a direct course into tho brain. He lingered in a gasping con dition UD.il about one o’clock on Saturday morning, w m, n put an end to his earthly career. lhe deceased, oh wa learn, entered the gallery— called for n pistol—it was handed to him, and ho look one shot at iheTarget, and then wanted to re load the pistol himself, but the person in attendance "T.' oot permit him. The recent advices from tho United States repre sent a condition of financial affair# which has an im portant beariug on the money markets of other coun tries. Two peculiar caunos are in operation to pro duce an unusual influence, and although one of them is of a more local character than tho other, they are both of sufficient magnitude to occasion very strik ing results. Until rerently, tiie laws of Now York bavo required the various banking institutions of tho State to publish thoir accounts of liabilities and assets only once every three mouths. The conse quences, however, were found to bo such as to ne cessitate reform. No system could have been more favorable for a gambler, or more hurtftil to tho ro* gular transactions of commorce. Within n few weeks of the period for the issue of their statements, tho banks, in ordor to exhibit a position of grout safety, wero accustomed to call in a large propor lion of thoir louns; aud as soon as the necessity was over they would then again accommodate their cus tomers with greater liberality tliau ever. Hence a quarterly panic iu tho atock market, followed by an cqualiv violent robouud, waaan event always to be looked for, and speculators of largo means, acting upon this knowledge, could reulizo profits with u degree of certainty that afforded a singular illustra tion of tho blindness of tho smaller dabblers among the general public, who wero invariably its victims. To remedy this a new law lias lately been passed, which came into force on the 9th of the present month, aud which requires from ouch bank for tho (uturc, weekly instead of quarterly publications. Tho last intelligence from New York renchod to tho 10th iust., uud by confirming tho anticipations as lo the effect to bo produced by Uio first operation of this measure, demonstrated its usefulness. The same rapid steps of contraction had been pursued by tho several institutions preparatory to the appointed day, as had boon witnessed previously on the ap proach of aucii quarterly period. The rate of dis count oven ou the best commercial paper was sud denly raised, the quotation of exchttngoon England declined so as to check the nmount of specie re- initlancos, advances ou all kinds of securities wero required to bo repaid, aud oven mint notoa against deposits of bullion wero sold at u considerable dis count to avoid the few days’ dolay before their aniouut in coin could bo obtained, a simultaneous fall of 5 to 15 pur cent, in all oxccpt the most es tablished securities being likewise reported. From this limo, however, no such revulsions cun recur. Tho returns ofoach bank being inodo from week to week, cannot admit of such sudden fluctuations, and thoro will be no inducement beyond such as tho fuircourso of the tnarkot may offer to vary tho amount of accommodation to tho commercial pub- lia. After this datn, therefore, as fur us mcro bank regulations bear ou Uio question, a much more steady state of affairs may be expectod, and the causes of tho momentary pressure being recognized, a return of confidence can bo relied on. Tiie other circumstance, liowovur, which is now affecting tire American money markets is far more general aud permanent in its influence, and is one thut will require to bo tukon into account even in the cumulations that have lately excited attention regarding tho movements of rpocio throughout tho world. Wlinn the national bank system, on uccouut of its having been mndo a political instrument, was abolished in the United State* fifteen years ago, the government resolved to trust no banks whatever, and a law was adopted requiring all payments on account of revenue to bn mudn lit specie, it boing provided that the funds thus received should bo deposited in sub-treasuries belonging to tiie tftatc. Whilo tho disbursements of tho nation wore equal, or nearly so to its roceipls, this plun produced little inconvenience, although oven at tlioso times, os the incomings and outgoings wore not alwnys simulta neous, a disturbing effect would ho produced on the money market by a large sum being accumulated for a fow weeks, and then poured forth in one or two extensive payments. But aiuco the introduction of ll»e reduced tariff iu 184G, the customs duties have K ne on yielding increased totals, until a surplus s been hoarded up of extraordinary magnitudo. Its total, nccordiug to returns just made, is now -inual to £4,000,000 or £5,000,000 sterling; and vlien tho fuct is borne in miiul that tills heavy sum, which would, according to ordinary notions, bo an ample baste for a circulation of three times its amount, is actually ijing idle and unrepresented in the government vaults, so as to be virtually in the same position, as regards any effect it can have on this world, as if it wero at the bottom of tho sea, nu idea will be urrived at of tho important elcmott it forms in tho questions regarding the counteract ing circumstances in connection with tho recent productions of gold, aud the effect which may at any — be produced by u future influx. some not distant dny tho'appropriation nnd disbursement of this surplus will bo decided on, and will crcnto affects such as fow have contemplated. But, mcaiiwhilo, the accumulation can only go on in creasing. The revenue rocoipts of thccountrv, ow. ing to the extraordinary prosperity of trade, are uug. menting month by month, and in that just ended — namely, July—thoy exceeded any sum evor received for a similar period. The cuiurgenient this year of tho sub-troasury hourd, will, thereforo, bo far be- iginal estimate. It is true that tho Secrc- Treasury, according to tho advices by the last packet, has, with the vlow of reducing it, exorcised tho powers ■vested in him for applying these funds to the extinction of the federal debt, and has udvertised his readiuess to purchase a sum of United States Sixes, euual to £1,000,000 sterling, nt tho nriceof 121. Much of this stock, however, is belt! in Europe, nnd the prieo at home also is such as to render it doubtful if tho bid will prove suc cessful. Just to the exlont of the purchase will be the amount of the specie liberated, and this specie will produce just the same effect as if it bad been dug up iu California or Australia, but if no sellers of United States securities should be found on the proposed conditions, the evil must go on until it shall bo terminated by legislative appropriations for public works, or by eomo increase of nationnl ex penditure, such as would arisofrom a war or a pur chase of foreign territory. He charac terized it as n tear on thought and tie free move- meats of the human race. *• For many years," he said, “ a tnau whose genius and sword had made him maator of France and ruler of Europe, had in some sort thought, willed aud acted for tire whole world. A lavored child of a revolution produced by tho human mind, he had imposed sileuco upon tho human mind. Aftor having founded his own absolute authority upon the public lussitude, not hearing the stifled opposition of men, and not yet encountering the hidden resistance of things, he abandoned himself to the ardour of his vast imagi nation and the impetuosity of his will. As the revo lution hud hoped by its ideas to change the internal form of society, so he thought by its victories to change the face of tho external world.
