Alarmed at the {Sight ok an American Steamer.—Commodore Vanderbilt arrived, in the North Star, at Civita Vecchia, just as the discovery of a supposed Mazzini conspiracy had ihrowu the Papal Government into u matt of excitement. The police of Civiia Vecchia being alarmed by the imposing size of tire steamer, and the number of persons on board, concluded that it was an American sympathiz ing expedition, and refused the Commodore permission to land, After two or three days ol useless negotiation, tho North Star proceeded to Naples, where—at least afp*tlie newspaper* eay—she wus also on object of suspicion, and had eventually to seek refuge at Malta. Johnson, C send you some account of the Vicksburg, Sh/eveport, and Texas Rail road. You will receive by the moil a pamphlet containing the Engineer’s report, tho charter of the Company, together with a number of the Shreveport Democrat, containing a recent let ter of Mr. Journodoc, tho chief engineer, und some other items ol interest iu connection with the road. The pamphlet I send, contains accurate map of the route, together with its connections cast of tho Mississippi, and its tx tension west to the Pacific. This route was suggested two years ago, but for want of a proper law of organization, nothing could be done ot the time. The l.cgis Inture that met in Jnnnary 1852, passed th* necessary law, and also a law submitting tin question to the people as to tho call of a con vention to form a new Constitution. This was carried. A Convention was called, and n new Constitution framed embracing n proviso in favor of extending Stale aid to woiks of in ternal improvement to the extent of one fifth ol the whole atueunt of lire capital stock ot the Company. ., .
