W..t Indies. The Kozsta Affair in the Cabinet.—A special dispatch in the Philadelphia American says: “The Cabiuet was in session nearly 'fivehours on Monday. Mr. Alarcy’s paper on the Kozsta case wqs discussed, but its con sideration was not concluded. It will not be published for soveral days yet. It ie a very strong and decisive paper, calculated to com pletely dinar ran go the nerves of old fugydom. Tho Cabinet will not likely materially change Mr. Morey’s points, although they may revise tho mude of expression. The Epidemic.—The reporter the past week, ending yesterday, says tho N. (J. lint• Irtiu of .Monday, exhibits a very favorable con dition of the disease. The total sums up 252, otnhich 114 are of yellow fovor. That our ab sent friends umy have sumo idea of the abate ment of the disease, wo would stato the fact, that tho whole of the interments by yellow fu- u*r for the past week ore less than those of any one day in the whole month of August. For the week ending on the 18th inst., the deaths from yellow fever were 205 ; from other diseases, 118 ; total 342, muking a decrease for last wook of 91 deaths by yellow fever. . We wish all of our contemplated railroad connections were effect- The Fatal Duel in Texas.—We have al ready mentioned that Major Arnold, the Com mandant at Fort Graham, Texts, had been killed in a pergpnal rencontre with Dr. J. AI. Steiner, the post surgeon. The arms used woro pistols, six-shoolors, and Alaj. Arnold re ceived four shots iu his body, of which he died in about fifteen minutes afterwards, Dr. Steiner being uninjured. Each ol Steiner’s shots took effect. Arnold fired twice without elfo.l, Another Bank in New York.-A rumor ia current in German circles in Now York that the Bank of Darmstadt, an institution of high character, with a capital of $20,000,000, pro poses to establish u branch in that city, with a capital of $10,000^000, and there is reason, it is •am, to boiteve that the rumor is well founded.
