to Mr. (.inline schemes for a now tariff, in answer to
hu circular asking for information on the subject.
The reform to which the Secretary is about to apply
himself will doubtless bo au abstruse and a difficult
one, but nothing can bo mure necessary to the public
welfare. The tariff, ns it now exists, is, in many of
ite phases, a positive absurdity, as injurious to
mereu and to the iudustry of the country, as
disgraceful to this, the great age of finance,
awaro llmi tho question of fiscal reform must neces
sarily bo surrounded by difficulties of uo common
cbar«i>iei, and is likely to bo met on all sides by the
mosidoteriuinad und persevering opposition, accord
ing us individual, local, or general interests may ap
peur to predominate or to be affuctod. Nevertheless,
wo havo had nmplo time to tost the working of our
present very defective system and to ascertain tho
directions iu which change is most needud, and un
der any circumstances, it scorns to mo that we can
scarcely make mutters worse, while there is abuu
dant reason to bolieve that we shall be able to make
them u great deal better. We havo, at any rate, tlio
heaolH of isome years’ experience, by which we cau
scarcely fail to profit.
One very important error to he amended, is the
blunder by which we impose on certain kinds of raw
material a higher ruts of duty tbau on the inanufuc-
lured article—by which means we uot only give
bonus to tho manufacturing industry of competinir
oouutrius, but actually place a direct and insupport-

’ may, Tor example, purchase hemp in Russia,
manufacture it into rope in Knglaud, and bring it
into this inurket at a lower rale of duty than we
charge on the raw hemp from Russia. The nalivo

at the very outset, of 10 per cent in his competition

anomaly.
The impression, as well with tho Secretary as
with iho public, appuars to be, that with so nourish
ing an exchequer, wo can very well afford to reduce
tho duties on a great number of articles of nocossary
consumption, und I sincerely hope that this may be
done. Tlio question of free trade is uo longer a
problem, and we cannot do wrong by approaching
it much more nearly limn we have yet dune.
It is also to ho hoped that the ad mtlorctn system
will likewise be greatly amended, if uot definitely
ubululiod. 1 have already, in previoue letters, fur-
rushed you with some account of the practical work
ing ol this vicious, immoral and oxtravagaut method
of collecting the public revenue, and I tboreforo need

satisfactory evidence has been produced of
Kosta being on American citizen, and there-

Sccrolary Marcy in reply maintains the
right of any subject to diapatriate himself, and
claims that Kosta was without the jurisdiction
of Austria, and that therefore tho sei/.u r e of
that individual was unlawful, as ho denies tho
xislence of any treaties between Austria and
Turkey by tho authority of which it could
havo been effected.
Mr. Marcy then proceeds to show that Koata
possesses the national character of an Ameri*

struction of a railroad from Vera Cruz to Paso do
The Prefect of tho District of Vera Cruz gives n
long account of heavy ruins at Sun Carlos from
J P. M. on the 28th ultimo, accompanied for threo
hours with a grout hurricane, continued during the
whole night and next day, ami causing the rivor to
rise ten yards in height and expand about a hundred
ill breadth, so as to reach the level of tlm town, and
finally to inundate it to the depth, in some places
of two aud a half yards. The churrli was in great
part destroyed, many houses were destroyed, horses
mules ami oxen drownod, as well ubuui the town as
on neighboring rancherias. Wo do not see it stated
that any human live* were lost, but tho greutesi dis-
tress was the consequence of tho inundation, a par
allel to which had novor been seen in tho place.
Subscriptions had been opened for the relief of tlio
