On our inside this morning will be found the correspondence between Mr. Marcy, Secreta ry ol State, aud Mr. Hulbemann, tho Austrian Charge d’Affaires at Washington, in reference to tho seizure of M. Koszta in the port of Smyrna in July last, by tho Austrian authori ties, and steps taken for his protection by our Cousul and Capt. Ingraham, of the U. S. sloop of war St. Louis. In view of the groat interest aud importance of the correspondence, wo have determined to tho exclusion of our tiNiinl variety, to lay it before our readers en tire. In our judgment tho letter of Mr. Maucy is a most satisfactory and triumphant vindication of tho prompt and effective measures adopted by Capt. Ingraham iu vindication of the rights, honor and diguily of our Hag iu a foreign port. The doctrines maintained by the Secretary are in accordance with the luw of nations and with tho principles of justice and humanity, and will, wo are sure, meet a cordial response not only from tho citizens of Republican Amorica of all parties, but from the hearts and judgments of all truo men iu every laud. Tho discomfiture of Chevalier Hulsemann is eiguul and complete. Every position he has assumed in justification of tho pretensions of his government, is successfully combatted and refuted by the unanswerable argumeuts of the American Secretury, whoso noblo justfica- tion of tho resoluto interference in behalf of our outraged nationality, will create a sensation and excite a degree of admiration in Europe, equalod only by that produced by the act it self. Mr. Hulbemann, has boon peculiarly unfor tunate in bis American correspondence. In his encounter with Mr. Weustkr, he suffered almost annihilation, and ho certainly has been most unmarcyfully dealt with by the present Secretary of State. RECEIPTS OF COTTON, Ao.-Oct.4.
