Black Conte Some tino ago, Marcy, the Secretary of Stalo, thinking, doubtless, iliut ho was doiug a good thing, scut forth a decree to the effect that the servants of the republic abroad should eschew livery, aud dress like Christians, and not heathens. was generally considered a very proper move- , until a person down east, urged by a love of tinsel und a little aversion to Murcy, discovered that it would be likely to give offence to some of the old fogies of the old world ; uud siuco ihot: the discove ry bus crept dowu south, and uiado iu uppearunce some of our papers. The objections which these people make bodied within tlio following extract from the Mont gomery Journal: "Now these men boast of this matter of offensive ill breeding as an act of republican independence, * if ropublicnuisin had uuy tiling to do with cos mic, or as if tiutidford's black coat, white vest aud liito cravat was uuy more republican, or belonging > our institutions, Ilian any other dress recognized » decent by civilized comn.umtios. Tho whole nf- tir was ridiculous, undignified aud disgraceful to tho republic. Certainly it is of uufiicient strength aud power to rely on them for posiliou and respect, rather than such triviulitios, which only tend to raulto it ridiculous. It ia pot strange that oven the Minister of the Sultan was surprised at thin folly.— Barbarian Turk as ho was, be even had too high a sense of tlio dutios of good breeding to uudorstaud any reason for this open breach of established pro prieties. He did not attompt to bring his pipe and carpet to tho levees of tho Emporor ; though tho customs of his own country and court justified it ou such occasions, bo, liko a well bred man, deferred idoa* to those of his host, an old maxim of civilization, * When among the Romans, do as tho Itomuiiv, or keep away.’ This is founded upon tho plain aud rcasouuble principle, that all communities, courts and circles, whether public or private, have a right to establish their own conventionalisms, which no guest lias the right to infringe on without a violation of the ordl- ty principles of courtesy.” There ure here two or three assertionu which are t correct. Take them away and the remainder it uutlliug. In the first place, dress has something to do with republicanism, and has bad ever since the world began. The nobles in all countries, until lately, were ae much distinguished by dress ns uuy thing clan. It hue hecu a peuul offouco for untitled men to wear anything but a proscribed costume. This was one of the means u»ed to separate tlio classes. In republics, from the beginning of the world, there has been simplicity iu dross. It was thu result of uu instinct. A muu cannot divest him iclfof tho notion that there is something iu dress ore iliau tho mere texture or color of it. In the second place, there was nothing at ail ridi culous iu tho affair. Borne of tho sorvauts iu livery might havo thought there wus, just as sumo crowds take offence at the presence of a persou endued with ciean linen. Probably, if a mail among these court circlce wore to oxprocs a respect for a high standard of virtue, he also would bo considered ill- bred. Iii tlio third place, tho comparison of the Turk s no resemblance. It is iu itself, without regard conventionalism, au offence to smoke ill a crowd, whether public or private—just as it would be an offence for a man rooking with uusavory odors to outer a drawing-room- In tbo uoxt place, this maxim of “ doing in Rome i liio Romans do," proves too much. If tue Romans lie und steul, it is no reusou why a mau among them it a Roman, should alto lie aud steal. If our ministers are obliged to wear a court dress bccuuse a Turk or a llussiun docs, wo soe no reason why they should not also cast away their ropubli cuii opinions wheu among Turks uud Russians. " certainly must bo offensive to The Caibollo Church In the United Mlmteu. Nth, has un oditori ou the present couditiou of Irolund, which ou courages thu liopo that the people of that country are yet to bo liuppy and prosperous. It is admitted however, that thu desirable cliungu jus.i.ot been wrought by tho Legislature, statesmen, or imperial ouactineuts of England, bat indirectly by the United States of North America which havo received and providod for tho overplus of lrelmid's population. The Times says: " Within tho six years ending March, 1852, as many as 13,133,228 net sous loft the shores of Ire land; the number lor 1851 being 254,537, aud for 1862,924,997. For tho former year tho exhaustion vas four limes the supply, estimated at the usual xte; for the latter year more iliau throe times und at this rute Ireland would be depopulated in two generations. Bo groat and spontaneous a dram is probably unexampled iu the history of the world, wheu the fact of its being across a great ocean aud iu a time of profound peace, is taken into account. Cortuiuly, us one considers tho immense redundancy of labor ou ouo side of tlio Atlantic, and the profit able employment waiting it on the other, one can not help setting this down among tho things that wore to be. As matters now stand, emigration from Ireland it ovidciitly the result of curtain varying cuudiiioiiN, and vurios with them. Even the greut increase in the money scut from America to procure the pus- sage of ftionds, an increase from under a million to nearly a million aud u half, has not prevented the rate from flagging ill tho lastyour. Mr. Lo;ke, from whoso paper wo Bre quoting, points out thut wliilo this emigration wus in progress, Ireland was fast becoming a very different country; more employ ment, loss pauperism; less crime; wealthier land owners, and improvud cultivation.—Had Ireland, in deed, boen in 1846 wbat it is now, thorn would havo been no such emigration. Eyeu between the two years 1851 and 1852 the expenses of public relief have decreased nearly u fourth, the able-bodied pau pers nearly half, in tho poorest districts very much more. If the weekly rute of wages has not been raised, employment has been much more couliuuouN and steady. There was nearly a third less crirao iu 1852 thuu in 1851, offences of an agrarian character being only found in a few dulricts; and scarcely at all, Air. Locke observes, in the laud which has chang ed hands under the encumbered estates comiuis.iou, . amounting to one milliou aud seven hundred tlmun- aud acres, comprising a population of half a million uud sold for ten millions und a hnlf. Mtory of au Intrepid Chnuaboriimid. Galigimni's Alossengnr, u French paper, tells tlio following curious story: Annette, a young chamber- maid of Marne, had kopt the rooms of two wealthy bachelors for several years. Bho wanted to get married, but her lover was so poor that sho durst not venture. Those bachelors wore brothers, and one day they had sold somo property, which they owned jointly, nud the money, amounting to 106,000 francs, was paid in bills of tfiq bank of France, too late to take it to Paris that afternoon. At midnight a grout uoiso was heard iu tho house. Annette rau uud rapped at her musters' door, saying thatrobbor* wore at work below. " You- havo u gun," says who, “ take it aud shoot the villains I” Both tho bache lor* were much frightened. One began to barricade the door, wliilo the other removed a tylo from the hearth to secrete the bank bills. “ Fools," said the girl, " they will murder us all—givo mo the gun." Bhe seized a double barrelled gun that lay upuu tho shelf, und started dowu stair*, the two frightened moil watching her moveiuonts without nuyitig a word. Presently baug weut the gun and a groan was hoard—bang wont tho second barrel, and now a screech of paiu rosouudod through the house. Annette soou tripped up stairs aud asked for powder aud ball to reload. Tho astouislred bachelors gave her the requisite charges, but soon steps were lieurd retreating from the liouso. All throe went cautiously down stairs, when io ' a pool of blood showed thut one robber at lua»l had paid tho peuulty of his rash attompt. In the morning it was plaiu to be soen that the body of tlio unbappy victim had beeu drugged by his compHii- ions to the river. Blood murked tho whole dis tance, and tbo police were instantly on tho alert for the arrest of the living thieves, aud the discovery of tho body of tho dead one. All wus vuiu, however, Oct. IS. COMMERCIAL. of these old fo gies to hoar such a sentiment uttered us that tho " voice of tho peoplo is tbo voico of God;" or that tho pooplo are at all, in any light, fit for auy pur pose, excopt to " hew wood and druw wtiler." It cannot bo, in the nature of uuy just rule, offeu- stvo for au American to wear the costumo which a gentleman may wear ul any place. It cuunot bo properly required by a foreign priuco that a matt who is kuown to be aver*o to court iiveriea, shall put them on ; and it is less justifiable for him to ask such a man to misrepresent the genius of his coun try by wearing this sort of toggery. To demand it is to violate good breeding more than Mr. Saudford did b.y appearing in a dress which harmonizes with hie character aud tbo character of tlio people whom '•-» represents. It is staled that the Emperor of France, scoing he tumult which Air. Bnudford’sHimplo dress excited aiuoug some of the narrow-minded representatives around him, took occasion to indicate very clearly that in his opiuion it was a violation neither of tasto propriety. The Americuu* iu Paris, as well as e of the French papers, heartily applauded tho pro tern, minister, and considered his costume as peculiarly tiltiug bis character. But oveu among these representatives of court cir cles, there is a distinction in drsvs. Each weurs somo peculiar costume. Mr. Buudford wore his dis tinctive costumo, and aclod as truly uuder tha rule which governs them ae did tile rest. Ouo might say something of the moral influence of dress—of that dignity which ought to make this na tion avorso to following tho hubits which in Europo uro the sign and symbol of distinctions which sre most oppugnanl to us, and which the free hearts of the abused classes in all quarters of the globe are iw struggling day aud uiglit to destroy. There is something in this question much higher than the mere fashion of n court; and those who lock at it simply from tbat narrow poiutof view are >i fitted to look at it at all. We hopo Air. This i* the third jail in Vermont which has beeu emptied by the new prohibitory law, and tko editor very properly adds: “ Tke simple truth the sale of liquor peoples jails—prohibiting iu sale empties them—and it is in the power or the people to say which they will bR?e.” wyii but tlio intrepidity of the poor girl was discussed far aud near.
