The Crops.—The Columbus Times of Sa turday says“ The Cotton crops in this sec tion Imve promised a pretty full yield up to this date. The heavy rain of Tliursduy and Thursday night, however, must have proved very destructive. Largo quantities of cotton were open in the fields, and the green bolls must suffer considerably, The indication* are now favorable for an early frost which will cut off the crop very largely. [From the New York 1'ost.J New York, Oct. 20. The news by the Asia is held to be fuvorablo as respects money mattery. War, it appears, had uut been declared, and the probabilities ot the preservation of the peace being greater, the English funds had advanced, and the mar* krts fur wheat and flour bad declined in Liver pool. Consuls closed at 92. Aloney was, howe er, again a turn dearer, but without any scarcity. Discount accommodation was rea dily obtained at 5 per cent. thews iple sot by the Bank of England, in advancing (he rates of discount, has been followed by the banks of France, ^Sardinia, Prussia and Warsaw, which have already an nounced an advance one per cent. Almost the entire of the late heavy arrivals of Australian gold had been sent into the Bank of England; and it is believed that the returns for the week ending 8th October, (whioh, however, will not be officially published till the 15th) will, in consequence, exhibit a large increase in the stock of bullion, the demand for export to the continent being of very littlo moment. The specie in the Bank of England on the 1st October, (reported on the 7th) was £15,- 611,000, showing a decline of £70,000 since the previous week. The transactions in American securities hate been rather more numerous, but owing to the rise in the value of money, and to the political anxieties of the poriod, this market, 011 the whole continues to maintain a dull ap pearance. The advices from St. Fetnrsbug describe geucral steadiness in the markets, and an ap parent absence of political alarm. Tallow had again rieen, but solely in consequence of the accounts from this side. Extensive pur chases of grain continued to be made, and con tracts were being entered into even for May next, when the navigation, after it shall have been closed for tlu winter, will re-opon. The rate ofexchange was slightly less unfavorable fur this country, and in tbo government stock* the trannnetiona wars limited, but (>*•«•« wore well tnaimaiued. The stock of cotton in Liverpool is accumu lating. On the 7th October it whs 770,168 bales, against 507,137 same time 1852. The consumption was less, being 1,425,730 bales 7lh October, 1853; 1,580,830 do. 7th October, 1852. The imports at Liverpool from the 1st January to 7th October, were 1,840,204 bales ; tame time 1852,1,785,474—being on increase of 54,730. The steamer Arabris sailed for Liverpool yesterday, took $1,194,000 in gold ingots, and £26,000 in sovereigns. The Havre steamer on Saturday, will take a large amount, nearly a million ho market for foreign exchange ia active, but inferior bills are multiplying, and are of- fered nt low rates. It is further stated that in a few days passengers will break- fast in Chicago and sup in Cincinnati the ■aine day. C7* The Virginia papers speak of severe frosts along James River. All the outstanding tobacco is bitten black, and the crop will be shortened one half. 17* A Paris letter say—“Tho bread crisis •till continue.
