Hammer, of the bark General Greene, which had recently arrived at New Orleans from Rio Janeiro, died In the former city at two o'clock on Sunday lest from yellow fever. Captain Hammer was well known aud respected in Charles* ton, baviug sailed .from that port for several years iy*W# learn from the Alilledgeville Union that- dur ing the meeting of thu Legislature two traius will leave that city every day, connecting wilk the day and night trains or the Ceutral and Georgia Rail roads, with the latter by stage* from Eatonton to Madison 17 or 1^miles. This arrangement will make Mil ledgevllle accessible from all points. The Union says—In respect to accomodations, Milledgevillo, we unheosiutingly say, is better prepared than evei to accomodate visitors and the members of the Leg islature. Besides our spacious llotols, which are seldom crowded, except during the first fow days of the session, there wiB be open, eight or ten private boarding houses, which, alone, could accommodato two hundred persons. Visiters need not be deterred from coming to this city, from a fear of bad accom modations. The crowd will be large, but nur Hotel proprietors have a wav ol putting away large num bers, conveniently, which is not the case in other cities, a-i we have frequently no iced. Tho late fire has not in the least affected the ar rangements for accommodating the visitors to the city. We observe that an effort is making in certaiu quarters to induce our government to take steps to remove the presonl restrictions in the way of u free importation of Guano to this Country. If the Peru, vian government should hesitate in making “ mnple reparation" for the lute outrage, it is highly proba ble that our government will uku satisfaction in Guano— iu other words, that Mr. Webster's views iu regard to the sovereignty of those Islands will bu enforced. It is probable, nevertheless, thut this overt decisiou of the Turkish Government will hasten tome practical result, aud this result, thore is roason to hope, may still bo pacific. It will bo seen that ut the time the groat Ottoman Council wus assembled, nothing was known at the Purkish capital respecting the view* of Jlussiu be yond tho fact that the Cxar lied rejected the modul ation* of the Vienna Nolo suggested by the Porte. The explanatory despatch of Count Nessolrode identifying the Note of the Conference with thut of Prince Menschikoff, had not transpired, aud conse quently, even the Amba»*adors of Frunce aud Eng land couceived it advisable to press tbe origiual Note, without the modifications, upon the acceptance of the Divan. With these views, they offered, iu tho joint names of their respective Governments, a special guarantee of that particu'ar attribute of the Ottoman Sovereignty stipponod to be uffeclml by the Note—the administrative independence of the Sul tun within Ills own dominions. From what followed, it appears probable tbut this assurunce was hy no meuiis unsatisfactory to tho Divan, but tliut it was deemed expedient, upou thn whole, to consult tho dignity of the empire and -he passions of the popu lace by making at least a demonstration towards open wur. Meantime, however, the Government* of France and Kugluud, bettor informed of the con duction mull*put upon their propositions, resolved uside altogether u Note susceptible of such false interpretation, and Instructed their representa tive* to appriso tlio Porto that Its modifications would be firmly supported, and introduced iu some new instrument unprejudiced by equivocations oi language. No doubt can be now outertained respecting tbe steadiness and consistency of the oppo.nion offered by the Wesvorn Powers to the encroachments ol Russia. That their representatives were perfectl) sincere in believing the desired object to have been obtained by the Note of the Conference is proved boyond doubt by the direct guaruutoe to this effect which they afterwards teuderud—a guarantee which would buvo placed France and Eugiuud under obli- J ations towards Turkey considerably more iiopera* vo than exist at preseut; uud it is evident thut Lord Strutford himself, whoso Turkish predilections have never been questioned, thought the Porte might safely and proporly accept the Vienna Nolo, even iu its unmodified form, wilk the appendago of a declaratory clause. Nevertheless tho British aim French Governments wont boyond this iu llieir re solutions, and decided upon discarding the whole work of tho Conference, when they learnt the uses to which Russia Uud beou nudeuvoi ing to turn it. It further appears thut, whatever delayb may have been occasioned by the incidents of negotiation, they have iu uo case operated to thn advantage of Russia; iu fact the position of the Czar is at this moment less fuvorablo than it has-ever boen since the commencement of the rupture. Tho terms now proposed to him include thu acceptance of u note directed expressly against the very objects of Ins ami'll ion, aud the admission of u measure avowedly unwelcome to his pride. Ilo is required to ullow conditions already accepted to be superseded by others framed with speciul stringency, uud, iu de fault of his adhesion to these terms, ho is left with the optiou of a war under circumstances materially more adverse to him tliun formerly. If delays therefore have taken place, they have not been to the prejudice of the l-.uropeuu cause ; but I is, that they have been almost wholly dur __ ... unfortunate mistah.e of the Vienna Coufereuce.— Let the reader recall the fuels us they occurred. If this a- ward had boeu iutelligihly framed, aud if tbe iuteu- lions of its authors had bacu tinmUtakeubly ex pressed iu its language, the whole question would have beeu brought tu issue thero aud Ibcu. Unluck ily, the terms embodying the decision bos beeu bul auccd uud qualified with such prodigious care that the object of the entire proceeding wua loat, uud it became neceaaary to define aud establiah anew what Russiu might ask and Turkey might grant, without injury to tne security of Europe. This and this ou- lv has beeu tbe cause of the delay ; but there is one point ou which every reuder may most confidently ussure himself. Even if the negotiations should be pruiructeu for six mouths luuger, tne process would still bo inconceivably shorter tliau that of wur. Wo put uside for the luuiueut all that war might cost, and speak of tune ouly ; and there ia uot, we arc aure, a reasoning being who will utfirm that twelve mouths, or ten times twelve mouths, would have suf ficed to settle the Turkish question by ca appeal to the sword. The Emperor of Russia has now expressed him self, and probably with sincerity, ia favor of peace, aud ho bus even, as our reader* are aware, assented to the substance of such couditious us tbo Weslurn Powers thiuk necessary for tlio interests of Europe. Private letters irom Constantinople received on Tuesday, still speak of war between Ra»«,a aud Turkey as inevi table. 1 he question is examined in every poiut of view in thn** letters, aud the conclusion unanimous ly come to is that there is no escape. It is asserted that Russian agency has never been more actively at work in that immortal mission than at the present moment, and the knowledge that such is the case is naturally a matter of muck concern to the Turkish Government. In the mean time ail accounts agree that the call for war is unanimous in every part of Turkey, and though thn Sultan is popular with his subjects, yet it would be as much as his crown were worth to attempt thwarting public feeling. Theso letters also speak of tho number of English officers, most, il uot all, belonging to the Indian service, who are now in Turkey, and who are con stantly on the movo from Varna to Shunila, and other parts of Turkey, whero there aro strong mili tary encampments, or to the head-quarters of tbe general officers. Some ofllcnrs of artillery iu the tame service hnvc, within the Inst fow days, passed through Pari* on their way to Constantinople, and have obtained letters of introduction to the Grand Master of the Artillery and other functionaries.
