One word as to tho qualifications of Judge Starnes. Siuca comparisons are forced upon us, we do not hesitate to pronounce him the ablest inan of bis age ill tho State as a Lawyer, and in all the attributes, intellectual and moral, needful for the high station ho uow adorns—he bus no superior on that Bench or on any other iu our Siato. Intellectually, Judge Hturni# is highly gift ed. A mind of more searching analytical power, of more comprehensive grasp, of more dtscrim Inating acumen, of more logical force, is not often found and has seldom, if ever been called to pro aide in our Courts. He is not a mere case lawyer. He understands Law as a science und tests ques tions upon elementary principles, lie is a student and a mail of letters, lie was early destined by uu- propitious fortune to curve out his pathway in thia world by diut of his own energies and indomitable will, without the aid of family influence or tho pres tige of distinguished iiumes, whose friendship could smooth the way and mako honors and success tlm rewards less of merit tlinn of favoritism. In the kindly qualities of the hoart which make men good citizens, ami which secure respect anil confidence among his neighbors, aud win on the ad miration of his Iriends, we claim for Judgo Blames a high place in the social calendar, lie enjoys in this ceinmuuity aud in the Middle Circuit, over which ho presided with unsurpassed ability for nearly four years, the very highest degree of confi dence and popularity os a judge—a confidence and popularity never yet reached by a Judge in this sec tion of the State. Then, what would be agreeable to particular sectious of the State iu the composi lion of the 8upremo Court Beuch, is brought into . discussion, let It bn borne in miud that no act the Legislature can perform in this particular, would be more acceptable to this section of Georgia, Ilian the election of Judge Sturues to the Supreme Bench, where he uow sits by Executive appointment. Had he not been promoted to ihut position from the Bench of tho Superior Court, he would huve boon re-elected, probably withoct opposition, by the peo ple of the Middle Circuit—this too is a Circuit where the whlgs have about fifteen hundred majority.— Such a compliment was iu store for him. Such is the estimation iu which he is held here. We feol confident that thero is not a man in the Stale, who knows Judge Starnes, that will not cor dially endorse tho seutimsnts of tho editor. The editor thinks that a theatre erected iu somo central aituation on Bread Street, and placed under the charge of Mr. Crisp, who is not only a good actoi himself, but su excellent manager, would do a pros perous business. HT Two bright-eyed littlo boys, oue aged two and the other about five years—sous of a Mr. Hor ton, of Boston—died a few days since from eating candy which had been colored with some puisonoui substance. BT Dr. Janies McCliutock, the founder of tho Philadelphia Collego of Medicine, has resigued his professorship iu that institution. Mrs. Laura Starkweather, of Albany, N. Y., died last week iu consequence of taking oxalic acid in mistake for Epsom salts. Mr. Mcl.uiio, our new Minister to China, it is said, will take the overlaud roato to ludia, and goestheuceto Hong Kong, whore he will chance of getting ou hoard oue of the ships of the Jtpan squadron, aud of finding his way to tho gov ernment of tho Celeatials. Having no proper ship nt command, this is the only way the government can get Mr. McLane to his destination. Lynch Law in Missouri.—At Richmond, Mo. on the 15lh ult., a man named YVigge was liuug by' Lynch law, by the populace, for the murder of a very estimable citixen named Allen. The county court, it appears had granted a change of veuue, and as soon as tho prisoner, in the custody of tho sheriff, was brought out of the court house, he was seized by tho crowd, a rope was thrown around his nock, and he was hung to tho most convenient tree. Oua Consul at Genoa. — The Washington Union of Sunday lest has a lengthy article ou the eubject of tho late announcement in the foreign newe to the eflkct that E. Felix Foretti, an Italian by birth, but for seventeen years a citixen here, and sometime ainee appointed Consul of the United States at Genoa, would not be received by the Sar dinian government. The Union gives n history of Foresti, as a Piedmonte«e|rcpublican, who warred agaiott Austria, and was finally betrayed and suffer ed long imprisonment, while bis betrayer, Cairo Alberto (ainee dead) was rewarded with the crown of Sardinia. But during the European revolution, from 1647 to '49, Foresti remained in New York and the Presidentelects now to send him us an American citizen and a brother republican to the monarchy which have so long fought, and may have very soon again to fight, against Austria. 8he, therefore, intervenes now once more against us, and tries to compel the Sardinian government to he false to itself, and to refuse to our consul his exe quatnr. Sardinia is the uatural ally of Switzer land, and thereby hanga a talc. The Union aignifi cantlv adds: " If' supposing that the telegraph and other hints are true, of which the Department of Stats has nut received aoy official information, it is now inteuded to form a coalition ol monarch* to exclude from all Ike kingdoms of Europe any man who has ofliouded against the laws of one, tho antagonists of the admi nistration will not find the President either unde cided or unprepared. M., aud I have now to add that the tide ebbs aud Hows in the shin. At 19 o'clock this night the water was two feet deep on the starboard waist between decks. The ship is certainly materially injured. How sha has stood such a pounding as she lias been subjected to since her stranding, is almost iucredihln ; but ■till I think she may be saved should wo have ■pell of fair weather, with a smooth soa. Tlir Charleston bus brought tho passengers to thin city. The Austria is a fine ship, capuldo of carrying about 3700 bains of cotton, and is ownod by Alossrs. John Frnsor A. Co., Capt. Tessier, and other parties in this city, and is fully insured in our city offices. Yesterday morning, awaken ed at about daylight by her paramour, she arose, aud with the remark that sho presumed lie had be come tired of her, she npoued a drawer, from which she took u loaded pistol, and deliberately shot her self. They betrayed themselves by tlioir conduct. When a gendarme demanded their pass ports, one of them drew out a pistol from his pocket. There were found on them English passpojis, pro clamations, and letters which compromise inney persons iu southern Tyrol. They also had 40,UOU florins. A fifth emissary escaped. Trouble Among the Cambrlitks.—The foi lowers of the Rev. Alexander Campbell, of Bethany, Va., have become dissatisfied with his cradlings on the subject of slavery. From the Fishing Grounds.—The Halifax Chronicle says, ioformatiou from the Gulf ol Causo, states that a fleet of about 100 U. 8. fishing vessels ware encroaching upon the Fishery at Fox Island, in pursuit of an immsuse shoal of mackerel, and ware commit ting depredations upon tha property and persons of ths fishermen belonging to that place.—In consequence of this report, Sir George Seymour immediately ordered the Bonita, Lieut. Bridges' to get. ready for a cruise in that direction. The vessel accordingly sailed. Odessa, Sept. 30.—The cholera lias not as yet assumed a serious character. There had bueu no deaths within the last three days. Vienna, Oet. 8.—Measures are being taken to reinforce the troops on the Turkish frotiliei. It is asserted that tba new five per ceut. Loan has boon effected with the Rothschilds at 89. The uavy of the United States is notoriously far behind our commercial marine, io every respect, aut. especially in regard to construction and ma chinery for steam vessels. This deficiency could, us is believed, bo easily remedied. The adoption of a retired list of officers, aud the increase of the number of effective vessels, aud especially of steamers, in tba service, will be urged upou Con gress at the next sessiou. S.—Cottok.—The lowor qualities re still neglected, aud we huve but littlo chanco to no tice in prices, but. for grades ranging above Middling, there has been an advanco during the woek of full half cent per pound. The reoolpts are vory light and buy ers very strict in thoir classification. The offering stock is also light, and holders show but littls disposi tion to sell unless they can get their own prices. The advices daily reosivod from planters in tho interior, who have Cotton ou hand for sal;, is that the recent frost has materially shortened their crop ami ordering their Cotton withdrawn from the market.
