Let the lAigiilature grant a liberal charter, and the Macon and Warrenton railroad will be built. fF* The Maoon Messenger of yesterday saya: The Cadets of the Georgia Military Institute, passed through this city yosterday, cm route for the Capl tol, where they will remain until Friday. Another purty of Abolitioiiists, not kuowiug thut the slavo had disappeared, got out a writ of habeas corpus, which was sorted on the master, who replied that tho slavo had been sick, and he had brought him to the North for his health, and that he had rau off some days since. The steamship Dauiel Webster arrived at Now Orleans on Saturday with advices to the 16th of Oc tober—a fortnight later. W 1 " wpoftod in diplomatic circles that a ▼Meat scene has taken place between Lord Claren don and Baron Brunow, Um R UM iau Minister. Lord Clarendon it oaid to have directly charged the Russia* diplomatist with bad faith, and with having deceived the English Cabiuet as to the intention* of Russia with respect to the principalities. er The oittoial Gazette of Savoy states that an Inhabitant of Chamber? has just quitted that place to attempt, in concert with a company organized for that purpose, to save some contents of the ves sels which were sunk at the battle of Navarino, par ticularly the admiral’s ship, a three decker, which f it Is Raid, had ou board at the time she went down, a tom of six millions of francs ia fold. All the ne cessary apparatus has been embarked, a number of divers have been ongaged, and in addition to the or> dinary diving-bells, all the receat inventions for such purpose* will be put in requisition. ry Mr. Thomas Hendrix, tie-iior, an aged andreanftccable gentleman from Laurens District, mat vittiauaoeidentaiew days since iu Georgia, which caused his death. He was oa his way to Ar kansas at the time, Columbus, Georgia. The editor of the Goorgia Citizen lately made a visit to this nourishing Interior city, end in his lest issue gives the impression made on his mind relative to-tka onwevd march of business la that place, end the demonstrations of the industry of its citiaens generally, which he witnessed while there. We copy the first paragraph of his article upon the sub ject: We were highly gratified the present week, in v .. flying visit to Columbus, to notice the signs of improvement which every where met the eve in that pleasaut city. Tho cotton season has begun there under better prospects for a largo trade than for several years past. Broad street presents a spectacle, which, we are sorry to say, has not frost ed the eyes of the Macon people for many a day, and so great is the bustle and animation in the cotton market, that it la sometimes difficult to crois the street, on account of the number of wagons, cotton bales, mules, horses aud cotton dealers, which throng the avenue.’* In alluding to the above paragraph the editor of the Enquirer says: This state of things existed during the first port of the week, when It Is comparatively dull times with our business men, generally; had the Doctor remained until Thursday or Friday, bo would doubt less have witnessed still stronger evidences of the “ bustle and animation" which an increased number Of wagons from the country produce on the days last named. Our customers from abroad just then begin to " come to town," and make their heaviest trades with the cotton dealer and the merchant. Speaking of tbe increased receipts of cotton at this place, we may properly add another reason to those given by the Citizen, which has an important bearing upon the increase of the receipt* the pres ent season, viz : the high price which the staple commands io our streets, as compared with other markets around us. This, with the low rates of groceries, and their superior quality, induces many planters, wisely too, to bring tbeir crops hither, who have heretofore traded elsewhere. Hence our ipts up to the 1st of the present month, are re. ported at 5,S00 more bags, than we bad at the sr.cne time last year—whilst the receipts at otbor markets near by have, perhaps, been diminished in a corres ponding ratio. We regret to perceive that this has beon the case with our sister city of Macon, which has this season received 7,204 bales less than wore reported last year. Wo hope better luck is in store for our neighbors in the “ good time coming." Farther Foreign New* by the Africa. Only oue tuuu wn» saved, und as the ship was of large touuage (754 tone,,) there must have been a large crew. At Plymouth she was to have received 35 passengers. She had been rereutly overbauied and coppered, and it is supposed soum of tbe now work gavo wuy. The captain, (Butter- worth,) his wife, aud two children, i re lost; also, the crew, of upwards of 50, four passengers nnd nine children. The ship sunk about 16 miles off Beechy Head. The loss on goods is £70,000. Franc*.—Tho application for French generals, which it is stated has been made to the Government by the Sultan of Turkey, will, it is bolieved, be re futed, though leave of absence for a limited number may not be difficult to obtain. The French Transatlantic Screw Steamship Company at Dieppe have contracted for twelve ships of 120 tons ana 240 horse power each, for the postal service to the Rio Plata, Brazil, the French West Indies, and the United States. Mare and Co., of Blackwall, London, ure to build the ships, an • Messrs. Maudsley are to supply the machinery. Tho weather in Frauce had beon favorable to t je sowing af winter corn. The Empress Eugenie has granted a pension of 2,000 francs out of her private purse to the parents of Lieut. Bellot, who perished when serving with tho British exploring expedition iu the Arctic seas. At the death of the pareuts the pension is to decend to the hrothor aud sister of Lieut. Bellot. Emile de Girurdin has been "warned" for apeak- f too freely through La Presse. t was stated that when the Emperor returns to Pal is from Compiegne, (he day of tbe iotnuded cor onation will be aunpunced. The greater part of the population of Achaia and Patras In Greece, are reduced to destitution by the comploto failure ol the curraut crop. Tho force of the German federal army i> fixed at 456,000 man, exclusive of the reserve. The "Court Newsman," says that u coolness ex ists between tho Emperor of Russia and the Kiug of Prussia. A very likely circumstance. They have began a movement in Manchester iu favor of a " Maine" inli-liquur law for England. Mrs. Hogg, tho widow of the Etlrick Spepherd, is in poverty. The Sultan, U appears, siuce he declared war passes the entire day in religious duties, undor tho nstruclione of the Shiek-ul-Mutn. Twenty thousand Druses, irregulars, under tbeir chiefCheible, whoso loug withstood Mahomet Ali, were daily expected to join the army of Asia. Oue half the Turkish fleet was about to leave far the coast of Asia, between Trebizond and Batoum. Voluntary gifts of all descriptions continued to flow into the Turkish treasury. Eight thousand "Redifs" were armed, clothed aud equipped from tbe proceeds of oue duy’s offerings. Military preparations continue with uuabated spirit. The Turkish steam frigates Farir, Bahri, Tuif, Yer- ijde, and Medjedie have been sent to Beyrout, to take on bourd 12,000 regulars of the army of Syria. From the New York Herald. Litter from Ilavnun. Negroes at Trinidad—Expected Arrival of Slaves —Intentions of the Captain-General. Havana, Oct. 22, 1853. 1 have but u few days since, received advices from Trinidad, thut the landing of COO negroes there was accomplished at tlm ft.iihonwlo de Broil, and thut twenty or thirty had porished on tho way, from tho over-crowded state of tho vessel, aud that it wus done by the Spanish brig Amen to, which has de parted for parts unknown, ortho coast of Afrita, n« the case may bo, with the u»uul supply of good#, aguadents, See. Another brig—tho nuino of which wo have not beon ublo to ascertain, but are assured that it is Spanish, effected safe delivery of her cargo, consisting of two hundred and sixty, ut Enscnudn Carmolo, which wore conveyed by the ugent, named iu ono of my late letters, to the convenient astute of Don G. Pastor, whoro the division of spoils wus accomplished without exposure, tho authorities of the vicinage having been forowarnod and forearmed. The vessel has also been despatched from this tiast for more plunder. About ten days since, attheEuscnuda do Cochinos, of Lady Suffolk memory, we have had another suc cessful speculation. Tho cargo of the Spanish srlK.nnnrMuria and|Juunu having been lauded, (180,) many linvi* g died under tbe ministration of mercy on tho wuy. Tho officers of tho locale in this case puid, nnd one of them is said to be a participant in tho proceeds of the voynge. Tho vessol was burn ed, as there was expectation of an investigating commission from the lluvnna, in thntlieighborhood, by order of the Captain General. The Spanish brig Papillo made good a landing in the vicinity of Lu Pclonea, on ll»o 15th iust., tho conscientious official# conniving, and being well compensated for llioir exceedingly disinterested devotion to thoir public obligailJiis. We have also received well-founded informutfon of un expoctsd arrival of from six hun dred to eight hundred Africans, to bo effected ut Bahia Houda or Cabanus, as may prove most con venient of access ou arrival off the coast. The Captain General proposes to cupture this vessel if he cun, for information of which he wus indebted to the indefatigable British Consul. It will be a wbito feather in his cap, to be seen and ap preciated as ho leaves bis prescut elevated position to make way for General Pizuela. It is to be regret- ted that official duties, which liuve been honestly aud honorably discharged by Mr. Crawford, should have involved unpleasant persouul relations with tho Captain General, who bus been, or tried to be, very marked in discourtusy. Tim clour conscience lias nothing to apprehend, and the puerile ntteinpta at petty indignities do not multo loss smooth tho brow ol the honest man; wherefore, they return to feed upon tho engendering heart. Tiie idea of the threatening policy of the vast system of free labor, which is to be forced from Af- ricu, is having its effect upun tho people, who do not relish the wholesale sacrifice prepared for them without their consent.
