Mr. Morris introduced a bill to make permanent the capitol at tbo city of Milledgeville. Mr. Guyton—A bill to incorporate Laurena Lodge No.75, iu Dublin. A bill to authorise Engineer of the YV.dk A. Hail road to compensate a negro man for his services on •aid road—Passed. The following kills were passed. A bill to incorporate Covington and Eatonton R. r. Company. A bill to establish a Fire Company in Atlanta. A bill to furnish blanks, to make out election turns, to the various superintendents. A bill to incorporate the Madison 8team Mill Company. A bill to grant certain exemptions to the “ Liber ty lodopendent Troop," and " Liberty Guards.' A bill to prevent Deer-Killing in the county oy Carroll at certain seasons of the year. A bill to allow the Clerk of Superior and Inferior Courta of Emanuel county to hold the office of Or dinary. This was made the special order of the day for Monday next. A bill to authorise Justices of tho Peace of Cam deu county to hold land courts.—Keforred to Judi ciary committeo. A bill to incorporate a company for the construc tion of a Railroad from Dalton, in Whitfield, to point on Coosa River.—Referred to conimittoe on luternal Improvements. A bill to incorporate Carnesville in Franklin co. The order was suspended and a House bill to form a new county from Walker and Whitfield, was read first time. The proposed name is Oatooia—meaning " high Hill." A bill to prevent frauds at elections—Lost. A bill to incorporate a Company—Capital Stock to bo ouo million of dollars—to build a Railroad from a point on Hlue Ridge Railroad, to the North Carolina or Tennessee lino. This was roferred, on motion of Mr. Anderson, to the Committee on Inter nal Improvements. The Senate then adjourned to 9 o'clock to-mor row morning. F. HOUSE OF REPRESENTATIVES. Mr.Trico moved to re-considor the bill in rolation to the Will’s Valley Railroad Company. His mo tion was sustained. Tha following Senate bills were read the first time, viz: A bill to divide the officos of Tax Collector and Attestor, in the Counties of Raker aud Gwinnett. A bill to legalize an adjourned term of tho Circuit Court in tho County of Lee. A bill originating in the Senate amendatory of tha nets incorporating this City, so far as the eloctiona of officers by tha people are concerned, was read the second time. Tho special ordor of to-day is a bill to amend un act, entitled an act, to amend and consolidate the penal coda of this Stale, so as to mako betting on elections penal This bill has been read, and has undergone the severe serutiny of thoso who are op- poied to its pnssage. Amendments have been offer- for the purpose of bringing it into ridicule, to wit: That bolting on foot races, horse races, and cock fighting, bo made penal. Mr. Pottle feeling great in terest iu the bill, delivered a warm address in its behalf. The burden of his argument is the fact that such u provision is necessary to preserve the purity of tbo ballot box, and, therefore, the liberties of our Country. The bill and amendments wore laid on tho tablo, yeas 08; nays 39. The select Committee on the Deaf and Dumb Asylum, report favorably to the institution, and the manner in which it has been conducted. Mr. McDougald, the Chairman of said Committee, offered a resolution requiring two hundred and fifty copies of O. D. Fannin's report, to be printed for the information of tho House. Adopted. Air. Poolo offered a resolution, fixing the hours of convening at 9, A.
