Franck.—Tbe Pnria correspondent* state that tbe
French Government was amassing troops between

Turkey.—Tbe Sultan had officially announced
bis intention of placing himself at tbe bead of his
troops in the spring.
A new note had been prepared with a view to a
pacific adjustment of the difficulties between Turkey
and Russia, but noither the Sultan nor Czar would
listen to it.
Tae latest accounts from the seat of war have
brought no intelligence of u decisive battle having
yet been fought. But much fighting had taken place
and cannonading was heard in various directions.—

Tbe Baltimore Timet of Baturday last, says:
"According to notice, several of tbe merchants
more particularly interested in the trade of the
South, met at the Southern and Western Reading
Room, and the necessary steps were taken to can
vass the city thoroughly during tbo next week, in re
lation to steamers to Savannah. The purpose is
also to have a full sad general meeting of the mer
chants of Baltimore oo Friday evening next, at the
same place, to bear what has finally been aceom
pliahed. At that time some definite actiou will be
agreed upon in regard to our commumication South
ward, and we have no doubt that the importance of
the interest, and the fact that something is going
bo done, will ensure a large attendance of our co
mercial community."
The Anti-Slavery Excitement Reviving.—
The Abolitionists of New York have mudegarrauge
menle for r series of lectures on Slavery, to lest all
the winter. The first commences ou the ovening of
tbe 13th fust., at the llroadrey Tabernacle. It wil
be delivered by Ex-Honalor lisle, of New flaui|>
shire. The next on the evening of tho 30th, will lie
delivered by Hon. Julin G. Palfrey; then Joshua R.

Incidents of the Regatta.
On our first page we give a hurried sketch of the
race walerdiiy. Among other incidents of the re-
g ata^picb the haste of preparing the matter for our
evening edition preveuted us fkrom noticing, is the
giving way of tho temporury bridge across the canal
near Lamar's press. On this bridge a large num
ber, between fifty end a hundred, persons had taken
position to seo tho coming out of the boats, when in
tbe midst of the excitemeut it gave way, precipitut-
injilte crowd, among whom ware soveral small boys,
white and black, into tbe wator, which wusthe tide
being up, between six and eight feet deep. For a
few moiueuts the struggling mass, in their efforts to
extricate themselves, afforded what might be
considered a very fair mimic representation of
Pharaoh aud his hosto in the Rod Sea. Crowd
ed as they Were together, and each desporately
striving to save bimsslf thoso who could swiiu
who, were uo better offtliun those who could uot, and
in their fVight, grasped hold of the first log or arm,
coat-tail or heud of hair, that came in their reach.
In this way persons were drawn under sovorul
times before tlioy gained the wharf. For a brief
time tbe locality presented a very busy aud ox-
citing scene, aud not a little approhention was
felt by the spectators. Wo aro happy to stale
however, that all thq submerged reached terru
Jirma in safely, with only the loss of bats,
caps, Ac. The news of the disaster having
sprad, quito a panic was produced among anxious
mothers; who knew their children were out, but did
not havo them in view at the moment. Notwith
standing no one was kuowu to bo missing it was
feared that some person had been drowned, aa ap-
prebeusion that was ouly removed by a thorough
search,which was made by Rev. Mr. GkorgkClark
of St.Johns Church, who entered tho water for that
purpose and by persoual examination aatisfied him
self that no lives had been lost.
It was not until aftor Ibis fact had been well es
tablished that these who witnessed it and those who
participated in the cold duck wero enabled to etijoy
the, ludicroususss of the incident.
ht Our attention lus boon called to the fact that
yesterday, during the Regatta, the wbarvee iu the
vicinity were rendered dangerous by the number of
runaway horses aud* carts that were dashing about
in every direction under the Bluff, having bens
abandoned hy the drivers, who were spectatora of
the race. It has been suggested that measures
should be taken to prevent the recurrence of the
same thing to-day. It would be woll for officers of
the city to see that horses are noi left to run at large
on such occasions, endangering the lives and iiiubs
of our citizens.
The Regatta To-Day.

uear the Hydraulic Press, and the coining out place
will be at the Charleston steamboat wharf.

GP* Captain Willey, of tbe steamer Florida
from Jacksonville, Fla., has sent to the Charleston
Courier office a stock of Black Sea Island Cotton,
from a plantation about forty miles from Jackson
ville, which measures 17 feet lu length.
To be Garroted.—Tho murderer of the Span
ish actress, at the Tacon Theatre, has been senteuc-
od to the garrote.
The Mexican News.—aT’usuuI, the principal
topics discussed by the Mexiceu papers, are the de
predations and murders committed by the Indians
along the frontier States. Tales of horriblo outra
ges of which these miscreants are daily guilty, fill the
press, while the wretched inhabitants seem power
less to holp themselves, end do little else than clamo r
for government aid, which has but little effect, how.

ravages in several of the States—this, added to the

sums up the usual deplorable picture presented of the

A Warning and a Tbrcnt.
The editor of the New York Ezprete ia very
much iucensed at the Democracy of the 8outh,
because they have manifested an unwillingness to
taken part.in the New York 8hell controversy.
He thinks that tho Southern Democrats have had
ebundaut provocation to induce them to kick up a
terrible muse—if not to diiaolve the Uuion at least
burst up tho Democratic party—aad is loud in his
expressions of surpriso nt their blmduess and docil
ity. He warns them of the evil that is to come of
their suicidal course. "Oh,'* says he, "how tho
Southern mock and silly Democracy is rolling up
the whirlwind in its traitorous aud mean counectiou
with the Northern Abolitionists t We who have the
Pacific now consecrated to "freeaoil," loosened
from the contra's of the Compromise Bills, can
conquer more and more of Territory yet, more and
to extend the area of African, as well as
Anglo-Saxon freedom."
Fugitive Slaves.—A Montreal paper incut ions
the arrival on that sido of the water, within a day
two, of a man aud his wife from Now-Orleans,
several from Missouri, some from Kentucky, Vir-
giuia, and three from South Caroline. Iu addition
to the above, it has heard from the Amherstburg de
pot, where a still larger lot of ibis description o 1
freight bus been received during the week.

Messrs. Editors:—Tho Faculty of the 8avannah
Medical College at th* commencement of their ca
reer formed the determination scrupulously to avoid
all newspaper controversies, and to disregard whet
aver sqiba or lampoons might perchance be let off
against them, knowing full well that however anx
ious they might feel to pursue a straight lor ward, up
right course, they could not hope to eecape entirely
IA* carpinge of cavxlers.
To this determination they have adhered until
thia time, and they still feel 'every disposition to
continue in this cour/w; but, when fklsehood and
misrepresentation are invoked for the purpose of
placing them in a false position before the coramu
nity, they ere convinced tbat they would be recreant
to their duty to the public, as well as to themselves,
were they by their silence apparently to acquiesce
iu, or admit tbo truth of statements which can lay
uo claim to the smallest semblance of truth.
Of this character is an article which appeared in
the "Georgia Citizen" of the 20th ult., dated Savan
nah Nov. 31, 1853—a tisiue of reckless and bare
faced misropreseutudon rarely equalled.
Accordingly, tho Faculty have resolved so far to
depart front Nte course which they had marked nut
for themselves, as to permit two of tbrir number,
who were living and practi»iog in Savatioah, at tho
time of the application for the charter under which
the College has been organized, and who wore cog
nizant 01ill tho circumstances attending the applies
tioti to tbe Legislature of 1838, to appear before the
public over their oum proper signatures for the
purpose of disabusing the minds of such as might
have recoivod the impression which the writer of
the article named designed to create.
In compliauce then with this resolution of the
Faculty, the undersigued hereby give a fiat and un
qualified denial to the assertion that tho charter
which was granted by tbe Act of the Legislature of
1838 has been " revoked." In proof of which,
without adverting to the improbability that such
gentlemen as Judges Berrien, L«w and Charlton,
Col. Williams and Col. Jackson, would have con
sented to act under a "revoked" charter, in first elect
ing two individuals to fill the vacancies in their
Board occasioned by death—and then electing eight
other individuals to fill Professorial chairs— with
out adverting to the absurdity of such a supposi
tion. any person who will take tlm trouble to read
the Act of 1838, and who can understand plain
common sense English, can satisfy himself that tills
Act conferred ou the Trustees a charter without
limit, aud that as nosubsequent Act has beeu passed
ia relation to this matter, (ho charier is not " re
voked;" but remains in full force, conferring on
the Collage which lias now been organized under it,
all the rights aud privileges which it origiually pro
posed.
Wo leave it to tho intelligence of every reader
of Iho article which has brought u« before the pub
lic, to estimate ut ita true value, the puerile incon
sistency, of first avering that the present organiza
tion of the College, is under 11 spurious cliurter—a
chnrter which has been " revoked;" and then grave
ly to enter into an elaborate expose of the course
which certain medical men of the city were per
suaded to pursue, in the way of protest, ugaiiut
graining to the applicants this " revoked" charter,
without the permission of all who had an equul
claim to it. If spurious aud "revoked" why so
much difficulty to assert their claim toitf
Aud " it is due to frankness" to state, what this
excessively frank writer lias neglected to do (" pos
sibly" through forgetfulness) that one or more of
Iho names which wore appended to that protest,
were so uppendud, without the authority of the in
dividuals to whom they belonged—and that this one
or more individuals were not a little dissatisfied at
the liberty which bad been taken with them.
It is true that tbe late Dr. Cairuthers took a very
active part in forwarding the application for the
charter—ami it is equally truo that he proposed
to associate with hitiiseU iu the professional chairs,
cnrtiiu physicians of this city, among the number
of whom, were tho undersigned. Aud moreover
(what seems to hnve beou r great stumbling block
in tho way of the writer and others who Hunk with
him that members of the faculty liavo no right to
soals at tlio Board of Trustees) the late Dr. Wartug,
who was appointed by the Act one of the Trustees,
was designated by l)r. Ccrruthers as one of the
Professors.
It is uot true that the Trustee* were informed
" that all opposition had been withdrawn"—the
statement which was tnude to the Trustees, was
" that the opposition still continued 011 the part of a
few, hut that the majority of tho«e who had signed
the protost, had withdrawn their opposition, and
acquioic* d in the proposed arrangement."
We liavo not taken the paius to ascerlaiu whether
"the Faculty" are or " are not acceptable to the
majority of the Profetsion ;" but as we have already
convicted tho writer of several false statements, wn
are inclined to think that this also may fall within
the same category.
Aa tho other remarks which go to fill up the ar
ticle, do not concern un, wo cure uot to reply to
them, our object having been accomplished by ex
posing its misrepresentations. But if tb* author of
the communication teals iucliticd to continue the
" history of the Suvannnh Medical College" iu the
name spirit of misrepresentation, with which he has
commenced it, we hope that he will havM^e manli
ness to do it under bis owu sigualurn.

AN ACT, To establish and incorporate a Medical
College iu tho City oi Savannah.
Whereas, the ustublishiiiuut oi a medical Col
lege in tho city of Savannah ia desired by the Phy-
siciaiisot'that city, who for this purpose huvo pre
sented their memorial to the Legislature, praying
act of incorporation of cerlaiu persons to bo call
cd " The Savannah Medical College ;" And where
as, sound policy dictates the ininortfiuce of such in
stitutions aa necessary to afford proper facilities in
tho uequiaitiou of the interesting scieuco oi uiedi-.

Sec. 1. Beit therefore oimctad by the Sanato and
House of Roprosontutives of tho Slate of Georgia, in
Gnnorul Assembly met, and it ii hereby enuctod by
tha authority of the samo^'liat Win. R. Waring,
Win. C. Daniel, John Bl. Berrien, Robert BI. Charl
ton, Wm. T. Williams, Joseph W. Jackson, Wm.
Law, and the Rev. Edward Nuufville, all of the city
of Savanuah, in the couuly of Chatham, aud their
successors be, and they are hereby constituted and
appointed a body corporate, to be located in the city
ot Savanuah, under the name of tbo Savannah Bled-
ical Collogo, >0 far as to hold property both real
and personal, keep a common swul, mum and bo usod,
and to keep a book of record lor registering all li
censes to bo grunted by them, under the provisions
hereiiianermade.
Sec. 3. Be t( further enacted, That the said
corporate body be, and they are hereby authorized
and empowered to elect all such officers, aud frame
all such by-laws as may be necessary to carry iuto
effect tbo objects of their incorporation; and in ca»o
of the death, removal , or refusul to act, of any mem
ber of the said Board, the said body cornorato or u
majority of them, be, and tboy aro hereby empow
ered to fill up such vacancies.
Sec. 3. Be it further enacted, That the said cor
