Lost. Mr. Green offered a resolution authorizing the Committoee on the memorial of J. J. Scarborough in which certain charges have beau preferred againrt the Hon. Abner P. Powers, Judge of the Macon Ju dicial Circuit, to employ n Clerk and Messenger. Adopted Mr. Walker, of Richmond, introduced a bill for the advancement of tho agricultural interests of this State Mr. Harrison presented n memorial of the citizens of Savaouah, asking the passage of n law, prohibit ing the sailing of vessels from that city with cargoes of free negroes. The bill to authorize the Governor to accept and consummate a contract offered by Mark A. Cooper, proprietor of the Etowah Iron Works, and provide incuns therefore, having been made the order of the day was taken up and read the third time. Mr. Walker, of Richmond, said he was a member of the corainitteo to whom the bill was referred, and di»teuied then, as he still does, from the report 'which has beon made. He deemed the measure duugerous and insidious. It proposes the establish- went of an unjust and oppressive monopoly, alike daugorous to private and public interest. It pro poses to bind the State to purchase bar iron from a ■ingle individual, thereby putting a quietus to that competition which alone can socure her intorests and the welfare of her enterprising citizens, Ac. Mr. Crawford offured as roasons why this bill should pass, the reduced price at which Maj. Coo per proposes to furnish the State her supplies of iron ; her perfect security in lending her aid ; the necessity for large capital in developing the mineral resources of Georgia, and the vast importance of this design. Mr. Vottla opposed the bill upon the ground that it was a new measure, and would result in unjust discrimination between citizens. That ono has as much right to call for and receive State aid as am- othor, Ac. Mr. Latham said, he regarded the bill as propos ing nothing short of the advancement of the inter ests of the State of Georgia. The proposed enter prise will develope her resources without costing her one cent, and he should therefore support the bill, Ac. The House adjourned until 3, P. M. F. IN SENATE. Monday Morning, Dec. 12,18.13. Mr. Editor .—As I have but little to ooinmuni- cate this morning my letter must be shod. The Senate met at the usual hour, and upon mo tion of Mr. Pope so much of the Journals, as rolated to the Recess Resolution of the House, lost on Sat urday last, were reconsidered upon the yeas and nays being 50 to 38.—So tile motion was sustained. It was then moved to take up the resolution rela tive to tbe receos, rod the yeas and nays were 57 to 30. So the resolution was before tbe Senate and arguments pro and con occupied some time, when n motion was made to put it on its Anal passage. The yeas and nays were called, and were yeas 49, and uays 40. The resolution was then put uu its final passage, ami the yeas aud nays were also recorded upon it, and are yeaa 47 and nnya 42.—So tbe resolution passed, and a recess will take place after tbe 21st iost.
