Madrid. July 29. Madrid rose e'lrly this morning to welcome lt> favorite hero. Every balcony was covered with colored haug'mgs,a great number of them new for the occasion, the Museum In the Calle Alcalabeing particularly remarkable for its purple satin drape ry audgo'4 fringes. Triumphal arches were erod ed at all the barricades on the Hue. In the crowd which was particularly orderly, and in the highest good humor, were a great many ladles, aud women of the lower classes innumerable. The Junta, a vast number of private carriages, and persons on horseback, a considerable body of troops, and the National Guard, marched out of the town to meet Kspartero, and half Madrid must huvo followed thei i foot. At tlie Ventu del Kspiritu .Santo, about half n league from Madrid, the official cortege met the Duke. An open carriage was there, Into which he got, accompanied by a member of his family, by Count llornin, aud by Colonel Neunuclo (Jurrea.— These three persons bad come with him front Sara gossa. A uumber of private carriages preceded him ; the crvalry rode a little in advance of him, on either side of the road, a string of other carriages, with members of tho Junta and Ayuu- tamiento (tho latter in their official robes,) and bodies of infantry aud National Guards, and more cavalry followed. I cannot give you the exact or der of the proCosslon, tor the dust whs so-great ami the throng so immense that at times it whs scarce ly possible to distinguish whut passed. The troops Frv^Iavana.—The U. 8. mail ste Wkidle, Esq., commanding, New Yorron Saturday morning. She left $e leans on the 11th lust., and reached Havana; on the 14th. After landing passengers aud the mail*, sin left again the same day, for this port. Sho bring.- sixty passengers, and a cargo of cotton, corn, aud merchandise. No event ot importance had trauspirud at Hava na subsequent to tho departure of the previous steamer. On the .>0th of July, John Peters, ono of the firemen of the steamer, died on board of convul sions. \ Ou the 1.4th Inst., at 4 o'clock, P. M., saw the ship Ofumbia, of New York, three miles distant, with signal of distress. Kan alongside of her aud learn, ed that there was sickness aboard, aud a physician wanted. Tho tmrgoon of tho steamer, Dr. S. Teats, was sent on board, In the boat, lie soon returned for some Ice, lemons, Ac., aud reported that Capt. Augustus Proal, commander of the ship, iind three of the crew, wore rick of yellow fever. Tho captain was gutting better,—and tho men wore likely to re cover. No death had occurred on board. At five o'clock, the steamer again got uuder way, loaviug the ship in lat. 20.31, Ion. 79.48. Sho was fifteen days from New Orleans bound to Havana. Terri lie Gum Explosion. The New York <bmme.rcial Advertiser states that about 10 o'clock on Saturday morning a large quan tity of escaped gas exploded lu tho cellar of tho pu- per warehouse of James If. Benedict A Co., No. lu Spruce street, and occasioned considerable daumgo. It appears that a number of gas fitters were at work on the premise*; all day yesterday, urraug- lug tho pipes wiihiu tho building preparatory nnecting them with the maiu pli»o In the street, aud a grunt deal of gas was allowed to es cape. During the day and last night this gas seems to have Battled between the ceilings, for while one of the gas fitters was engaged in the collar this morn- lug an explosion took place, which tore up tin- first tioor, from the office purtitinu ou tho rear to “ithin twelve feet of the store door. Tho ceiling of the second story was also torn off, and a portion of the side wall of the building was driven out ot plumb to the extent of about two Inches. The oxplosion was terrific, and It Is rather remarkable that no lives were lost. Throe or four of those in the building hud a very narrow escape. Tho gas fitter was severely injured about tho head and face, but his wounds were not considered dangerous. He was couveyed to his home. Philip Carr, a young nmn, employed In the store, mppened to bo near the front door whiyrthe explo- ilon occurred, and ho whs blown out of the window. The book-keeper was engaged at his desk In the ® cw > lu tho rear, at tho time, and was prostrated the floor by tho shock. Mr. Benedict was also the offleo and escaped personal injury, although u "alls were shattered, some of the plasturiug is blown off. the window was broken, aud the ;*teof the office railing was throw off its hinge*. 1 * lu 'luect cause of the accident was supposed to Miu gas-fitter bringing a lighted candle iu con- :t with some of tlie escaping gas. Immediately «er the explosion, the City Hall bell rang for tho venth district, aud the firemen and police quick- arrived at the pt. mines, but tho burning gas had xtioguiihod itself before those forces arrived. Tlie damage by this explosion amounts probably ' About $1,500. Tho building Is now and can be epaired without much difficulty. Some glass in the windows of the stores adjoin- ig was broken, but no further damage was sus- ainud by these premises. Health or Charleston.—Tho Mercury of Monday, is the followiug paragraph :— The Augusta Constitutionalist of yesterday, has u professedly derived from Charleston, that had beou fourteen deaths by yellow fever in hi* city, during the the twelve hours preccdiug it - ranmnisslon oh Saturday. KxparUro was evidently greatly pleased, as, indeed, no oould uot help belug. Any man must h ive felt proud and happy at such spon taneous aud unsought enthusiasm. After seven years passed in complete retirement, aloof from pulilio affairs, his country en massesuadeuly lift up their voices aud shout for the only man In whom they have entire confidence. It Is tho triumph of honesty and consistency over corruption and in trigue. Dressed in a general’s uniform, aud brok ing very well and very young for his age, ho stood up in his carriage, aud 1 saw hliu shake hands with many of the persons who thronged around it — Around and behind the vehicle, on horseback, were i number of generals—Valdez, Crespo, Orlbe, Irl- urte, and others. O'Donnell whs not there, ns had lieen expected. He had paused at Tenihleque, three hours’ railway from here, Hiid had seut an officer to Kspartero, placing himself at his orders. The Duke is said to have embraced the mussunger, who took back a most’friendly reply, and O’Donnell is expected hero this afternoon. * Tlie conduct of the Count de Lucena. since the revolution broke out. and the straightforward, aud patriotic n.auner iu which he hss to all appearance acted, when some thought his views were not altogether disinterest ed, and that ho would be disinclined to play a se condary part, have placed him very high' iu public opinion here. As Kspartero entered tho gato of Alcala the scone was very striking. 80 many persons had gone out ef tho town that it might huvo been thought the streets would have been scantily filled. But, on looking from the gate dowu the long and spa cious Calle Alcala, which siuks to the Prado ant theu again rises nearly to tho Puerta del Bol, then was scarcely a square loot of pavemeut to bo seen Uuder the quadruple rows of trees on either side of the broad street the throng was uearly as great, pecially when the advance of tho processiou cleared the middle of tho road. From every balcony hand kerchiefs were waved and flowers (lung. The shouting wag not as great as it would have beeu ou a similar octasim in Knglaud, but clouds of dust and 36 dogroos of Reaumur are not favorable to the free oxerclse of the D-ug?. and, moreover, tho Span ish viva has never the stunning vigor of the Anglo- Saxon hurrah. All along the Alcala, through tin Puerta del 8ol, and along tho Calle May fhu same: crow ds lu the street, crowds at the w'ludowg, on scaffoldings, and on housetops they could perch themselves. The pi pie who had been on the road outside rushed into the town, eager for a second view, and out of all the side streets surged tides or humanity, bent on get ting at least a passing glance of the Pacificator tfpiiin, us they love to call him hero. On reaching the Palace Kspartero and tho two officers who accompanied him eutered as far as thi room that preedes tho Tliroue room, the Duki having been met at tlie bottom of tlie staircase by the Duke of Ahuuieda and other high officials.— Thence Kspartero proceeded alone to the Queen’s private cabinet, where he remained for more than half an hour iu conference with Her Majesty. When he returned to his carriage tlie mob cheered again. Hid the Queen and King came out ou tho balcony. ind i progress still very slow, owing to the great that apparently could not see en nigh of him, t the residence of a friend of his, Don Manuel Matlii’u, iu the Gallo Ksnoxy Mina, where ho has taken up his abode for the present. He wa» short ly waited upon by General Sail Miguel aud a depu tation from, the Junta, and there was an address and repiy. At last he had been left to refresh ment and repose, of which he must certainly be much in need, for his journey has been interrupt ed by all manner of joyful manifestations uud ova- tious, and last night, at Alcala, he was allowed but little sloei». Tills evening, at 9 o’clock, ho Is to go agalu to the Palace to have a:i audieucc of the Queen. Nothing lias as yet transpired with respect to the formation of the Ministry, aud I believe his \ieur- est friends to be completely iu ignorauce ns to his iutuutkus. Doubtless wo shall soon be relieved from this uncertainty. Meantime the gossips; circulating various schemes of ministries, but credit is to tie attached to any of them. There are to be three days' rejoicings in honor of Kspartero s arrival—illuminations, bands of music, national dauces in tlie open air; to-morrow a sol emn Te /<Vuffi,and afterwAls a fumdon debteerros, alight of young bulls, oneUf which will be killed, cooked and eaten. On Monday there will be a sol- ciun mass for tho persons who have perished in tlie revolution in Madrid; at night a public dance iu tho Plaza de la Constitution, with refreshments served at the Town Hall, and unlimited rockets during the whole three days. What with tho heat, and the enthusiasm, aud the dancing, and tho fire works, it will lie next door to a miracle if hall Mad rid does not get tho brain fever. There is uo other nows to-day. Everybody is ab sorbed iu the arrival of Espartora, and in conjee turo concerning the Ministry that he will form The papers have little left of iuterest. Tho Clamoi continues to expose a few of the illegalities and jobs of the Sartorius Ministry, nud to Insist that previous Ministers, Brovo Murillo, Bertran de Lis, and others, should alfto be put on their trial. The decree In yesterday’s (hurtle ordering the arrest of San Luis, his colleagues, and Quinto, has caused a stir among tho guests at various embassies here, and I have heard of sovoral applications for shel ter from persons who I presumed were uot satisfied with the security of their hiding places. Tin will bo a sharp look-out kept, and it is hardly n Uil.1.1 .11 1 I> J ‘ siblu that all the-obnoxious should escape. Madrid, July 30. General O’Donnell arrived hero between five atu six o’clock yesterday evening. He was accomp* nied by General Bus de Olauu, and by two members of the Junta, who had gone to meet him. The two generals were in full uniform. Although they took iladrid in some degree by surprise— tho exact hour or their coming not being knowu—and entered by the gate of Afocha, near to tlie railway station, but rather remote from tlie colitre of the town, n great crowd quickly assembled on their passage. O'Donnell then stepped Into a carriage, accompanied as above Stated, and entered tho town, followed by a great number of other carriages, and amid the acclama tions of the people. He looked very well and very pleased. The first place lie drove to was the resid ence of tho Duke de U Victoria, and presently tho two generals cauio out upon the balcony. There Kspartcrtrmudeoneof his laconic harauguos, which always seem to touch his hearers more than do the longest speeches from any one else. “ Patriots," lie said, “ we have fought together as liberals, and we embrace each other ns liberals. Do you likewise embrace each other ?"—and he clasped the Cotide de Lucena in his arms. For tlie good of Spain it is earnestly to be desired that the political union of which this embrace was the symbol, may never again be disturlied. fRAt 10 o’clock last night Kspartero and O’Donnell were at the palace, and tlie former took the oaths to Her Majesty as President of the Council. Up to tho hour at which I write nothing positive is known ns to the persons who are to rouipose the new Min istry. I may possibly Iki able to tell you something spoken of for Foreign Affairs. The Ministry of the Interior and that of Pulilio Works (Foinonto) will, it is reported, be blended into one. it is said that the four military directorships—-artillery, lnfautry, cavalry, and staff—will l>e given to Manuel Con cha, Bos de Olano, Dulce, aud Messina. This, huw- 'e report. It is also said that Jose Con cha will be re-np]»ointod Governor of Cuba—an of fice which he tilled with great credit to hluikolf. General Serrano and Brigadier Kchague remain at to bo at Gibraltar, aud their division in Ia Mauchn, inarching on Madrid. Madrid is perfectly tranquil, at least upon th surface, but we cannot get rid of the barricades, which the people seem, ns proud and fond of as a boy of bis first pouey. To-day, however, the pay of the barricadcrs and that of the men and lads employed to clean the streets, (the ordinary ifcaven gers’ carts being tumble to pass) is to be suspended and it is to be hoped that, when unrmnunerntod the heroes of the Madrid “three days of July will speedily exchange their muskets for less mm ♦ Ini, but more profitable tools, and return to tboir work-shops and hUHtjgjhury employments. .Home of them say tho! tliey^ will neither lay uslde their arms nor almnac^nho barricade;; until they see what Ministry Kspartero forms: aud truly I lunr that the General will Imre much difficulty in form ing oue that will satisfy all parties. On the baud, lie will naturally desire to content his allies from tho Modcrado ranks: on thu other, be will wish to conciliate aud satisfy, as far us i nroporly be done, the more advanced section of the Liberals, who are already uneasy, and anxious lest All should nut bo done that they thluk they have right to claim. A number of clubs lmro been formed here upon tho model of those that existed in France after the revolution, aud iu their discussions much is spoken that were better left unsaid. If they suspect Ks- pnrtero of leaning towards persons In whom they do not feel confidence, they aro likely to become troublesome. If he forms, os is expected, a uiiuh- try composed of progresistas aud uioderados, it will probably only be a ministry of transition. To Judge from the aspect of Madrid at the present moment, one would imagine there was but one party. Ex ternally, and to the superficial observer, all appears union and harmony, but all is uot as well as It ap pears. Recent events have struck terror into the uioderados; they look with alarm at the rough jackets and bright muskets of the (at present) sove reign people, and the cheering sounds of the patri otic airs, to which their ears have beeu ao long un used, are for them the most discordant music. But it is uot to be supposed that thoy consider thc'-ganie Neither would It bo sale to put implicit trust in the professions of liberalism, now loud in the mouths of many amoug them. There are more jar ring and conflicting eieiueuts than appear upon the surface, and tho situation, ultliougli improved, is far from belug safe or Batlsfuctory. There are many minds ns to wliat ought, to 1m done. 8oine consider that the revolution lias been prematurely brought to an end, and that it ought to have been carried ou to tho casting out of the dynasty, although they are not prepared to say what should Is* substituted for it. These have not patience to wait the assembling of thu Constitueii Cortes, or else doubt that when it assembles, its Action will lie as energetic as they could wish. I defer further remarks upon the present state of af- cortaiuiy still highly critical, until l learn the composition of tho now ministry, and see li what tuuuuvr its announcement is'received. K* partero has an ardunim tusk before him, and om which it will take all his immense popularity, thorough honesty, sincere patriotism, and knowl edge ol what ’•« really for the good of Spain, success fully to carry out. Ii* all who have pledged them selves to support him truly keep tb«lr pledge the labor will bo greatly lightened, aud the chances of a happy result improve.!. Above all, it is to lie hoped that O’Domiell Hiid his fellow-generals will waive personal considerations when those are like ly to clash with the promotion of the public good, and cordially and honestly oo-operate with tho man whom tho voice of 8palu. much more than the will of the Sovereign, has summoned to guide its coun cils and to effect the great but difficult work of Its political regeneration. First Case Under the New Law.—At Philadel phia, on Thursday, in the Quarter Sessions, a Ger man named Peter Plum, was charged with selling liquor to a drunkard. Tho wife of the unfortunate the principal witness. Her testimony was that h«r husband had beeu in the habit of fre quenting the defendant's place and getting drunk there. .She had, on many occasions, remonstrated with defendant, and requested him uot to sell her wi^s that h< husband liquor.
