(AP) It’s getting more expensive for Georgia’s counties to get their dirt roads paved, causing problems for many of the state’s poorer coun ties. The Department of Transporta tion no longer surveys county road projects freeof charge, forcing coun tiestopay the costs fromlocal funds. Rural counties have hundreds of miles of dirt roads and people living along them already have difficulty getting them paved. In Berrien County, Emma Brooks said her fa ther signed a petition 21 years ago topave County Road 11. The family is still waiting. Since road pavingisso expensive, county governments looked to the state to defray some of the costs by providing the free surveying. But the Georgia Department of Transportation stopped the prac tice for county road projects July 1 as part of its effort to comply with Gov. Zell Miller’s directive that all state agencies trim 5 percent from their budget each year. Many larger, wealthier counties either pay private surveyors or employ their own. It won’t affect them much. But to others, state money saved means county money spent. “It’s probably a very big deal for counties like Berrien that rely on the state for those services,” said Mxkecwn Stewart, a forl;:er Lowndes ty manager who now works for the Association County Com missioners Georgia as director of The cost of DOT surveying is difficult to calculate, said Joe Sheffield, district preconstruction engineer at the DOT’s 32-county Tifton district office. Any challenge to the leadership at the conference would signal that del egates representing impoverished blacks hungry for housing, power and jobs want more forceful policies and more pressure on wealthy whites to help out.
