Virginia Shapard will sponsor a revision of the state adoption code during the coming session of the General Assembly. “The bill would tighten up on ‘black market adoptions, ’’ she said. “It would also recognize Supreme Court decisions that aren’t currently recognized in the state.” Sen. The London Daily Mail said Lady Sarah, a distant cousin of the late Sir Winston Churchill and a sister of the present Duke of Marlborough, reported in a telephone interview that one of the Daily Since 1872 tax rebate,” she said. She explained, “The county would lose no revenue because the money would come from the general treasury. With this program, tax relief can be targeted to a specific area where it is needed. If there is no large scale tax reform, at least we can help those on a fixed income.” She added, “This method would cost about $2.3 million, according to a Georgia State University survey and it would provide effective relief for the target group. The blanket rebate proposals, such as the $35 million rebate, would cost more and the relief would be so small that it would not be effective.” PLAINS, Ga. — President-elect Jimmy Carter studies facts and figures given him by economic advisors at a meeting at the Pond House in Plains. Carter reportedly was considering asking for a tax cut to help stimulate the economy. He met today with economic advisors to get their views. Griffin, Ga., 30223, Friday Afternoon, January 7,1977 As do the other members of the local delegation, Sen. Shapard feels that working up a state budget will be one of the greatest problems facing the coming session. She also feels that state employees and teachers will get some sort of pay raise, but she isn’t willing to guess how much. She doesn’t believe annexation or pari-mutuel betting will make any progress in the General Assembly this session. She said the pari-mutuel betting people are bound to run into problems because of the way they are going about getting their legislation passed. “I believe the way they are going Some get tax forms early WASHINGTON (AP) - Some taxpayers are getting an early chance to test their arithmetic skills on the new 1040 federal income tax forms that Congress hopes will be easier to com prehend than in previous years. While the bulk of the forms are not expected to be in the mail until around Jan. 15, some taxpayers already have received the forms, in some cases as early as Christmas week. The Internal Revenue Service had expected the forms would be delayed in reaching homes because of the late enactment of the Tax Reform Act of 1976. It was signed into law Oct. 4. The anticipated delay was the result of having to redesign many forms to meet new provisions of tax law. As a result printing schedules were pushed back. Congress’ simplification effort was aimed at having about 90 per cent of all taxpayers read their tax bill from tables, rather than having to use a for mula that involved multiplication, subtraction and addition. But the transition to the table also means that all taxpayers now are required to compute their taxable income. That is a new task for many. It means totaling up all income, and then subtracting from that amount the standard deduction or itemized deduc- Michael Zell, 33, an interior decorator bom in Hungary, was reported in serious condition. The attack occurred early Thursday morning in the Long Hill section of Reading, where about 1,000 wealthy foreigners have winter homes. Lady Sarah told the Daily Mail the gang de manded money and drugs and were “obviously out of their minds on ganja,” Jamaican slang for marijuana. She said they left the house “a wreck.” Sinatra’s mother on missing plane LAS VEGAS, Nev. (AP) - Frank Sinatra’s 82-year-old mother was one of four persons aboard a twin-engine private jet that apparently crashed in rugged mountains on a flight from Palm Springs, Calif., to Las Vegas, authorities said. Natalie “Dolly” Sinatra was en route to Las Vegas on Thursday to see the opening of her son’s latest show at Cae sars Palace, a casino-hotel on the Las Vegas Strip. Officials today listed the plane as “overdue” and said they planned to send two helicopters aloft to search for it. Lee Solters, Sinatra’s press aide, said Sinatra was told of the apparent crash shortly before he went on stage Thursday night. about it is unconstitutional,” she said. “The constitution prohibits pari mutuel betting. To change the constitu tion, an amendment must be passed,” she explained. “They’re proposing a stature because it requires only a majority vote to pass. An amendment requires a two-thirds vote.” For this reason, Sen. Shapard feels that if the law should pass, Gov. George Busbee will veto it because of its unconstitutionality. “Even if the governor doesn’t veto it, I’m sure it won’t stand up in the courts,” she said. Sen. Shapard thinks ERA stands a good chance of passing the senate and tion, whichever was applicable, and then $750 for each personal exemption claimed. The result was a more complex tax form for those taxpayers who in the past had only to find out how much they had earned in order to find out how much they owed Uncle Sam. Planks spotted in tanker search BOSTON (AP) — The Coast Guard, searching for the missing tanker Grand Zenith or its remains, has spotted two planks in an oil slick, “the first sign of any debris we’ve had.” A Coast Guard plane sighted the planks late Thursday, 300 miles southeast of Cape Cod, and the search today will concentrate on that area. “We don’t know if it’s from the Zenith or not, but we want to have a closer look at it,” said spokesman Richard Griggs. Disease causing bacteria linked to Legionnaires’ AMES, lowa (AP) — Bacteria that cause disease in turkeys and parrots have been linked to Legionnaires’ disease, the still unsolved ailment that killed 29 persons in Philadelphia last summer, government researchers said. Tests on the blood serum of three patients out of four and a pathologist who became ill while studying victims’ tissue samples showed antibodies that fight against bacteria called chlamydiae, the researchers said Thursday. Dr. Leslie Page, a microbiologist at the National Animal Disease Laboratory here, emphasized that the test findings aren’t conclusive. But he added that the suggestion of the in volvement of chlamydiae is strong enough to schedule more extensive Vol. 105 No. 5 “He reacted, how would you react to the news that your mother was missing under conditions like that?” said Solters. “Os course he reacted. But he went on anyway. Yeah, and he sounded great.” Three other persons, including a friend of Mrs. Sinatra and two crew members, were aboard the Lear jet when it left Palm Springs at 4:55 p.m. for the 30-minute flight. Visibility was eight miles and a light rain was falling. A spokesman for the San Bernardino County sheriff’s office said the plane was believed to have gone down in the San Bernardino Mountains. Two feet of snow have fallen in the area in the last two days. Even in good weather, it is a 15-hour hike to the nearest road, and authorities said they had not decided she also feels a percentage of the kindergarten system will be adopted. “I support the kindergarten system because it happens to be cost effective," she said. “Surveys of systems that have kindergartens show a failure rate from first through third grades of 50 percent of those systems that do not have kindergartens. Every time a child fails it adds a year of costs.” Sen. Shapard feels the chances for an additional judgeship for the Griffin Circuit are good. “The enabling legislation will be proposed by the local delegation and the circuit is ranked third in order of need for the judgeship. It will all depend on dollars available,” she said. The Country Parson by Frank Clark “By needing less, you can get rich enough to afford what you didn’t need.” Clean sweep FORT WORTH, Tex. Page’s tentative findings were released Thursday through the U.S. Department of Agriculture research center in Peoria, 81. It is “the first time any positive serologic (dealing with serum) result has been obtained that correlates with the period of illness of Legionnaire patients,” said Page, who directed the research. Legionnaires’ disease broke out after a state American Legion convention in Philadelphia July 20-24. There were 180 reported cases, 29 of them fatal. “Chlamydiae bacteria are widely dispersed in human and animal serums,” said Dr. Philip O’Berry, director of the National Animal Disease Laboratory. page nine. ■ "i whether to send in ground rescue teams.
