WASHINGTON (AP) - Some House members may try to prevent the House from ad journing for the weekend in or der to force a vote on their 112,900 pay raise that takes ef fect automatically Sunday. But it appeared all but certain that the increase from $44,600 to $57,500 for members of Congress and similar pay boosts for judges and other high officials will go into effect without a vote. An attempt to force a record ed vote in the House failed Wednesday. Members who ob ject to the raise or to the method of getting it then focused their efforts on House Speaker Thomas P. “Tip” O’Neill. They insisted O’Neill has enough clout with the Rules Committee to push through a special procedure allowing a vote on resolutions to kill the raise. Under regular House rules, there could be no vote TVA in joint venture to study new uranium enrichment plants WASHINGTON (AP) - The Tennessee Valley Authority has entered a joint venture with a power company and an elec tronics firm to study the financ ing and construction of new uranium enrichment plants. Officials say the $105,000 joint study is intended to give the federal government some op tions for expanding ways of processing uranium into fuel for nuclear plants. The TVA and Duke Power Co., both deeply involved in nu clear plant construction, have joined forces with Electro-Nu cleonics Inc. of New Jersey. Electro-Nucleonics is one of three private firms with pro posals before the federal Ener gy Research and Development Administration to build and op erate a $1 billion enrichment facility. The Post Office and Civil Service Com mittee has not voted out any of the resolutions and a subcom mittee on Wednesday recom mended against them. O’Neill, who favors the raise and has said he would vote for it on the record, insisted the speaker has no power to take the resolutions out of committee jurisdiction and send them to the floor. The issue is already dead in the Senate, which is not in ses sion this week. The House is scheduled to adjourn for the weekend today after hearing a speech by President Jose Lopez Portillo of Mexico. The time for blocking the automatic pay raise proposed by former President Gerald R. Ford and supported by Presi dent Carter runs out Saturday at midnight. “It looks like things are richment plants. The federal government presently owns and operates the only three uranium enrichment plants in the U.S. Officials say the plants use the process of gaseous diffusion to enrich uranium so that it will sustain a reaction in a nuclear plant. The Nixon and Ford adminis trations proposed bringing pri vate companies into the enrich ment business, but were unsuc cessful. Most proposals here have called for government subsidies to private firms. ENI, through its subsidiary, ENI Nuclear Co., has developed a gas-centrifuge enrichment process. An ENI official said Wednes day two gas-centrifuge plants are already planned in Europe by a consortium of Great Brit ain, West Germany and Hol land. In addition to the congres sional pay hikes, other pay raises include: Vice president, chief justice, House speaker, from $65,600 to $75,000; associate Supreme Court justices, $63,000 to $72,000; Cabinet members, $63,- 000 to $66,000; majority and mi nority leaders in Congress, $52,- 000 to $65,000; district judges, $42,000 to $54,500. Raising the pay of the gov ernment’s top 2,000 officials would also lift the lid on civil service pay scales, now frozen at $39,600. Carter was visiting the depar ment on his meet-the-workers tour of executive departments. As is his custom on such trips, he asked the assembled em ployes for questions. When the topic of taxes was raised, as it was last week at the Department of Housing and Urban Development, most of the audience couldn’t hear the question. “The point was made that current tax laws encourage such...” the President said to laughter. “I started to say “ex tra-curricular activities, but I guess it wasn’t that funny.” When the subject was raised by HUD employes, the Presi dent took the opportunity to de liver a small lecture about the need for a “stable family life to make us better servants of the people.” His response to the Agricul ture Department bureaucrats included emphasis on changes he will suggest in the tax law to remove some of the monetary advantage of the extra curricular activity. His latest plan, he said, is to grant single persons a max imum standard deduction of $2,200, with married couples eli gible for a deduction of up to $3,000.
