The betting among econo mists seems to be that buying will come alive when the blos soms bloom, and that much of the losses suffered by retailers will be quickly made up. In effect, the forecasters are saying that the cold’s impact will be temporary and will not destroy the underlying trend. Before the siege of cold weather desceneded upon some of the most populous areas of the country consumer buying sentiment was improving and forecasts of a continuation were general. Documenting the improve ment, December retail sales rose by an enormous 3.9 per cent, made possible in part by a $l.B billion gain in consumer installment credit balances, the biggest jump in nearly four years. The cold winds shrunk January’s figures. Retail sales fell 2 per cent over-all, but the department store component declined 5 per cent, and the au tomobile category 6.5 per cent. There is no question whatever that some of these declines were weather-related. Vance praises Anwar Sadat CAIRO (AP) — Secretary of State Cyrus Vance arrived in Cairo today, the second stop of his Middle East tour, and praised Egyptian President An war Sadat as a “man of vision, a statesman, and a leader.” Vance said in an arrival statement that he had “useful and helpful” talks in Israel, his first stop. He added that the United States is doing “every thing we can to find a settle ment in the Middle East.” “We in the United States have great respect and admiration for President Sadat, who has been leading the search for a just and durable peace as well as for a better economic life for his people,” the secretary of state said. Vance was to meet with Sadat tonight. But Foreign Minister Yigal Alton said Israel would be willing to negotiate in Geneva with “authentic leaders of the Palestinian Arab community” chosen by Jordan’s King Hussein as part of a Jordanian delegation. “PLD officials cannot be rec ognized by us as parties to ne gotiations,” Allon said. But he added that it was up to Hussein to choose his delegation, and “there can be no boycott of persons.” Jordan’s prime minister, Mu dar Badran, said Wednesday that his government was eager to attend peace talks but only with the PLO participating. Other Arab nations also have insisted that the PLO must at tend, although Syria opposes a separate Palestinian delegation. Allon mentioned several ap proaches to resumption of the Geneva talks, including holding preliminary Arab-Israeli meet ings on procedural matters.
