calls for
energy action
ATLANTA (AP) - The Na
tional Rural Electric Coopera
tive Association ended its four
day conference here with a call
for action to deal with the na
tion’s energy crisis.
The delegates passed resolu
tions Thursday asking for for
mation of a comprehensive na
tional energy policy and estab
lishment of research programs
to develop alternative fuel
sources and conservation tech
nology.
More specifically, the con
vention urged weatherization of
homes and buildings to save
some of the energy now used in
heating and cooling.
The annual convention also
suggested formation of a “do
mestic energy stamp” program
under social services agencies
to aid low and fixed income
people meet rising electric
rates.
The NRECA asked for pas
sage of a surface mining bill
with strong standards to recl
aim lands destroyed by mining.
Before adjourning, the dele
gates elected Gene W. Porter, a
Viola, Kan., wheat farmer,
president.
Nearly 11,000 persons repre
senting 1,000 rural electric sys
tems in 46 states attended the
convention.
Ex-student
awarded
$200,000
DANIELSVILLE, Ga. (AP)
— A former University of Geor
gia student who claimed the
former head of the university’s
chemistry department sent de
faming letters about him to oth
er faculty members has been
awarded $200,000 by a Superior
Court jury.
The suit accused Dr. Charles
Melton, the former chairman of
the chemistry department, of
linking Michael Bow with a 1975
investigation of missing
equipment and money irregula
rities in the chemistry depart
ment.
Bow’s attorney said Bow re
ceived a W 2 tax statement from
the university in January 1975
for income supposedly received
in 1974. Although he had once
worked for the chemistry
department, he was no longer
either a student or an employe
of the school.
Investigator
named in suit
MACON, Ga. (AP) - The
chief investigator of the Perry,
Ga., police department has
been named in a $600,000 suit
charging him with violating the
civil rights of a 17-year-old Per
ry youth.
The suit against Maj. Giles
Webb was filed in U.S. District
Court Thursday by Beverly
Tyndal on behalf of her son,
Warren Thomas Wright.
The suit alleges Wright’s civil
rights were violated by three
arrests.
Wright was arrested in Sep
tember on charges of contrib
uting to the delinquency of a
minor and this month on
charges of interfering with cus
tody, the suit says. A justice of
the peace dismissed both
charges for lack of evidence.
The suit also alleges Webb
ordered Wright held in Cisco,
Tex., this month without a war
rant being sent and without just
cause.
Governor granted power to handle energy shortages
ATLANTA (AP) - Gov.
George Busbee hopes the piece
of legislation he signed Thurs
day is one he’ll never have to
use —a law granting him broad
power to deal with energy
shortages.

“I hope this bill gathers dust
on the shelf. . .” Busbee told a
news conference after signing
the bill amid warm springlike
temperatures.
The bill, spawned by bitter
cold temperatures and a short-
age of natural gas, gives gover
nors the power to close busi
nesses and schools and order
home thermostats lowered.
It also gives governors the
authority to allocate energy re
sources of utilities not regulated
by the Public Service
Commission.
Busbee said he would call on
the emergency powers only
with “extreme caution and only
as a last resort.”

year and natural gas production
is not increased to meet the
needs of our people, I will not
shirk the responsibility. I will
not hide from unpopular
decisions.”

to delete from the budget.
—He hopes the state Senate
will restore $2.9 million to the
fiscal 1978 budget that he pro
posed for increasing welfare
benefits. The money was cut
from the budget as it passed the
House on Wednesday.
