20 firemen face dismissal
MACON, Ga. (AP) - At least
20 firemen will be dismissed or
suspended without pay for 90
days for smoking marijuana or
drinking liquor on duty, Mayor
Buck Melton says.
Some also may face criminal
charges, he said Monday after a
lengthy conference with Fire
Chief J. E. Hinson and Police
Chief Travis Lynch.
“The number will be between
20 and 30, and while some
drinking is involved, essentially
it is a marijuana problem,”
Melton said.
Hinson, who is heading an in
vestigation into the matter, said
14 firefighters were relieved of
duty Friday and six others were
suspended Saturday.
“We are confident there will
be a few more, but just how
many we won’t know until the
investigation is completed.”

Billy would put
country music in
the White House
NASHVILLE, Tenn. (AP) - BiUy
Carter, the beer-drinking brother of the
President sat near a washtub fiUed with
beer and a pail full of peanuts on a visit
here Monday and said the only change
he’d make if he were President would
be to put country music in the White
House.
Carter, who celebrates his 40th birth
day today, said the no liquor poUcy at
the White House is “one reason I don’t
go there very often.” *
Carter and his family were here on a
two-day visit and met with reporters in
offices of Top BiUing, Inc., which was
recently signed to represent the
President’s brother.
Carter said unlike many visitors to
Music City, he has not plans to start a
music career. “I don’t plan on singing
no damn where,” he said. “I plan on
drinking beer and keep living.”
Asked to define a “good ole boy,” a
label often attached to him, Carter said,
“I saw it decribed one time as one who
rides around and throws his beer cans
in the back of the truck. The redneck is
the one who throws them out of the
truck."
Carter said he considers himself a
“redneck” since “I throw them out on
the road normaUy.”

State cannot reopen Cyanamid case
ATLANTA (AP) - The Geor
gia Department of Natural Re
sources has been enjoined from
holding any further review of
pollution charges against
American Cyanamid Co.,
accused of dumping
contaminated waste water into
the Savannah River.
The company was fined $321,-
000 in the four-year-old dispute,
but the fine was reversed ear
lier by an administrative re
view board composed of mem
bers of the Board of Natural
Resources.
Superior Court Judge Sam
Phillips McKenzie ruled Mon
day that the department cannot
reopen the case, saying the law
governing such matters pro
vides a deadline for state
agencies to render a final opin
ion — 30 days after the record in
the case is dosed unless the
agency acts to extend the dead
line.
Joe Tanner, DNR commis
sioner, said his department and
attorneys for the state Law De
partment are reviewing the de
cision to determine whether to
appeal.
“We’ll be making a decision
within the next few days,” he
said. “It’s a very important
case and I think both sides need
to carry appeals as far as they
can.”
Tanner said American
Cyanamid is now in compliance
with state laws on water quality
and is being monitored
regularly.

McKenzie said the key ques
tion was whether the Board of
Natural Resources has the ju
risdiction to review a decision
made by an administrative re
view committee, which is a
subgroup of that board.
He did not rule on that ques
tion, but did say, “the board has
no authority to review this
case.”
He said it appears the record
was closed Dec. 31,1976, by or
der of the review committee,
and that on Jan. 28 the com
mittee issued an order extend
ing the time to render a decision
to Feb. 8,1977, when a decision
was rendered.
On Feb. 24, the natural re
sources board voted to review
the committee’s decision and
attorneys for American Cyana
mid argued that the board had

that any review of this case
made after the time period
(elapsed)... would be improp
er... it is the order of this court
that the defendant be enjoined
from any further review of this
case,” the judge ruled.
