WASHINGTON (AP) - Many
senators say they expect their
new, self-imposed code of con
duct to increase public con
fidence in Congress, but a
handful of dissenters are derid
ing it as a “sham.”
A month after the House
adopted a similar code, the
Senate overwhelmingly ap
proved its own version Friday
on an 86 to 9 vote.

Critics call ethics code a ‘sham’

wrongdoing.
Sen. Gaylord Nelson, D-Wis.,
chairman of the special com
mittee that drafted the 11,000-
word code, observed afterwards
that voting against it involved
“an obvious political risk.”
But that didn’t keep some
dissenters from saying the Sen
ate had played an April Fool’s
joke on the American public.
Sen. Barry Goldwater, R-
Ariz., called the code “a com-
plete sham.” Sen. Lowell P.
Weicker, R-Conn., said it was
“a knee-jerk effort to quiet
some criticism” of the recent
$12,900 pay raise for members
of Congress.
Sen. Paul Laxalt, R-Nev.,
said the idea that the code
would lift the Senate in public
esteem was “sheer pop
pycock.”
“The real reason the public
doesn’t think well of us as an
institution is not because we
don’t have a code of ethics, but
because we just haven’t done a
good job in addressing the
serious problems of this coun
try,” Laxalt declared.
Nelson said the heart of the
code was its requirement for the
annual filing of reports dis
closing income, assets,
liabilities, property holdings
and other financial data.
This information is to be
provided by categories, not in
exact dollars and cents. For ex
ample, a report would show
whether a senator’s stock in a
company was worth more than
$5,000 but less than 5,000 or
greater than $50,000 but less
than SIOO,OOO.
The code limits outside
earned income to 15 per cerit of
a senator’s $57,500 salary, or
$8,625. That was a principal
point of disagreement during
the two-week Senate debate. In

with a direct interest in legisla
tion and bans unofficial office
accounts, often called “slush
funds.”
Restrictions on use of the

Chief sentenced
GAINESVILLE, Ga. (AP) — Former Gainesville Police
Chief G.A. Singleton has been sentenced to three years on
probation after being convicted of two charges of public
indecency and two charges of simple battery.
A Hall County State Court jury found Singleton innocent
Friday of two other counts of public indecency.
Judge Winfred Smith also ordered Singleton to pay a
SI,OOO fine.
Two policewomen had claimed that while he was chief
Singleton made improper advances toward them.
Singleton denied the charges.
Singleton retired Feb. 17 after 30 years with the
department, five and a half years as chief.
Citizens pay fine
DOUGLAS, Ga. (AP) — The first installment of a $6,800
fine imposed on 29 policemen and 17 firemen who staged a
six-day “sickout” was paid Friday from contributions by
Douglas citizens.
Representatives of the police and fire department
delivered $1,380 to the clerk of the Coffee County Superior
Court.
Each of the 46 policemen and firemen agreed to pay a
$l5O fine as part of the negotiated settlement of the
walkout which began last month after the firing of
Douglas Police Chief Garlian Faulkner.
Judge Ben Hodges of the Waycross Judicial Circuit, who
issued the back-to-work order, agreed that the fines could
be paid in five installments at two-week intervals.
Kidnap indictments
MARIETTA, Ga. (AP) — A Cobb County grand jury has
indicted Melvin Patrick Carroll of Woodstock, Ga., on two
counts of kidnaping in the abduction last August of Atlanta
food distributor Nick Moore.
Police said Moore was abducted from a Cobb County
motel where he had delivered food supplies. He later was
found shot to death beside a Troup County road.
Carroll, 30, who was indicted Thursday, is serving an
unrelated sentence in the Fulton County jail on a con
viction in January of aggravated assault with intent to
rob, police said.
Elvis resting well
in Memphis hospital
MEMPHIS (AP) - Enter
tainer Elvis Presley is reported
“resting well” at Baptist Hospi
tal while undergoing medical
tests and treatment for in
testinal flu and fatigue.
The 42-year-old Presley was
admitted to the hospital early
Friday after cancelling a per
formance at Baton Rouge, La.,
where he was to have appeared
at the Louisiana State Univer
sity Assembly Center.
Dr. George Nichopoulos,
Presley’s physician, said he is
sure his patient is suffering
from intestinal flu.
“We had a lot of it on the
tour,” he said. The tests are
being conducted to determine
the exact nature of the ailment.
