Speed trap charge
GAINESVILLE, Ga. (AP) -
Gov. George Busbee has been
asked to investigate charges
that a speed trap is being oper
ated in the Hall County commu
nity of Oakwood.
Tuition-free classes
ATLANTA (AP) — The Geor
gia Gerontology Society has
asked the University System
Board of Regents to revise its
policy regarding tuition-free
classes for the elderly.
The board’s policy places too
many restrictions on the law al
lowing the elderly to attend uni
versity system institutions,
Richard Haimes, chairman of
the GGS, said Wednesday.
A constitutional amendment
approved by voters in Novem
ber said that persons over the
age of 62 can attend classes
Local legislators met
Wednesday with Busbee at the
request of a Hall County grand
jury and presented him with
copies of the grand jury
presentment calling for a probe.
without paying tuition, provided
space is available.
But in implementing the law,
the regents approved a policy
which requires the elderly to
meet entrance requirements set
for younger students.
Haimes asked the board to
waive some requirements,
“based on individual circum
stances,” and to allow the el
derly to audit courses if they do
not want to take them for credit.
Charles T. Oxford, chairman
of the regents, said the issue
would be placed on the agenda
for the board’s June meeting.
Pretrial
hearing
resumes
LAKELAND, Ga. (AP) - A
long-delayed pretrial hearing in
the case of a black man accused
of killing a white south Georgia
police officer was to resume
today with the sixth judge
presiding.
Defense attorney Millard
Farmer has subpoenaed Gov.
George Busbee and two of Bus
bee’s aides, William Harper and
Tom Daniel, as well as Superior
Court judges Dunbar Harrison
of Savannah and Asa Kelley Jr.
of Albany.
Last week Busbee appointed
Superior Court Judge John S.
Langford of Atlanta to hear the
case of Henry Willis of Moultrie,
one of three men charged with
murder and kidnap in the
February 1976 slaying of Ray
City Police Chief Ed Giddens.
Langford was named to the
case after Dist. Atty. Vickers
Neugent of the Alapaha Judicial
Circuit asked that Harrison be
removed because of time spent
on a defense motion that he be
disqualified because of alleged
racial bias.
Kelley had been hearing that
motion.
Two other judges assigned to
the case disqualified them
selves, two stepped down after
proceedings began and a fifth
declined to serve because of a
schedule conflict.
After Busbee’s appointment
of Harrison, Farmer questioned
Busbee’s authority to “remove”
a judge from a case. An aide to
the governor said Harrison had
asked that he be removed.
Son H. Fleming, also of
Moultrie, was convicted earlier
this year of murder in the Gid
dens case and sentenced to die
in the electric chair.
His nephew, Larry Donnell
Fleming, faces murder and kid
nap charges in the case but no
trial date has been set.
One-third
have local
option tax
ATHENS, Ga. (AP) - Gerald
Thompson, president of the
Georgia Municipal Association,
said Wednesday that about one
third of the state’s population
lives in areas which have a 1 per
cent local option sales tax.
Thompson, mayor of fitz
gerald, said he believes that
when 50 per cent of the popu
lation goes under this sales tax,
a statewide increase may be
able to replace the local refer
endum necessary now to put it
into effect.
Addressing the 10th District
GMA meeting, Thompson said
such a move could eliminate ad
valorem taxes in some cities
and counties.

Senate Republicans are reading
counter to Carter’s energy plan
WASHINGTON (AP) - Sen
ate Republicans are ready to
counter President Carter’s
energy program with a major
proposal of their own that seeks
to increase U.S. energy produc
tion by lifting price controls
from oil and natural gas.
The GOP energy “alterna
tive,” expected to be backed to
day by the Senate’s Republican
membership, would allow ener
gy companies to reap larger
profits on domestic energy pro
duction.
But according to a draft of the
proposal, these firms would be
subject to a “windfall profits
tax” unless they reinvested the
added profits into finding and
developing new oil and gas re
serves.
A copy of the draft was ob
tained by The Associated Press.
GOP leaders stress that the
draft is not final and may be
subject to last-minute changes.
But Republican congressional
sources say it is unlikely that
the main elements of the pro
posal will be modified.
While the President’s propos
al aims to reduce U.S. con
sumption by taxing excessive
use of scarce fuels, the proposed
GOP plan would let energy
prices rise without taxation in
an effort to spur production.
“Unwise government inter
vention in the marketplace has
been the major cause of supply
shortages, unrealistic prices,
excessive consumption and in
creased dependence on foreign
sources,” the draft asserts.
But the proposed GOP plan
also advocates energy con
servation incentives similar to
those in the adminstration plan,
including tax breaks for those
who install home insulation or
solar energy units.
And it calls for continued de
velopment of the controversial
breeder reactor program at
Clinch River, Tenn., which the
administration has proposed
canceling. But it urges that a
decision be delayed on whether
technologies that use plutonium
— such as the breeder reactor
— should be used com
mercially.
The proposed plan also rec
ommends that utilities wishing
to convert from oil or gas to coal
be given a five-year exemption
from meeting federal clean air
standards.

TAMPA, Fla. — Eastern Airlines 727 jet makes a safe
landing Wednesday on a foam-sprayed runway at Tampa
International Airport after pilot reported wing damage
and landing gear problems. The plane, en route from
Miami to New York, circled for an hour over the Gulf of
Mexico while emergency crews from the airport and
Mac Dill Air Force Base readied the runway. There were
nine passengers and a crew of six on board. (AP)

provided by a “return to free
market pricing,” says the GOP
draft proposal.
“The plan will call for a bal
ance between strong con
servation and strong produc
tion” efforts, said Max Frie
dersdorf, staff director for the
Senate Republican Conference.
Along with removal of price
controls on oil and gas, the GOP
plan would establish a windfall
profits tax that “would be
triggered only when producers
fail to reinvest any excess
revenues into expanded domes
tic energy exploration and de
velopment,” the draft says.
