The tunaporpoise issue is at the top of the agenda as the House returns Wednesday from a 5-day Memorial Day recess. On Thursday, lawmakers turn their attention to President Carter’s proposal for a Department of Energy. Carry more luggage WASHINGTON (AP) — Just in time for summer vacation, new rules are going into effect permitting travelers on most overseas flights to carry a lot more luggage. Beginning Wednesday, free baggage allowances on most flights will be based on the number of pieces a passenger is carrying and on their size rather than on weight, the Civil Aeronautics Board says. Weapon test failure WASHINGTON (AP) — Russia’s latest test of a satellite destroying weapon, conducted despite an appeal from President Carter for a ban on such weapons, ended in apparent failure, U.S. intelligence sources believe. A Soviet interceptor satellite went past its target satellite at a distance of less than 50 miles in the test last week, Russia’s first in about five months, the sources say. Mrs. Carter’s trip KINGSTON, Jamaica (AP) — Rosalynn Carter visits a former U.S. sugar plantation now owned by the workers today following talks with Jamaican officials about their economic problems, Cuba and the weather. The U.S. First Lady, after spending the first day of her seven-nation Latin American tour in official receptions and private meetings with government officials, gets out in the countryside to talk to cane cutters who have become man ager-owners of the third largest sugar plantation on the Caribbean island. More People Chip, Caron Carter LONDON (AP) — President Carter’s son Chip and Chip’s wife, Caron, will be guests of Prime Minister and Mrs. James Callaghan at Britain’s version of the bicen tennial. The British are celebrating the Silver Jubilee of Queen Elizabeth’s reign. The younger Carter and his wife will be in Britain June 6-12, a British spokesman said. Chip, 26, will attend a number of events, including the Jubilee thanksgiving service at St. Paul’s Cathedral on June 7. The Carters are also scheduled to watch a Jubilee regatta and fireworks display on the River Thames on June 9 and, two days later, they will be the guests of the Callaghans at the Trooping of the Color ceremony. Queen Elizabeth II LONDON (AP) — Ballet and opera stars from many countries gathered to pay tribute to Britain’s Queen Elizabeth n as she began the final two weeks of the Jubilee observance of her 25th year on the throne. The British Broadcasting Corporation televised her attendance at a Monday night Royal Opera House per formance, which it was broadcasting live throughout the United Kingdom and Europe and via satellite to the United States for later broadcast. Opera stars Placido Domingo of Spain, Boris Christoff of Bulgaria, Sir Geraint Evans of Wales and Richard Cassily of the United States sang, and dozens of singers and dancers performed elaborate production numbers staged for the single night. Lionel Hampton PRAGUE, Czechoslovakia (AP) — Lionel Hampton’s octet, including Frankie Dunlop, pianist Milt Buckner and the former soloist of Duke Ellington’s big band, Cat Anderson, gave a sell-out performance in Prague’s Lucema Hall. The Czechoslovak news agency CTK said the Monday night concert was Hampton’s first in Czechoslovakia in his almost 40-year professional career. Capt. Charles Blair PORT WASHINGTON, N.Y. (AP) - Capt. Charles Blair will do again Wednesday what he first did 37 years ago — take a flying boat across the Atlantic. Blair will take a World War H-vintage flying boat to Lake Derg, Ireland. His actress-wife Maureen O’Hara will be one of about 17 passengers on the 22-hour flight, which includes a two-hour refueling stop in New foundland. In 1940, Blair tested a proposed U.S.-Britain com mercial route by flying a Catalina seaplane across the Atlantic. This week’s journey will be in “The Southern Cross,” one of the few British-built Short Sandringham flying boats still in existence. Among those accompanying Blair and Miss O’Hara will be J.C. Kelly Rogers, who was Winston Churchill’s Royal Air Force pilot, and Group Commander John Grierson, who is credited with estabishing Britain’s Transport Command during World War 11. Faulkner wins round with FCC WASHINGTON (AP) - Faulkner Radio, which operates radio station WLBB in Carroll ton, Ga., has won a round in its fight to keep the Federal Com munications Commission from revoking its broadcasting li cense. The U.S. Court of Appeals has overturned the FCC decision to lift Faulkner’s license and told the FCC to draw up new guidelines for similar cases, including the Faulkner matter. The FCC had revoked WLBB’s license, saying Faulk ner committed an illegal action called a “strike application” when it filed a 1967 petition to deny a competitor, Carrollton Radio, from placing another station on the air. Yearbooks to be issued Griffin High School seniors are scheduled to pick up their 1977 yearbook Thursday during the fifth and sixth periods at the school, according to yearbook advisor, James Johnston. Yearbooks will be issued to the other students on Friday morning from 8:30 until 10:00. Those persons who have completed their senior year early and those who have withdrawn are urged to pick up yearbook cards before Thursday.
