(AP) - President Carter’s brother Billy says that if Alabama Gov. George Wallace runs for the U.S. Senate next year, he will actively campaign for him.. Bill Carter said Sunday his offer of campaign services to Wallace “were accepted by this fine man." Wallace has not announced he will run for the Senate seat now held by John Sparkman, but it is expected he will be a candidate. (AP) — Andrew Young says it’s time to “let up” on criticism of the Soviet government’s human rights policies because he doubts that complaining does any good. “Frankly, I’ve said almost nothing about Soviet dissidents because I don’t know that it helps anything,” the Carter ad ministration’s ambassador to the United Nations said in a in terview in the July issue of Playboy magazine. “I don’t think the Soviet gov ernment is, in fact, very con cerned about its dissidents,” said Young. “Os far more im portance are its satellite coun tries in eastern Europe. More than President Carter’s state ments on human rights, Soviet leaders are worried about such things as increases in the budg ets of Radio Free Europe and Radio Liberty — which they do interpret as real attacks on their system and sphere of in fluence.” Young said the letter of sup port President Carter sent to Soviet dissident Andrei Sakha rov was “the kind of thing you can do only once, like the (Is raeli) raid on Entebbe. You don’t try it again. My feeling, in sum, is that it’s time to let up on the Soviet Union in this respect.” The Soviet human rights movement is a “rebellion by their elite, who have tasted a little freedom and want more,” said Young, who is black. “As they advance economically and culturally, the Soviet Union is going to have a human rights explosion that will be not unlike our civil rights movement.... You’ll have literally hundreds of thousands of dissidents rath er than a few hundred.” Young accused the press of misinterpreting him, likened President Idi Amin of Uganda to Hitler, called former Presi dents Nixon and Ford racists because they “had no under standing of the problems of col ored peoples anywhere” and said previous Soviet-American arms talks have “all been cos metic ... It was the Russians and the Nixon administration conspiring to deceive the Amer- Paint campaign DALLAS (AP) - Dallas County Sheriff Carl Thomas says he couldn’t get county commissioners to give him paint to paint the county jail, so the sheriff did what Tom Sawyer did — he got some help from his friends. Thomas asked the public Thursday to donate 960 gallons of paint for the jail and by Fri day night he had received promises for more than 600 gal lons.
