(AP) Shooting Thomaston police apprehend suspect From The Thomaston Times By TOMMY COTNEY A Thomaston man is being held in city jail in connection with the shooting death of a 15- year-old Thomaston youth last Thursday. Charlie Dillard, 52, 211 Park Street, has been charged with the murder of Clinton Williams of 202‘/a Daniel Street. Police Capt. Tony McCard said that Williams and his friends had been annoying Dillard for some time. “The boys in the neigh borhood had been throwing water on Millard ana tnrowtng bricks and rocks at his house,” said McCard. “Dillard is crippled and he draws a welfare check. He drinks a few beers and sits on his front porch and sometimes the boys roll him for $lO he might have left from his check.” Dillard had been drinking at the time of the shooting. The police administered Dillard an intoximeter test following his arrest which registered .15 grams per cent, legally drunk. Williams had obtained a .22 caliber pistol "from some where, said McCard. According to witnesses the youth had fired the pistol at the home of a neighbor of Dillard’s and stated that he would throw water on him again. Later, McCard said, young Williams fired the pistol close enough to Dillard’s residence for Dillard to hear it. “At this point,” said the Captain, “Dillard got up from his seat on his front porch and went inside to get a .22 caliber rifle. He then returned to the porch and fired at Williams. “Williams’ companion yelled ’duck’ just before the shot was fired,” continued McCard, but it was too late. Officers John Taylor, Tom Sheppard, Dewey Yarbrough, and Lt. Phillip Wilson arrived on the scene and administered first aid to the youth. Most significant perhaps has been the pronounced downturn in world commodity prices, which had risen steadily through the winter and into the early part of spring. Prices of commodities for fu ture delivery also have been weakening in recent weeks, adding to the feeling that a fun damental change is occurring in the prices of raw materials. At the beginning of this week, prices of almost all food futures — com, wheat, cocoa, livestock, coffee and the like — fell simultaneously, along with cot ton, wood, precious metals and other items. The good news already is being reflected in wholesale prices. The official index of such prices rose only four tenths of 1 per cent in May, after having leaped more than 1 per cent in each of the two preceding months. At the same time, productiv ity is rising. The first-quarter increase was a sizable 4.7 per cent, much higher than the long term average, despite some of the century’s most unfavorable production weather. Productivity increases in dicate a growing level of effi ciency in the use of men, ma chinery and capital, and there fore are the most potent of all anti-inflationary events. Unexpectedly, good news came also in the form of lower interest rates. Morgan Guaranty did it one better a few days later by lowering its rate one-quarter per cent to 6.5 per cent. The two events followed criti cism last week by Bert Lance, director of the Office of Budget and Management. Lance said earlier rate increases were un called for, and asked the banks to exercise restraint. Whether the moves by Citi bank and Morgan were in re sponse to Lance’s request, or simply in response to market conditions, the effect was the same — to lower the cost of doing business. Several other factors can be included in the increasingly bright assessment: prices of imported oil seem to have been stabilized for the rest of the year, the crop outlook is good and wage demands have been moderate. If the outlook remains bright — and some bank economists are forecasting that consumer prices will fall to an inflation rate of only 5.5 per cent in the second half of the year — the stock market could be a benefi ciary. Perhaps the most common complaint of stock analysts has been inflation, or the fear of in flation growing worse and tak ing interest rates along on the ride. These two factors — inflation and high interest rates — strike fear into investors and send them rushing from equities into the fixed return of debt secu rities, such as bonds.
