Buckingham, who prepared the reports for the PSC. “Our analysis suggests they will grow slower than they project,” said Legner, an asso ciate professor of banking and finance at the University of Georgia and director of the school’s Economic Forecasting Project. But Georgia Power’s chief rate counsel, James Joyner, at tacked the validity of the re ports. Georgia Power’s methods of predicting are not totally re liable, said Choi, a professor of mathematics and director of the Statistical Consulting Bureau of Georgia State University. Buckingham, manager of the PSC’s Utlities Financial Analysis Division, said the utili ty should have used more accu rate data to forecast loads. 3 ’Barna residents killed PLAINS, Ga.
