George Busbee Friday asked South Carolina Gov. James Edwards to extradite a man who is charged with vio lating Georgia’s shrimping laws. Both states have claimed rights to the waters in which Saxon was shrimping. Saxon has said he was shrimping in South Carolina waters, but Georgia officials told him he was fishing in waters closed by that state. Georgia’s waters were closed to shrimping earlier this year vhen the white shrimp popu lation was virtually wiped out by the cold winter. But larger, brown shrimp managed to survive in waters off South Carolina, which opened its shrimping season June 16.
