When Franco was alive Spain was keen to join NATO, but the way was barred because it was not democratic. Now that it has won democratic credentials by holding an election, and the opposition within NATO is almost gone, Spanish eagerness is cooling. For several reasons. Spain’s armed forces know they are getting as much support now from the United States as they would as full members of NATO. (Spain is also paid rent for the use of bases, which NATO members do not usual ly get.) And although the Army would like to pluck some plum jobs from NATO’s Christmas-tree command structure, it knows that sooner or later it will come under pressure to cut down its 220,000-man force; NATO does not need big armies on the Iberian peninsula and would like Spain to provide more air and naval forces in stead. Spanish generals are not convinced by the argument that Spain now takes the same risk, because of its American bases, as the other NATO countries do, but without benefit of the NATO guarantee that an attack on one is an attack on all. Some of them put the argument on its head by saying that Spain would be giving more than it gets by agreeing to fight for countries, such as Norway and West Germany, which are more likely to be attacked than Spain is. Spain has never been wholly pro-NATO but the critics are only now becoming vocal. The Socialists are wary of an alliance that might lead to in creased military spending. Although the prime minister, Adolfo Suarez, can probably find a pro-NATO majority in Parliament, he is bound to be influenced by the views of his principal rivals. NATO itself is not entirely without misgivings. Last year’s Russian proposal that both NATO and the Warsaw pact agree not to expand was clearly aimed at Spain — Spain’s Communists echo this line — and it carried the im plication that Russia might retaliate in some way if Spain joined. Gibraltar is another problem. As a condition for Spain’s membership, Britain will probably ask Spain to ease its restrictions on the border with Gibraltar Such obstacles are minor compared with the advan tages of getting Spain anchored firmly in the democratic world. Unless the Spaniards swing hard against the prospect of joining the alliance, the probable se quence of their re-entry into the western community is as follows: first the Council of Europe; then NATO, which re quires the unanimous vote of the NATO council; then the EEC, which involves tortuous negotiations and waiting for Greece to go first.
