FEA says gas controls cut won’t hurt consumers

WASHINGTON (AP) - The
Federal Energy Adminis
tration, which wants to lift fed
eral price controls on gasoline
this fall, says consumers
shouldn’t be hurt by the move.
The FEA, declaring that the
nation will have an ample sup
ply of gasoline through 1979,
said Tuesday it will hold a
series of public hearings before
submitting a decontrol program
to Congress.

The agency said preliminary
studies show its proposal to lift
controls on Nov. 1 will “have no
adverse'price or supply effects,
and that competition and
market forces are adequate to
protect consumers.”

gy plan continues today in the
Senate Finance Committee de-
spite a month-long congression
al recess.
Spokesmen for General Mo
tors, Ford and Chrysler are tes
tifying against administration
requests for tougher taxes on
gas-guzzling automobiles.
Treasury Secretary W. Mi
chael Blumenthal, appealing to
the committee Tuesday for
higher gas-guzzling penalties,
found a receptive audience.
Several senators have said in
the hearings that they favor

strengthening the conservation
portion of Carter’s energy plan.
Sen. Russell Long, D-La., the
committee chairman, has spe
cifically mentioned the gas-guz
zler levy as one way to prod
Americans to use less gasoline.
Neither Long nor Blumenthal
was specific in discussing pos
sible changes in the plan and the
committee’s staff said no
change in any part of Carter’s
program has been drafted for
mally.

In his testimony, Blumenthal
appealed for higher taxes, say
ing, “We need to keep the pres
sure on gas-guzzling automo
biles until the national automo
bile stock is truly fuel-ef
ficient.”
The House, which approved
the Carter energy plan last
week, voted for an escalating
table of taxes on fuel-inefficient
automobiles.
Another Senate panel, the
Energy Committee, voted last
week to ban the sale of new 1980-
model cars which get less than
16 miles per gallon. The stan
dard would then increase by one
mile per year so that by 1985 all
new cars would be required to
get at least 21 miles per gallon.
Carter originally had asked
Congress to impose a stiffer set
of taxes beginning with 1978'
models: starting with $449 on a
car getting less than 13 miles
per gallon.
