Washington today
Administration’s foreign ploicy
has changed since its beginning

WASHINGTON (AP) - Com
pared with the free-wheeling,
evangelical approach of its ear
ly days, the Carter adminis
tration now is pursuing a for
eign policy that seems much
more inclined toward pragmat
ism and an appreciation of hard
political realities.
In those first few weeks, the
Soviet Union and other coun
tries were chastised publicly for
their human rights perform
ance. West Germany and Brazil
were exhorted not to go through
with a deal that would give
Brazil the ability to make
atomic weapons. And Carter
promised to do something about
the “almost unrestricted" arms
sales policy of preceding ad
ministrations.
Nowadays, hardly a week
goes by without Carter reas
suring the Soviets he does not
intend so single them out for
criticism on the human rights
issue. In fact, there has been
almost no criticism at all of the
Soviets lately.
Carter appears to have ac
cepted the reality that Brazil
and West Germany are deter
mined to go through with their
nuclear transaction no matter
what he says. He has reassured
both long-time allies that the
United States does not intend to
interfere with their pre
rogatives as sovereign nations.
Carter’s goal of cutting back
arms transfers overseas does
not seem to be as easy to
achieve as he once thought.
Recently he has been talking
about adding Somalia, Sudan
and Chad to the list of arms
sales recipients. A S2OO million
sale of equipment is being pro
posed for Egypt and the admin
istration also wants to sell Iran
a $1.2 billion airborne radar
system despite strong objec
tions from Congress.
Much of Carter’s human
rights campaign apparently is
aimed at pleasing domestic
constituencies. Carter has been
under attack from blacks and
liberal Democrats in general
for his fiscal conservatism but
he has tried to maintain their

support through his foreign pol
icy initiatives.
This includes a much more
activist American approach in
promoting a transition to black
rule in southern Africa through
establishment of a one-man,
one-vote system.
There are multiparty demo
cracies in only two of Africa’s 49
nations but Carter’s ex
pressions of concern about au
thoritarian rule in Africa have
been directed almost ex
clusively at the white-ruled
areas.
Thus Carter probably is the
most popular American presi
dent ever from the point of view
of black Africa even though
black Africa’s human rights
record is regarded as one of the
worst anywhere.
Southern Africa excepted, the
administration generally has
shied away from publicly iden
tifying nations which engage in
human rights abuses. This ap
parently reflects the pragmatic
judgment that quiet diplomacy
works better than public con
demnation. Without announce
ment, the administration has
suspended deliveries of police
equipment to a dozen countries
which repress dissidents.
On the question of economic
aid to countries which violate
human rights, the adminis
tration apparently has decided
that aid cutoffs would be un
wise. It is coming around to the
conclusion that human rights
include not only political but
basic economic rights as well.
There is the assumption that
people desperately in need
should not be penalized for the
misdeeds of those who govern
them.
Early next month, the United
States and Cuba will exchange
Soaring insurance costs
remain unexplained
ATLANTA (AP) - Two at
torneys disagreed at a
state House committee meeting
about why product liability in
surance costs are soaring in
Georgia, but both agreed cur
rent laws need to be changed.
A public hearing was held be
fore the House Judiciary Com
mittee on four liability insur
ance bills introduced in the 1977
session of the Georgia Legisla
ture. The insurance covers
firms against claims of injury
or damage caused by faulty
merchandise.
Frank Eldridge, an Atlanta
attorney, said the proposed
laws would duplicate measures
already enacted by the legisla
ture and suggested that insur
ance rates may be rising be
cause insurance companies
base their premiums on the
number of product liability
cases won nationally, rather
than on Georgia cases.
But Frank Love, another at
torney, said the higher rates,
may be caused by requiring
diplomatic “interest sections,”
marking the first bilateral ties
in more than 16 years.
This is part of the adminis
tration’s policy of seeking nor
mal diplomatic relations with
all countries, regardless of
ideology. But there has been no
break-through on most of the
substantive issues which have
divided the countries for so
long, and no exchange of am
bassadors is in prospect.
There was much talk in the
early days of the administration
about a normalization of
relations with Vietnam but that
possibility seems remote now.
Several meetings were held
with the Vietnamese in Paris on
that subject but there have been
none since early June and none
is scheduled.
Carter is maintaining a cam
paign pledge to withdraw U.S.
ground troops from Korea over
a five-year period. But as a
concession to the Koreans, the
Japanese and security-minded
America he has decided to keep
all but a third of these troops in
Korea until the final year of his
timetable.
Another test of the debate be

retary of State Cyrus R. Vance
visits China for talks on closer
political ties.
Last fall, Carter accused the
Ford administration of “fritter
ing away” an opportunity for
normalizing relations with Pe
king. But most officials believe
that caution will prevail on the
Vance visit and that the existing
policy of limited accom
modation with China will re
main intact for some time to
come.

Eldridge said it is “virtually
impossible” to win a product
liability case against retailers
or wholesale distributors of a
product.
“If that’s the case, then retai
lers and wholesalers shouldn’t
be paying these exhorbitant (in
surance) rates,” he said.
Laws already on the books
should be modified to put more
responsibility for product de
fects on the distributors, he
said.
But Love said, “One of the
concepts of the (proposed) leg
islation is in effect a presump
tion of innocence (on the part of
the manufacturer) if the
product is made in line with in
dustry standards at the time.
“I don’t see anything unfair
or unworkable about that phi
losophy,” he said.

Blackout
If order had been obeyed
it could have been avoided

NEW YORK (AP) - “I hate
to bother you, but you better
shed about 400 megawatts of
load or you’re going to lose ev
erything down there,” a state
power pool supervisor told Con
solidated Edison 35 minutes be
fore nine million people in the
New York area were plunged
into darkness.
“I’m trying to,” the Con Ed
duty officer told the Albany
based supervisor. But state offi
cials say the voluntary, selec
tive cutoff of some customers to
preserve power for the rest was
never made the night of July 13,
though they say the process was
relatively easy.
If the communication to
“shed load” had been promptly
obeyed, parts of the city and its
suburbs would have been with
out power for a few hours, but
the total blackout might have
been avoided, the officials said.
A spokesman for Con Ed said,
“Our board of review is still
conducting an investigation of
the blackout. This includes a
review of the discussions of the
power pool operator and our
own operators.”
Meanwhile, Energy Daily, a
Washington-based newsletter,
quoted unidentified sources at
the Federal Power Commission
as saying human error was the
crucial problem and Con Ed
could have cut off some of its
customers.
Sources said records show no
manual load shedding ever was
done, although the procedure
was fairly simple.
