(AP) f 1 State surplus at $64-million ATLANTA (AP) — The lead ership of Georgia’s House of < Representatives is mulling over i a $64 million question: what to i do with the state’s surplus. Georgia ended fiscal 1977 with a surplus of $64 million because tax collections were $55 million 1 above estimates and $9.4 , million in money appropriated by the legislature was not spent. ] The legislature must decide | how to spend the money, and i House Speaker Tom Murphy < says one leading possibility is i using the money to help moder- I ate income families pay as tronomical medical costs. i “We’ve got to do something I for the ‘medically indigent’ per- < son,” said Murphy, D-Bremen. > “Medicaid takes care of medi cal bills for the poor and medi- ‘ care does it for the aged, but nobody is taking care of the medically indigent.” He said the House leadership also is considering using the funds to subsidize regional hos pitals. ‘ Among the other proposals: a pay raise for teachers, ex panded programs for the handi capped, and paying cash for construction projects now scheduled to be financed by bonds. i Financing with bonds — bor rowed money — often means taxpayers pay about $2 in prin cipal and interest for every $1 ’ worth of bonds.
