The vote Thursday for higher wages was the second congres sional victory of the day for or ganized labor. Earlier, the House acted to make it easier to organize workers and to punish companies that break the law to keep unions out. J Senators voted 76-14 for a plan •lo increase the minimum wage '■to $2.65 an hour on Jan. 1,1978, Jto $2.90 on Jan. 1, 1979, to $3.15 jan hour on Jan. 1, 1980 and to $3.40 an hour on Jan. 1, 1981. I •; A key supporter of the plan said a worker supporting a non farm family of four through a fulltime minimum wage job in 1981 would fall 5 per cent under the federal poverty level. • Continuing work on the bill today, the Senate scheduled votes on a controversial propos al for a lower minimum pay for teenagers and a plan to make bigger businesses exempt from paying the minimum wage. Differences in the two bills will have to be worked out in a House-Senate conference com mittee. Meanwhile, business lob byists said they would try to force changes in the Senate in the House-passed labor law legislation they say will push American workers into unions against their will. The House vote shows the country is “heading toward a labor-controlled government similar to that of the United Kingdom.” said Clarence B. Randall of the National Action Committee on form. House Speaker Thomas P. O’Neill called the bill “labor’s first victory in the labor rela tions area in 42 years,” and business spokesmen conceded labor had won all it sought on the issue. AFL-CIO President George Meany said after the 257-163 vote that the Democratic lead ership had prevailed in Con gress “in the face of the out rageous lies and distortions about the bill used by rightwing opponents ... who were backed hv business interests.” Backers of the measure said it now is cheaper for anti-union companies to violate labor laws than to obey them, because there aren’t penalties strong enough to outweigh the goal of keeping unions out. The bill would call for finan cial penalties against labor law violators and grant reinstate ment with double back pay to workers fired illegally during a union organizing effort. The measure also calls for worker compensation in cases in which employes vote for un ion representation but their company unlawfully refuses to negotiate. In addition, unions or busi nesses found guilty of repeated labor law violations could be barred from receiving federal contracts for up to three years.
