Little change expected in unemployment WASHINGTON (AP) - The nation’s unemployment rate has been hovering stubbornly at the 7 per cent level since April and Carter administration officials say they expect little significant improvement during the rest of the year. With the Labor Department releasing the unemployment figures today for September, economists predicted little change from the 7.1 per cent figure of August. The administration had been counting on newly enacted job creating programs to bring the rate down to between 6.5 per Suggestion to expand Fulton rejected ATLANTA (AP) - A state study commission has rejected a suggestion to expand Fulton County. The plan would have taken the part of Atlanta which lies in DeKalb County and added it to Fulton County. The Atlanta-Fulton County Study Commission, formed by Gov. George Busbee, rejected the suggestion by its general government committee Wed nesday. “There was some worry it might become the focal point” of the commission’s report, an aide said. In a warrant issued Thursday, John Henry Mooney, proprieter of Somebody’s Pizza, is charged in the slaying. Mooney was implicated Wednesday during a pretrial hearing for Elmo Liston Florence Sr. of Atlanta, who also is charged in the death. A witness testified then that he heard Florence say Mooney had hired him to kill Harty. Harty, 29, was found shot to death Aug. 30 in his home. Businessman convicted AUGUSTA, Ga. (AP) — Augusta businessman Charles A. Schafer, 60, was convicted Thursday of three counts of income tax evasion. A U.S. District Court jury deliberated two hours before finding Schafer guilty of underreporting his income by $257,753 and underpaying taxes by $104,415 in 1970, 1971 and 1972. He is to be sentenced by Judge Anthony A. Alaimo. Maximum penalty on each count is five years imprison ment and a SIO,OOO fine. Schafer was president of Custom Recording Co. of North Augusta, S. Gordon soldier, Sgt. 1C Jesse Flippo, was killed by six shotgun blasts Thursday when he apparently surprised a burglar in a house trailer, the Richmond County sheriff’s department said. (AP) — A Commerce man and his two sons are to go on trial Oct. 17 in Banks County Superior Court, charged with the murder of Louis Ingram of Thomasville, N.C., whose body was found in a burned-out pickup truck July 30. A grand jury indicted Louis Hardy, 54, Billy Hardy, 31, and Kenneth Hardy, 29, all of Commerce. grams. President Carter, who came under heavy criticism from civ il rights leaders when the Au- gust jobless rate was an nounced, has indicated a com promise is likely within a few days on the controversial Humphrey-Hawkins “full em ployment” bill. Four out of ev ery 10 black youths were re ported out of work in August. The Humphrey-Hawkins bill, a major plank in the 1976 Democratic platform and a top priority of labor and blacks, would require the government to reduce unemployment to 4 per cent within three years, us ing public employment pro grams if necessary. Opposition from Republicans and con servatives has stalled the measure in Congress. Carter told the Congressional Black Caucus last month his advisers were trying to work out an acceptable compromise on the bill. Meanwhile, one of the na tion’s leading private econo mists warned Thursday that the inflation rate may rise to 7.5 per cent next year because of new government actions in agriculture and other areas. The nation’s inflation rate of about 6 per cent this year “is more likely to accelerate than decelerate between now and 1979, even with the continuation of a slowly recovering econo my’’ said Arthur M. In another economic develop ment Thursday, the Labor De partment said wholesale prices rose by five-tenths of 1 per cent in September after three months of declines or little change. Wholesale prices usually show up at the retail level and the new price rise could mean an end to the moderation in consumer prices increases this past summer. But a govern ment economist said there is little evidence that retail food prices will begin spiraling again. In other developments: —The United Mine Workers Union and the coal industry opened contract talks, with in dustry’s chief spokesman say ing the union faces extinction if wildcat strikes can’t be stopped. —Chrysler Corp, announced price increases on its 1978 cars of an average $354, or 5.8 per cent, over last year’s models. The hike is in line with in creases announced earlier by General Motors and Ford. —The chances of a long At lantic and Gulf Coast dock workers strike appeared more likely, as the nation’s chief la bor mediator recessed talks with shipping executives be cause of a lack of progress.
