as potentially “hazardous” be
cause they are located near
centers of population. The De
partment of Natural Resources
emphasized that none of the
dams listed are considered
structurally unsound.

Everywhere was evidence of
family life disrupted.
Part of a child’s tricycle and a
pink and yellow baby book, its
pages blank, were stuck in the
mud. Mattresses, torn and
muddied, reminded that most of
the 38 victims were asleep when
disaster struck.
The few houses that still stand
are stained by a muddy
waterline.
Officials want to know whose
responsibility it was to inspect
the 37-year-old Kelly Barnes
earthen dam, which apparently
broke under the stress of an 80-
acre lake swollen by heavy
rains.
Survivors today are digging
out of the ruins of their homes
and classrooms — and pre
paring to bury their friends and
family members who perished
in the flood waters Sunday.
Bill Anderson, a Bible college
student from Glen Dale, Md.,
lost his wife, Karen, 29, and two
of their five children — Joey
and Becky — when their trailer
was ripped apart by the roaring
current. Services for them will
be held here at 10 a.m. Wed
nesday.
Services for six other victims
are scheduled at the Toccoa Al
liance Church at 2 p.m. Wed
nesday. Most of the victims will
be buried in their hometowns

Dam safety
legislation
ATLANTA (AP) - The
deaths of 38 persons when an
earthen dam burst near Toccoa
early Sunday will prod state
legislators into considering a
dam safety bill when the Gen
eral Assembly reconvenes in
January, the chairman of a
House committee said.

pointed a subcommittee to
study a bill written by Rep. Tom
Phillips, R-Stone Mountain.

body of Paul Williams, 76, a
college maintenance worker
and the only person unac
counted for.
The body of Dr. Jerry Sproull,
45, a theology professor, was
found late Monday beneath an
air conditioner only a short
distance from where his home
had stood.
The bodies of his three chil
dren, Melissa, 6; Joslynn, 7, and
Joanna, 9, were recovered with
34 others Sunday. His wife, Pat
Sproull, survived.
Windus surveyed the battered
town of 9,000 and expressed dis
belief at the courage shown by
members of the inter
denominational college.
“I guess because they are
Christian young men and wom
en when tragedy does strike,
they have some inner
strength,” he said.
One young women spoke of
God’s presence on campus. “We
pray He’ll raise spiritual giants
from among us,” said Lorene
Hays, 24, a senior from Utica,
N.Y.
“I know that it is God’s col
lege,” said Dale Griffis, 22, a
student from Albion, Pa. “So
therefore God will take care of
his people.”
The dam was owned by the
school and once provided its
electric power.

Celebrates 99th birthday
Today was the 99th birthday of Mrs. Millie E. Sangster, 824 West Solomon St. Mrs. Sangster
is the mother of 8 children, 4 of whom are still living. She is living with her daughter, Mrs.
Rozzie Dodd, who says that her mother still has a good mind, considering her age. The
family plans to have a quiet birthday celebration at the residence.
Pollster thinks Carter
will regain popularity
WASHINGTON (AP) - Pres
ident Carter’s pollster says the
president’s falling ratings in
public opinion samplings will
bounce back if Congress passes
an energy bill to the president’s
liking.
“The president knew from the
start that energy was a po
litically unpopular issue with
everybody,” said pollster Pat
Caddell in a recent interview.
"But it was a necessary in
itiative, and if he gets the bill he
wants, then he can say that
despite all the talk about energy
all these years, he was the first
president to really do something
about it.”
Carter is making a nationally
broadcast speech at 9 p.m. EST
tonight to push for his energy
package, which is now in a
House-Senate conference com
mittee. The speech will be
broadcast live on all three ma
jor networks.
On Monday, the White House
also announced that Carter’s
scheduled overseas trip to nine
countries has been postponed so
he could devote himself to ener
gy legislation.
Secretary of State Cyrus R.
Vance said Carter told heads of
state that "his personal in
volvement was vital to the de
velopment of a sound energy
legislation.” Powell said the
trip might be rescheduled

Carter’s speech is coming on
the heels of a Harris poll re
leased Monday showing that the
majority of Americans feel the
president is not doing a good job
after nine months in office.
The poll, taken the week of
Oct. 8-16, indicated that 50 per
cent of 1,533 adults questioned
gave the president a negative
overall job rating, while 48 per
cent were pleased.
