The Paving ordinance has not been complied with in the

A N ORDINANCE, to grant permission to the Canal Com
pany to dig a basin seventy-five feet wide, for tlmbor,
&c.; also, to grant permission to theSavnnnah Patent Brick
Company to dig a basin forty test wide, for tho reception of
Qut boats at their wharf on the canal.
Sec. 1. Be It ordained by the Mayor and Aldermen of the
city or Savannah and hamlets thereof In Council a-sembled.
and it Is hereby ordained by the authority of tho same.
That the Canal Comp-iny bo, and la hereby permitted to
make a basin seventy-flve feet wldefor timber. &c , through
tlie land of the Central Rallrord and Banking Company of
Georgia, on the western side of the canal ami connected
with the canal: Provided, That the same be located under
the supervision of the Committee of Dry Culture, nnd that
all culverts and ditches which the said Committee shall
deem necessary by reason of said basin, shall be made by
the snid Canal Company at Its expense.
Sec. 2. Be it further ordained by the authority aforesaid.
That the Savannah Patent Brick Company be. and It is here
by permitted to make a basin forty feet wide for the recep
tion of flat boats, at their whirf on the canal: Provided.
That the same be located under the supervision of the Com
mittee on Dry Culture, and that all culverts and ditches
which the aald Committee shall deem necessary by reason
of said basin, shall be made by the said the Savannah Pa
tent Brick Company at Its expense.
Sec. 3. Be it further ordained by the authority aforesaid.
That all ordinances or parts of ordinance* milltatingngainst
the provisions of this ordinance be, and tho same are here
by repealed.

All the above articles are to be fully equal. In the quality,
texture and finish of material, pattern and workmanship, to
the samples whloh are deposited at the aforesaid Navy
Yards; the pea Jackets, monkey Jackets, round jackets, cloth
trowsers. over-shirts, under-shirt*, drawers, and blue flan-
n-1 to be of American manufactured cloths and flannels,
made of clean wool and Indlgo-dyed. nnd dyod in the wool.
Tlie number or qunntlty which will be required of each
of the foregoing articles cannot be precisely stated: It Is
oven possible that of some none may bo required. A con
tract will therefore bo made, not for a specific number or
Quantity of any article, but only for such number or quan
tity of each as the service may require to be delivered at
those Navy Yards respectively. The prices must be uni
form at all the stations.
All the above articles roust be subject to auch Inspection
at the place of delivery aa the Chief of this Bureau may dl-
rlct; and no article will bo received that 1s not fully equal
to the sample or pattern, both in material and workman
ship, and which does not conform in all other respects to
the stipulations and provisions of the contract to be made.
The whole must bo delivered at the risk and exponso of
the contractor, in good, tight, substantial, nnd dry packing
boxes orbales; each box and bale to be marked with the
contractor’s nnme, and tho year nnd month when manu
factured or put up: the whole to be in good shipping order,
free of all charges to the United -States, and to the entire
satisfaction of the Inspecting officers, said officers to be ap
pointed by the Navy Department.
Tho offers must distinguish the prices forpnch article
mentioned, and must bo cakulated to cover every expense
attending tbo fulfilment of the contract, including the ne
cessary metal and navy buttons.
In case of failure on the part of the contractor* to furnish
nnd deliver the several articles which may tie ordered from
them, in proper time and of proper quality, the Chief of the
Bureau of Provisions and Clothing shall be authorized to
purchase or direct purchases to be mailo of what may be
required to supply the defMency. under the penalty to be
expressed In the contract; the record of a requisition, or a
duplicate copy thereof, at the Bureau of Provisions and
Clothing, or at either of the navy yards aforesaid, shall be
evidence that such requisition has bten made and
celved. '
Two or more approved securities in a sum equal to the
estimated amount of the respective contracts will bo re
quired, and ten per centum will bo withheld from the
amount of all payments on ncconnt thereof a's collateral
security, and not In any event to bo paid until it is in all
respects complied with ; and ninety percentum of the a-
mount of all deliveries made will bo paid by tho Navy
Agent within thirty days after triplicate bills, duly authen
ticatcd, shall have been presented to him.
