The contractor must establish ugeucics at such
stations other than his residence, that no delay muy
arise in furnishing what may be required; turn when
tho contractor or agent lulls promptly to comply with
a requisition, tho Chief of tho Buroau of Provisions
an-1 clothing shall bo authorized to direct purchase#
to bo made to supply tlm deficiency, under tlm pen
alty to bo expressed in the contract: tho record or
a requisition, or a duplicate copy thereof, at the
Bureau of Provisions und Clothing, or at either of tho
navy-yards aforesaid, shull bo evldouco that such
requisition has been made and rucclvod.
Two or more approved sureties, in a sum equal
to tho estimated amount of tlio contract, will be re
quired, and twenty per centum in additlou will bo
withhold from tlm amount of ail paymeuts on ac
count thereof as collateral security: to secure its per
formance, uml not In any event to bo paid until it is
in all respects complied with ; eighty per centum or
tho amount of all deliveries made will be paid by tho
uavy agent wilhlu thirty days alter bills, duly au-
tbouticatod, shall have been presented to hlin.
Blank forms of proposals may bo obtained on ap
plication to tho navy ogeuts at Portsmouth, New
Hampshire, Boston, Now York, Philadelphia, Balti
more, Norfolk, Pensacola, aud at this bureau.
A record, or duplicuto of the letter informing u
bdder of tlm ucceptuuco of his proposal, will bo
deemed a uotitk-niion thereof, wilhlu tlm meaning of
tho act of 1840, aud ids bid will be mado aud accept
ed lu conformity with this understanding.
Every offer made tuustbeuccompuuled (as direct
ed in the act of Congress making uppropriuliou* for
tho naval service of 1840 ’47, approved 10th August
1840) by a written guarantee, signed by one or more
responsible persons, to tlm otfocl tliut ho or they
undertake that the bidder or bidders will, if his or
