Remark, of tho Northern Press
upon Hr. Herbert.
There it no greater evil at the present time
exiitlng than the license of the Northern Press
in regard to certain matters.
Upon the moat meagre telegraphic dispatch
es they Indite the most dcnunciatoiy articles
upon any subject, however important it may be
—they seem with blinded zeal to strike right
and left upon any side of a question which they
may esponse. They brand every one as a thief,
robber, or murderer, and record It In their jour
nals with the same nonchalance that they weuld
a rise in the pork market, or the arrival of a
steamer from California.
Such baa been the handling that the Hon. Mr
Ilerbert has received generally from the North,
era editors. Upon the moat Imperfect accounts,
and with none of the testimony before them, he
has been branded as a scoundrel, bully, black
guard, and murderer. They never appear to
suppose for one instant that public rumor can
be wrong. They, care not what blow they In
flict on the Individual himself, or if he have a
family, they ruthlessly trample upon the feel-
ings of social Ilfo—no pity or sorrow for the
anguished hearts of a tender wife or loving chil
dren ; he must be sacrificed unhesitatingly to
the oraving appetite for novelty and abuse.
Tboliberty of the press Is, of course, that for
which we would all bo ready to lay down our
lives, yet we think that it should bo a reason,
able liberty. One paper has gone so far as
to say that although, it is not in favor of oapitsl
punishment, yetthat be mast be sentenced to
the next worst punishment known to tho law,
and instantly expelled fbom Congress.
The true secret of the whole matter is this:
With certain of the presses in that region the
great point to be established lathe fact, 1st,that
the offender is a Southern man, nnd 2d, that he
shows a pistol or other weapon.
The advocates of Sharpe'srillesontheplaluB,
cannot bear the idea that any one should use
a weapon in self-defence. They have no objec-
tion to see Sheriff Jones shot in the back at
night in Kansas, hut believe that In the clearest
ease of self-dofence, a member of Congreee,
when attacked and beaten by half a dozen men,
(and for some little time, teo,) should not, in a
fit of desperation, defend himself.
The strongest part of the testimony against
Mr. H-, Is this: he had a pistol on his person
at the time, showing that It was his practice to
carry concealed weapons, which would appear
rather undlgnllled in one of our legislators.
No one can be more opposed to this practice
than we are; no one, as a general rule, can look
upon It in so despicable a light. The man who
carries offensive arms upon his person, usually,
is the most harmless of individuals. Yet the ef
fect of hla example Is sometimes accompanied
by the most disastrous consequence to others.

We have had rather a dry and backward
Spring, with but little frost, no little that our
prospect Is quite flattering for an abundant crop
of fruit of all kinds. Our wheat looks badly,
the intpurallelod severity of the winter destroy*,
ed all that was sowed in the red soil, the only
fields that will make anything like an averago
clop, are those of a sandy soil. I do not think
that more than a fourth of a crop can bo realis
ed; a great many fields have been ploughed up
and planted In corn, aud I see many othera that
cannot make more than the need. Our oat crop
looks finely. The weather lias been rather dry
for cotton nnd corn to come up well. Within
the past few days, we have had rain liialnui-
daucc, alnee which time cotton und coru are
coming up finely, though the weather has been
rather cool since tho rain lor either to do well,
aud If It should continue cool many dnys. It
will materially Injure the crops of all kinds.
Politics seems to tie quiet. All parties are
waiting to see the result of the Cincinnati Con-
vent ion, nnd all are agreed un one thing—that
is, that they will support no man for President
that Is not true to tho South, which is the only
Important issue with us at this time, all others
being hut side Issues; and if a man that the
South can rely on is presented by tho Cincinnati
Convention, one that wilt enforce the Monroe
doctrine, nnd is known to bo In favor of Wal-
kcr'a government, he will get the united sup
port of Cherokee, and Ibelievo.tlie entire South.
Men, nut platforms, are what we want now.
Should that convontlou full to give us such a
man, I think It tho true policy of the South to
sec to it that Buch a one is In the field.
The mineral region of our county is be-
gluing to attract attention, and companies are
forming tor the opening of those hidden mines
of wealth; and when they are once fully devd-
oped, this will be one of tho most desirable
regions of country fn tho world, the Csuton
Mining company I understand are succeeding
admirably, the ore is rich lu quality and inex
haustible in quantity r
Tho water pow er of this section is surpassed
by no country in the world, and it ahould be,
what nature intended it to he, a mining and
manufacturing country.
Five miles from this place, are situated Row
land Springs, which afford the best Chalybeate
water in the United States; they are situated in
a fine healthy mountainous region of country .In
terspersed with flue water courses, which are
literally alive with Osh, and small game is abun
dant in the forest.
The accommodations are ample nnd are of
the boat character, for at least fifteen hundred
or two thousand visitors. No pains or expense
has been spared by the enterprising and gentle
manly proprietor, Mr. Rowland, to render all
that may wish to spend the summer here, as
comfortable as they can be situated at any oth
er watering place In the State. The Springs, 1
understand, will lie opened nt the usual time,
for the reception of visitors, under the Immedi
ate care and supervision at Major Rowland him
self, aud no one, t am satisfied, that vlslta those
Springs, and sees the advantages that are com
bined to make it a pleasant retreat, will be din-
posed to look any further. Srldon.

We do not know who to commcud to
them for their necessity, except the man

hard hearted philosopher would do, as he
does not quite answer to the description of

many, who have many of tho seraph quali
fications, but none combines all. For ins
tance, Greeley looks like a yellor covered
seraph, laded and swelled with too much
washing. But his conversation is not
heavenly, but the opposite; and the lyre is
his favorite instrument, aud uot the harp.
Jack Hale might set up for “a glorified
spirit," but as his pockets are filled with
coppers picked up in the lobbies, he can
not do more titan sot up—lie cannot rise
to tho blue Empyrean. Then who ever
heard of such a seraph, with such breeches
pockets, and coppers in them?—Albany

Great Rise in the Upper Mississippi.—
The St. Louis Intelligencer, of Thursday
last, soys:
The Upper Mississippi is risiug very fast
from St. Paul all the way down, and as we
learu, overflowed its banks In all the low
places, doing great damages to the growing
crops, besides floating off immense quanti
ties of wood piled 'along the bank' for the
use of steamboats”

Omnia Vincit Labor.—The Duke de
Broglie, upon his recent reception into the
French Academy, closed his address with
au anecdote as instructive ns memorable:
'The Emperor Sevcrus, an African sol
dier carried by glory and fortune to the
throne of the Ctesars, surprised by death
at York, where he had come from the ex
tremities of Asia to repel mi invasion of
the Caledonians, said to the friend who,
leaning over his couch, sustained his fall
ing head, ‘I have been every thing, nnd
allure whorthless;’ omnia fuiet mail ex-
pedit; then, seeing the centurion enter the
room, rose in his cojjch, and said to him
with a firm voice, 'Laboremus'—Let us
work. It was his last word. Let it be
mine to-day; let it be the motto of all so
long as we live, and are able to lift up a
voice which the country may hear.”
Our Harbor Improvements.
We are somewhat astounded to find in the re-
port of the Senate debates of Tuesday last, the
i2tb Inst., the following words attributed to
Senator Butler, of this State;
“I do not believe that any appropriation of
money to dredge out the channel of Charleston
has done any good. 1 believe that the winds of
heaven will blow the sands Into the very place
from which the dredges of the contractors navo
taken them out. I think the same thing in the
main of the lakes. I doubt much whether this
whole attempt to regulate waters by the appro
priation of money ia net of doubtful expedien
cy, without touching the question of constitu
tionality. So far as regards lighthouses and
similar appliances, the question Is a different
one. They have always existed throughout the
civilized world.”
Fortunately for ns, however, the tidal waves
and currents that operate in modifying the con-
ditiou of oar harbor, do uot deposit their sands,
according to Senator Butler’s belief, but seem,
on the contrary, to agree In a drifting tendency
more favorable to the interests and wants of our
commerce. We submit with nil deference to a
Senatorial belief, that on a question of physical
observation and survey, tbo reports of a Bache,
a MaQltt, or a Davis, as taken from aotual sound
ings, are the most reliable evidence, and from
hese reports wo havo been fortified in a conclu-
sion directly tho reverse of that which is inci
dentally maintained by Senator Butler. No
loots or propositions in the whole range of hy
drographic survey are better established than
there—that a natural tendouey is at work Im
proving the condition of Charleston harbor, so
far, at loost, as the Important outlet, the Mafflt
change!. Is concerned, and that the improve-
ment of tho harbor may be accelerated and
perfected by proper measures under nppropria-

Letter from one of Buford's Men.
St. Louis, Mo., April 23,1856.
Gentlemen .—The Oceana, with her men, ar
rived here safely on Monday evening and yes
terday, at 5 P. M. the America, reached her
wharf—so that wo are all here at last. Some
three or four of the men are sick, and I am
pained to say that Mr, E. P. Grimmer, of Open
Pond, Henry County, Ala., died last night at 3
o'clock. He was in feeble health when lie join
ed us at Eufaula, and had chills along the route;
was Imprudent, I have uuderstoood, In eating
fruit as he catne up; and this, with the river
water, induced the diarrhoea, succeeded by
pneumonia—which last disease hurried his case
to a fatal issue, notwithstanding the constant
attentions of Dr. John W. Jones, jr., of Auburn,
Ala., and also one of the most eminent of the
medical faculty, Dr. Seeds, whom we called in
here.
His friends will be consoled to hear that all
was done for him that could be; and if this
should ever meet the eye of his mother, who, I
understand, lives in Halifax, N. G\, let her grief
be soothed by the assurance that, though alar
off In the land of strangers, her son received
from his comrades all the assistance that kind
ness could suggest, and all the tenderness that
a brother's hand could bestow.
We have been kindly greeted here by many
ardent Southern men: and, indeed, the Interest
iu the cause of the South seems to me to in
crease as we go North. The lint man I saw on
lVecsoil, in Cairo, III., was talking strenuously
in favor of having slaves in that State.
Major Foreman, a gentleman who has lived
inKunsas for 21 years, and a member of the
last Legislature of the Territory, is here to
meet us. He gives & decidedly encouraging ac
count of tho prospects of the South for Kaunas.
We had heard afi-aioug up the river that there
was an enormous emigration from tho North
pouring in daily, and that every steamer was
black with abolition emigrants. This, Major F.
assures me, is a mistake. lie says there were
two Northern emigrants last year where there is
one this year.
That the boats aro crowded, but that they go
up the coast to Iowa and Minnesota, where they
can have quiet times. He said, furthermore,
that many of those emigrant Aid hirelings who
went there last year to vote against us. have
been selling their Sharpe's rifles at from $12 to
$15 a piece to buy something to eat! He con
firms the account which we have heard of the
fertility of the soil, and the demand and high
price tor labor—says that they employ South*
era mechanics to tho exclusion ofNorthera men,
and that any Southern man who can drive a
nail can get (2 a day as long as he wants to
work. Blacksmiths and shoemakers more par
ticularly are in great demand. I have also met
with another man of tine sense, and a resident
of the Territory, who without any knowledge of
what Mgjor Fercman had told us, confirmed all
he said, und assued us that Kansas would most
certainly be a Slave State. Glorious and wel
come news Knot too good to be true! They
estimate Buford's enterprise most highly, and
regard him as the grandest and most valuable
friend of Kansas iu the whole South.
Forty-two Georgians went up tho river the
other day, and some are coraiug every week
from South Carolina.
Bacon Is plenty and declining, and corn
abundant,at 30 uents a bushel.
This Is a great aud growing city, having,’b;
a census lately taken, 130,000 inhabitants,
never saw the streets more crowded—even iu
New York—and tho levee is swarming with bu
sy people, and piled high with merchandise of
every description. But they say that the activ
ity is unusually great in consequence of the riv
er having been so long frozen. Vegetation is
not near so much advanced here as when I left
Barbour three weeks ago, and tbo forest has the
have aud wintry look of January.
We all start at 12, M., this day. oil hoard of
the Kuystone, for Kansas City, whence proba
bly I will write to you again.
