ington Union upon the rejection of Parker H.
French, and the probable rejection of Padre
Vigil, for the same reasons. The telegraph has
announced the recognition of the latter, and it
Is to be Inferred that he has completely satisfied
the administration upon the score of the acqui
escence of the people of Nicaragua.
We give room this alteruoou to our correspon
dent “ William Mason.” Ho is not unknown to
tho reading public by some former correspon
dence In the Macon Telegraph.
Communications.
Messrs Editor*:—A correspondent of the
Republic™, “ Aitahaha," under date the lOtb
hut., sets forth a bill of indictment against Ur.
Pierce and (lea. Cass, and endeavors to height
en the effect of his attack by reciting the praU*
caof Mr. Fillmore. He hsa, however, forgotten
two memorable passages In Mr. F.'a Ufa, which
will no doubt swell the catalogue of his virtues.
1 will endeavor to supply the omission.
Millard Fillmore rose to eminence by pander
ing to the fanaticism of Free Boilers and Aboil-
tionista. Having attained his object, ho broke
his pledges, and was bias to the Instruments oi
his elevation. “We loved the treason,” but
cauuot help reflecting that he who la traitor to
one party, will be false to another under any
dictate of Interest.
Millard Fillmore branded American citizens
with the foul appellation of “outlaws and pi
ratea” he quietly folded his arms and saw mere
than fifty of our countrymen cruelly butchered
and mutilated without the thadow of a trial,
and outraged the national dignity and honor by
e total disregard of a flagrant insult offered to
our flag. He tied the hands of our consul at
Havana, Allen F. Owen, and when he saw the
heart of the whole nation aroused to a sense of
the Injury, with an unmanly and dastardly cun
ning, he endeavored to fix the odium on the
head of Ur. Owsn, whose hands he himself had
bound. Owen suffeied and died, the victim of
a broken heart and of a cruel and unjust accusa
tion; but the people were not to bejdecelved and
they will remember the man so reonant to his
high trust

This Is the first time we have ever heard the
Ingenious theory offered that political conserva
tism depended upon the price of sea Island cot
ton. If these premises be conceded, the deduc
tion mutt follow, that should this article of pro
duce ever fall to one centaponnd, conservatism
and the government most perish together. It
may Increase our respect for the cotton market,
but says little for the patriotism of the planters.

Extract from a letter addressed to one of the
Professors of the Savannah Medical College by
u graduate of the hut.session: *.
"Tho mote I see In the hospitals here (Phila
delphia,) tho more I have gratefully to acknowl
edge, what a great advantage we had in Savan
nah over tho students here. They are notallow
ed to make any examination, nor to practice
either hand or ear, and often I feel compelled to
tell my friends, that I am very glad I remained
hut winter In Savannah.
When yon ms the other professors of our
College please remember me to them, and
repnttotbem once more my sincere thanks
for all the kindness they have shown to me.”
We are so much In the habit of undervaluing
everything domestic, and In an equal degree
overrating everything foreign, that It la well for
us to be reminded that somethings can be done
at home quite aa well, If nobbetter, than they
can be abroad.
The above extract proves that It la not only
not necessary for students to go North for the
purposes of education, but that they can be
furuished with superior advantages at their own
doors—^that they can obtain better cliulcal In
struction from teachers better acquainted with
the diseases Inc.dent to the region where they
expect to live and practice. It proves that Sa
vannah contains an Institution, which, although
in Its Infancy, will bear a very favorable
comparison with its older contemporaries
in other places. That It is quietly and honestly
effecting the purpose for which It was Intended
by Its founders, and that Its future prospects
are as flattering as its wannest friends could de
sire. Anil we feel that we can Invite with con
fidence to Its halls, alltraelovorsofsciencewho
are In search of thorough, practical knowledge,
not merely a diploma assuring them that dull,
geuce and Industry on their part will not be dis
appointed.
The profsasors have now bad the experience
of three sessions—and wfil lie better prepared
than ever to commence the fourth In November,
U with a confidence of their ability to redeem aU

Some mouths ago, our renders aro aware, the
present Revolutionary Government or Nicaragua
llspatched and commissioned Mr. Parker It.
french to aerve as a Minister of that country

alleged complicity of this personage in those
movements which hnd resulted In the overthrow
of tho established Government in that State,
together with the unsettled condition of public
affairs under the new Rlvas-Wuiker administra
tion, was thought to fhmlsh nmplo Justification
for tho conduct of our own Government inre-
lUslng to receive Mr. Frcuch, uud In declining
to recognize tho existing authority in Nicamguu
as being In any proper sense a Government oi
tho people, or as possessing that stable and sub-
atantive existence dr facto which, apart Rom
oil considerations of just right, might ho held to
authorize its reception luto tho family of na
tions.
Ill confirmation of this statement we need but

It will be perceived that tho refusal or the
President to receive Mr. French is based upon
the fact that there seemed to be uu such "tic-

erumeut iu receiving "uuy ouo” from the Rivas*

Our reader, are also Informed that a native
citizen of Nicaragua, iu the person of Padre
V^il, has beeu commissioned by tho new Gov
ernment to act aa Ambassador to tbo Govern
ment ot the United States, aud that he Is now
claiming to ba received by tbe President tulhls
capacity. Wo ura nut advised us tu tho grouuds
on which the administration of Rivas uud Wal
ker uow urge tno reception of a Minister alter
uavkig been officially reformed by the Presi
de ut that uo such Minister could bo received
until, by tbc ucquieseuco of the people of Nic
aragua iu tlu present condition of iu political
affairs, there should at least no some premise ut
tuat stability In its iuternal polity whieh be
comes most indispensable to a Revolutionary
Government, as cuustitutmg its solo plea for uu-

Wo are not aware that uio present circum
stances of tbe "case” afford any evidence Ibst
me I’.iv.ts-Wulheradmiuutiatiuub-'aeqiiiesjed'
iu by tbo people of Nicaragua. Certain It Is
that the urmy of Gen. Walker is almost wholly
recruited man “the Aniericaos,” aud not from
Uis natives of the country, which latter seem to
uo the mere auxiliaries of the former, instead oi
occupying their prop reposition uuder what ns-
,umes to on tbe Supreme Government of M<co-
ragua. Nor do wo see any evidence or “so-
quiescence” lu tho authority of the Rivas-
Welker administration lu tho met that it is uow
compelled to resort to forced leant We tbe sup
ply of lb army.
If, then, the present aspect of Nicaraguan
affairs preseuts no sign of popular odhesiou to
tbs Govorumcut, still less, it uppesreto us, can
it be said that that Government affords a ra
tional premiss or stability, when, iu addition to
disaffection at home, It Is beset by enemies Iran
abroad, and Is uctuaily threatened by a hostile
league or other Central American Slates,whose
mdependsnee uud luteruul polity ura menaced
by a similar luvaslon of military adventurers,
ready to follow the beck of any Ihetlon in the
several States who may iavite them to iuterpose
in other portions of tno isthmus as well os In
Nicaragua.
We should hope, therefore,—Indeed, we oan-
not doubt—that, under these circumstances, our
Government wlU still follow tbo line of polioy
which It has already marked out forltsguidunco
in the letter of Mr. Morey to Mr. French, uud will
await tho progress of events, uutllat least the
power of tno Rlvas-Wulkcr government has been
consolidated aud established in Nicaragua. This
Is a requisition which, since it is demanded of
all new governments before their ofilelal recog.

While It Is quite true that the United States
have made it a principle of their publtoluwto

ing Into tho legitimacy ot lb origin, yet it Is
equally true that before sach official recognition
they hove demanded satisfactory and convinc
ing evidence that the new Government possess-
edthe elements of nationality sad oi a pre
sumptive permaacnco sufficient to entitled it to
a place by the side of other established Powers.
Both these csseutial elements—nationality os
well u» permanence—seem to be wanting iu the
case be lore us#
A wise discretion Is needed in tbo application
of any principle of public law. It la not every
political organization which is authorized to
claim immediate recognition as a dt facto Gov
ernment, simply becuuso it boa succeeded in
overthrowing u Goverment previously establish
ed. Not to revert to tbe history of the events
connected with the recognition by tbe United
States of the independence oi the tSpuulsh Am
erican Republics, of which Nicaragua formed
apart, wa need but advert to tbo conduct of
our Government with regard to Hungary, when
a few yean ago, that country threw off the au
thority of Austria, and tor a time maintained a
defacto Government, independent ot the Aus-
trim Emperor.
The administration, at that period, while rea
dy to concede a prompt recognition of Hunga
rian Independence, was also prudent enough to
wait lor ouch an assurance of stability iu the
new Government of Kossuth as wuuld author
ize Its acknowledgement us a member of the
I'umily of Nattous. With what becoming re
serve nnr Government then acted wo need net
represent. Tho course of eveats sufficiently
proved that the port of prudence was also tuo
part of wisdom.
And If such prudence Is commendable In tho
official recognition of any new Government, it
would seem to be reudered absolutely impera
tive on the present occasion, wneu uuy precipi
tancy or conduct would subject us to it jurlocs
suspicions ou the part of otner nations—suspi
cions rendered only tho more flagrant by an in
decent baste, In sucb marked cuntraat with ear
course towards other Rowers which have pos
sessed a dt facto Government uurccoguizcd by
th* United States for a much longer period than
Nicaragua. ....
It seems to be Imagined by somo that we aro
compelled, according to the principle or our
Government in its lutereourae with foreign na
tions, to recogulze auy and every power which
may exist in lact. Such, however, is net the
esse. Our Government reserves to itaeir a dis
cretion in tbo application of the principle which
it propounds us tuegsnorsl rule of Its conduct
towards new states uud revolutionary govern-
meoU.
