out in tho forestay or said ship Elizabeth; that about
eight o’clock on tne night of the said fifth of April,
whilst tho sold ship Elizabeth was so lying at Venu3'

time jurisdiction of the District Court of tho United

lowed to contract for ordolivor rations lor tho crew,
or fuel of a light-vessel, nor to bo interested in such
coutract.
No contractor, superintendent, or inspector will
be allowed to change tho purls ot'tlie ration, nor tho
times that may bo determmod upon for Urn delivery,
without authority ofthe Bourd.
All tho articles constituting tho ration for tho crow
of light-vessels will bo examined, uud their quality
approved by tliu superintendent, or the Inspector of
Urn district, or by such other person as may bo as
signed to perform that duty ; and no bills will be
paid for rations uud fuel which are uot accompanied
by receipts duly signed by the respective light-ves
sel keepers for the dillbrent articles constituting tlm
rations for tho crew for each quarter, and separate
receipts for tlio kind unil quiddity of fuel delivo
