In the House, on a motion to declare the chair vacant, the cry of “ayo” rang through the House. Thirty or forty members rushed toward the chair, but were checked by a number of persona who mounted the platform from the Speaker’s private room. Speaker Carter declared the proceedings revolutionary. The Warmothitea claim six majority against Carter on test questions. The excitement in political circles con tinues. Alter the House adjourned yes terday, the War moth asserted that Speaker Garter was surrounded by an armed mob. The men, about 15 in number, who suddenly appeared yester day on the platform, in the rear of the Speaker’s desk, certainly checked a con templated movement to put Carter out by force. To guard against the influence of such parties 200 Metropolitans were ordered on duty, at Mechanic’* Institute, early this morning, and a detachment of the City Guard (military), is said to he sta tioned in supporting distance. It is stated that the Corterites last night called npon Gen. Emery for troops to be used if emergency required. At 0 o'clock this moruiug, about two hundred colored troops, with two Gatling guns, marched up from the barracks und were stationed in the Custom House. The factiooH, therefore, anfUlxmt equal ly matched as regards force. The Times reports the following: “AlTaira at the State House are in a fe verish condition, but there is no indica tion of violenoe. Early in the morning a large crowd gathered around the build ing, and among the rest, the members of the Metropolitan police, in and out of uniform. The door leading from tho ball in front of the Senate Chamber to tire yard, was closed ami guarded by a half dozcu Metropolitans. The police were stationed at ther'dab* of both House and Senate, and a squad was kept in readiness in the main entrance. The Crescent City Chib were also present iu force, and by 11 o'clock the hauquette and on each sidelof the street were idled with men. Lobbyists appeared busy even on the streets, and much discus sion arose over the proposed contest. Many stated openlv that i event! more members b*d borti bought for the War- motli side, ond it was asset ted that one (specially, whose name was given, re vived $10,000; but not being coguoaant of the facts given, the statements are heresay: The Speoker’of the House spent most of the forenoon in the Custom House, and at half-past 11 o’clock reached tho State house. Gov. Warmoth was al ready there, but they did not meet. A number of opposition members, most of them colored, quickly followed, and with great difficulty forced their way through, over the crowded lobby, into the Hull of Representatives. The gronp still continued, when about a quarter to twelve o’clock the general attention was attracted to two carriages which drove up to the State House. Tho inmates of the ve hicle at once walked into the Governor’s office, and a small knot of bystanders followed. To the question of “who issued the writs?” he answered “Commissibner Wooifly.” The Governor was then lmudcd a war rant for his own arrest, and informed by the Marshal that it was not proposed to tuko him, but simply to request him to appear whon notirted. The Governor said he would be happy to accompany them if ha dfisirtd it; and the Marshal replied that such was uot his wish. He stated, further, that he did not propose to use force. Gen. Barber, he asserted, has refused to accompany him to Uie Commissioner’s office, but he did not intend to force his attendance. Thanking the Governor for his desiro to see the law executed the Marshal with drew, aud, with the parties accused, wt re driven rapidly to the Custom House. Superintendent Badger, who wus also arrested, went with Gen. Campbell and Capt. Flanagan iu a cab. Tho arrests wcfepiude in the quietest manner, and ifew ift the crowd were aware of what had been done until some minutes after the parties had driven oft'. Subsequently, at 12 o’clock, the House was culled to order by Speaker Carter. Ad attempt was made to break ft quorum by the Warraothites retiring, but it was unsuccessful—fifty-three members .re maining, n« appeared by a call of the House. At this time the utmost excitement pervaded both inside and outside of the Chamber, though unattended with any violent manifestations. Edgeworth, that they have, iu the city of Kew Orleans, on tlie 1st, 2d or 3d day of Jauuaiy, 18T2, made an unlawful combination and conspiracy in the State of Louisiana of a secret char acter, for the purpoao of obstruct ing and hindering the execution of the laws thereof, and also those of tho United States, the purposes of the conspiracy being to deprive Rep resentatives of the General Assembly of the State of Louisiana, both in their in- dividuifi and reptqseutative character of their rights, privileges and immunities os such under tho laws and Constitution of the State of Louisiana, and of tlie United States; that the constituted au thorities of said State are unable, in fact unwilling, to^protect them in the enjoy- meut thereof—thereby denying to said citizens and Representatives equal rights under such Constitutions and laws; that by means of the said conspiracy said parties have taken violent an 1 illegal possession of the hall of the House of Representatives, have attempted violent ly to eject the Speaker of said House, and have been engaged in bribing and corrupting divers members of said House, and have used and are uoing means of intimidation, to deter others from dis charging their duties and to incite riot; all against the plea and dignity of the United States. In a short time they commenced to eomein crowds of one and two. At 25 minutes post 12 o’clock the Governor en tered the court room, accompanied by a Deputy Murshul, und was loudly cheered by ihoso assembled, and cries of, “ Call the Senate to order,” “We have a Gov ernor,” “God for the Governor.” The Governor looked around nnd cried, “Order, gentlemen, order.” Tho uproar subsided and the Governor took a chair, all the rest flocking around him. Considerable inquiries were made as to what is going to be dono in this cose. After oonaulting with the District At torney, he said he would acoepft the bail. The names were then called, and the following named persons wore found to be present: Henry 0. Warmoth, Hugh J. Campbell, A. B. Harris, W. B. Bar rett, A. L. Barbel 1 , E. W. Dennis, Peter Harper, W. H. Harper, James D. Hous ton, Capt Plannegan and A. S. Badger. They were all released on $500 bail to appear when cited—Warmoth on his own recognizance, and the rest on the bond of Joseph Hernandez and H. A South- worth. Iu the House, on motion, the seats of tho following members were declared vacant: O. iL Hempstead, of Iberville; Chiu*. Able, nnd D. Cazy Stanton, of Bossieur. The following were seated: H. G. Destond, of Iberville, and Prat I aud Scanlan, qf Bossier. The report of the Committee on Elec tions, which was adopted, unseats Me- Laaoliniere, of St. Martin,, and scats Castle and Neven; unseats W. Wreland y of Sabine, and seats J. A. ■Smart ; also unseats L. D. Somer, of Arocelles. Those unseated were Warmothites. Those seated are opposition—four Re publicans; Oonaervative onlvone. New members were qualified nd the House adjourned to noon to-morrow. The proceedings were disorderly. The Evenirtg Republican claims that tho action of tho House to-day was ille gal, a* there was no qaorum, there being only 51 members present, including the Speaker. The Speaker was authorized toappoiut a sufficient number of Deputy Sergeants- at-Arms to protect the House ami pre serve order without the presenco of the Metropolitans.
