Receipts at all ports for the week, 88,-
96G bales, against 80,230 last week; 02,-
688 the previous week, 120,813 three
weeks since. Total receipts siuce Sep
tember 2,001,196, against 2,653,330; cor
responding period previous year,showing
a decrease of 563,143; exports from all
ports for the week 70,450, against 75,185
same week last year. Total receipts for
the expired portion of the cottou year
1,152,074, against J,570,333 same time
last year. Block at all ports 569,939,
against709,038 samedatelast year; stock
at interior towns 88,057, against 123,897
last year. Btock of oottou in Liverpool
635,000 against 750,000 last year. Amer
ican afloat for Great Biitaiu 208,000
against 295,000 last year. Indian cotton
afloat for Europe 260,000, against 143,-
495 last year.
Cotton declined early in the week, and
the market was dull, but later the decline
was recovered and business more sotive.
The sales for the week reached 106,000
bales, of which 96,500 were for future de
livery, and 9,600 on the spot and to ar
rive. Of the spot cottou, exporters took
about 8,625 bales, spinners 3,6fi0, and
speculators 376. ^

Washington, February 18.—The select
Committee on affairs in the late insurrec
tionary States will have a meeting to
morrow and agree finally upon their re
port, which will be presented to both
Houses of Congress. Care bus been ox-
ercised to prevent its premuturo. publica
tion. Notwithstanding this, it is knowu
that the minority assert, that it is proven
by witnesses, that the Ku-lClnx originated
in 1868, and that it was organized for
political purposes. They do not, how
ever, deny tnat there is much bad Gov
ernment in the South, but attribute this,
in some respects, to the failure of promi-
nant white citizenes to tako any part in
politics, They think that there should
be a removal of political disabilities, but
excluding from the benefits of all distin
guished criminals who have taken part
in opposition to the Government, and
also those who have occupied office not
withstanding their Constitutional dis
abilities.
The majority, it is said, exposes what
they term the scalawag, carpet-bag and
negro governments of tho South, apd
show the largo increase of debt while
they, like harpies, seized upon the
property of the people. ^ They deny that
the Ku-Klnx was organized for jKilitical
purposes, but os a means of protection
against armed negroes, thieves and other
classes of offenders. In no ono of the
six States—North and South Carolina,
Georgia, Alabama,Florida and Mississip
pi—arc the Ku-Klux in oue-tcuth part
of any Stutc. No people on earth were
more patient under wrong.
The minority also oomment severely
«pon the President’s suspension of the
writ of habeas corpus iu South Carolina.

SENATE.
The majority and minority Ku Klax
reports were presented to-day, and or-i
dered to be printed.
Tho majority report, in connection
with the extension of the suspension of
the writ of habeAs corpus, recommends
exceptional general amnesty. The re
port recommends the extension of the
suspension until the end of (he present
Congress.
The disousaion of the sale of arms to
France was resumed and continued until
adjournment.
The debate was very bitter iu tone.
Cockling spoke three hours, defended
the Administration in everything, and as
sailed Sumner aud Schurz with greet bit
terness. He charged Schurz with fur
nishing ammunition for the Democrats.
He said 200,000 copies of this nnd other
independent Republican Senators’ speeoh
es were circulated bv the Democrats iu
New Hampshire, and more prized than
regular Democratic documents.
He clmrged him and Sumner with a
conspiring to malign the President and
with being willing even to disgrace their
oountry if it would aid them in injuring
Grant. He charged them with holding
nnauthorizable communication with
French Agents, and communication with
Foreign Governments or Agents as a
misdemeanor. He read from a German

The bill abolishing the duty ou tea and
coffee was passed over by a vote of 53 to

minority report was presented, but was
not received, by a vote of 60 to 130, not
two-thirds—becauso it contained phrases
that were disrespectful to the President.
But, afterwards, on consideratiou that it
should bo pruned of offensive and un
parliamentary phrases, it was received
without division.
