Judge Davis telegraphs to the Presi
dent of the National Labor Convention:

The diplomatic and consular appropri
ation bill was considered.
Mr. Voorhecs opposed an appropria
tion for u consul «t Havana, and charac
terized Spaiu us being u brutul und
bloody power. The Cuban people, he
said, were revolting, supported by the
sympathies of the people of the United
States. Mr. Voorhecs favored the recog
nition of Cuban independence, saying
there was not a foot of hor soil subject
to Spanish bayonets. He said ‘be Span
ish authorities had treated the American
name atad and authority with sovereign
and unmitigated contempt. While Peru
acknowledged the absolute independence
of Cuba, and while'hcr belligerent rights
had been acknowledged by Chili, the
United States of Columbia, Bolivia, and
even by poor disordered Mexico, the
United States wus the only power, recog.
nizing free institutions, in all the West
ern world, who had no kind word to suy
to tlft struggling people of the doomed
Island. This, the strongest and freest

>ar of our Lord one thousand eight hundred and
seventy-oue, tbe Uou. Beniamin Conlsy, then oxer-
rising tho executive powers of tbe Govsrnmout, Is
sued bis proclamation making known, in substance,
that, upon the petitlou of Henry Clews and Theo
dore Fowler, of the city of flew York, bankers, and
partners using tbe firm name cud style of Henry
Clows A Co., bo bed seised, and did thereby seize,
and take possession, for and iu behalf of tho Btate,
of the Cherokee Railroad, formerly the CartersvUle
and Van Wert Railroad, with all tbo property of the
said The Chorokee Railroad Company, formerly the
Cartersvillo and Van Wert Railroad Company, and
that he did thereby, as Governor of this State, place
the same in charge of Daniel 8. Printup, Esquire, of
Rome, Georgia, as agont or tbe State of Georgia,
with full power aod authority, ae auch agent of the
Btete, to take into hia possession all the property
aforesaid of the said The Cherokee Railroad Com
pany, to control and manage tho aamo in conformi
ty with tbe prayer of the aald Henry Clewa k Co.,
and In aocordeuce with the provision* of an Act en
titled "An Act to loan the irodlt of the Stele to tho
Oarteruvllte and Van Vert Railroad Company," ap
proved March 12, 1000; aad that payment might be
mado—after discharging laborers' Huns—of tbe sum
of six thousand one hundred and twonty-fivo dol
lars, semi-annual iuterest, duo September 1,1870, on
one huudred and seventy-five bonds of the aald The
CartersvUle and Yau Wert Railroad Company, num
bered from one (1) to one hundred and seventy-five
(173) Inclusive, each for one thousand dollars, with
iuterest ooupous atteebod, payable ae mi-annually,
on tbe first day of March and tbe first day of Sep
tember In each year, at the rate of eoven per cunt,
per annum, and which boude tbe said Henry Glows
k Co. averrod in their said putitlon wore owned aud

miles of aaid Retimed, and that each had endorsed
thereon tbe guaranty of tbe 8teto of Qoorgia for
the payment uf the priuripal aad interest thereof,
in accordance with the provinteue of Um Act

tcrsville and Van Wert Railroad Company," approv
ed March 1, 1060;

to aid any Company in wbioh there is not already
equal amount inverted by private peraoua ;
And whereaa, aleo, The Act entitled “An Act to
loan tho crodlt of (ho Btate to the Cartersvillo aud
Van Wert Railroad Company," approved March 1,
18G9, gave power to the Governor, In behalf of tha
State, to ondorso the guaranty of the State on tho
bonds of aaid Company only when and as sections,
each of five consecutive miles, commencing at Car-
tcrsville. had been completed and put in running
order, and tiieu only to the extent of twelve thou
sand five hundred dollars per mile of the sections
» completed aud iu ruuuiug order ;
And whereas, It appears from reliable informa
tion rocoived by me, that et the time tho guaranty
of the 6tete was lndorsod by Bufus B. Bullock, late
Governor, upon the one hundred and Mventy-flve
t>oudu aforroaaid fur tbe purpose of loaning tho crodlt
of the State to aid tha aaid Cartoravillo eud Van Wert
Railroad Company to tho extent of f 173.008, not so
much even as two thuueaud dollars had been in
vested iu tho said Company by private persons; aud
that not so much as one section of five miles of said
RitUroad had beon completed and pat in running or
der by said Company; and that the signature of aaid
Henry Clewa as Tr*aiurer*of said Company appears
on the face of tho said bonds, whereby he sUuda
charged with notlco of the Illegal aud unauthorised
Indorsement aforesaid. •
Aud whereas, The said Indorsements of guarani
made on the said bonds as aforesaid wero metis with
out authority of law, and aro In no wlao the aot or
deed of the State of Georgia, and there botng, In my
opinion, no good ami sufficient reason for allowing
the said Daniel 8. Printup to ooutiuue to havoor ex
ercise the power* of Agent of tho Hteto, conferred
upon him as aforesaid In the proclamation of tbo
Hon. Beujamin Conley:
Now, therefore, I, Jamkn M. Smith, Governor of
said State, do issue this my Proclamation, tusking
known that I have this day revoked and annulled
tbe power and authority conferred upon tbe said
Daniel 8. Printup under tho proclamation issued by
the lion. Benjamin Conley as aforesaid, and that the
aaid Daniel 8. Printup has been ordered and directed
to turn ovor all property of aaid Railroad Company
of every kind which may have come into bis poe-
session, power or control as Agent of the Btate afore
said. to such person or persons as may be lawfully
entitled to tbo possession of tho samo; and that tbe
said Dauiel 8- Printup shall forthwith dismiss any
and all suite, whether in law or equity, commenced
by him as agent aforesaid for th* recovery or main
taining possession by him of any property or effects
whatever of acid Railroad Company.
