The Prohibition Convention nomiua ted James Blaek of Pennsylvania, for President, and John ltussoll.of Michigan, for Vice-President Jefferson City, Mo., February 23.— The Republican Convention expresses confidence in Grant, but pledges the party to the nominee of the Philadelphia Convention. Indianapolis, February 23—Delegates to the National Republican Convention are instructed to vote for Grant and Col fax. Judge Davis telegraphs to the Presi dent of the National Labor Convention: Bo pleased to tliuuk the Convention for the unexpected honor which they con ferred on me. Trumbull, Morton and Nye occupying the day. The Semite adjourned until Monduy. HOUSE. The diplomatic and consular appropri ation bill was considered. Mr. Voorhecs opposed an appropria tion for u consul «t Havana, and charac terized Spaiu us being u brutul und bloody power. The Cuban people, he said, were revolting, supported by the sympathies of the people of the United States. Mr. Voorhecs favored the recog nition of Cuban independence, saying there was not a foot of hor soil subject to Spanish bayonets. He said ‘be Span ish authorities had treated the American name atad and authority with sovereign and unmitigated contempt. While Peru acknowledged the absolute independence of Cuba, and while'hcr belligerent rights had been acknowledged by Chili, the United States of Columbia, Bolivia, and even by poor disordered Mexico, the United States wus the only power, recog. nizing free institutions, in all the West ern world, who had no kind word to suy to tlft struggling people of the doomed Island. This, the strongest and freest country, with all its boasted power, leav ing the dogs of war rending the flesh and crushing the bones of their victims, was silent Mr. Garfield opposed the discussion of the question. Mr. Banks promised the House that the matter would soou come up in a shape upon which a vote could be reached.
