He denounced this as false in every par ticular, Mr. Stevenson, another member of the same sub-oommittee, also made some remarks on tho subject and, in reply to Mr. Van Trump, ho bore testimony to the great zeal, activity and energy ox- hibited by his colleague, and to his hon- orable and high-tninded conduct in the whole matter. Scott, from the select committee on Southern outrages, reported bills to amend the Enforcement Act and the Supplementary Civil Rights bill, which were read the first time. Mr. Bayard objected to tho second reading of the bills. He questioned the propriety of the reference of those bills to tnis Committee, which hod been orig inated for a special purpose, and, cer tainly. not to take cogmzauoe oT such matters os were involved in these two bills. He did not even know that these bills had been referred to the Committee until it met yesterday. The proper ref erence for these bills was to tne Judicia ry Committee. The Vice President stated that it was perfectly competent for the Senate to re- ’er bills to any Committee. Mr. Kellogg called up the House bill regarding the quarantine regulations on the Gulf and AUantio coasts, which passed, with the Senate amendments, and goes back to the House. Madrid, May 30.—At tho session of the Cortes, to-day, Admiral Topeto, Pre sident of tho Council, stated that the Ministry recognized the validity of the Convention mode by Marsbal Serrano with the rebels in Biscay, pardoning those who voluntarily surrender, and re quested tho members of the opposition not to interpellate the Government rela tive thereto. Upon this announcement, Zorrilla arose and moved a vote of cen sure upon Serrano. It is said this action will causo Marshal Serrano to resign his command. Later.—Notwithstanding the request of Admiial Topete in the Cortes that tho opposition should refrain from taking any action relative to tho indorsement by the Government of tho course pur sued by Marshal Serrano, hardly had the excitement which was caused by the in troduction of Senor Zorilla’s motion died away, when Sen. r Alartoa arose and pro ceeded to question the Government. The President of tho Cortes refused to answer. Senor Martos insisted on his a uestion, when the President declared le action of the Deputy was insulting to him, and left tho Chamber. Great con fusion followed tbe retirement of the President. The tumult in tbe Cham ber became general, and amid the din of voices, no Deputy oould bo plainly beard. Tbe excitemout over Serrano's goner- otis treatment of the insurgents is very great, and the stormy scenes in the Cor tes have served to intensity it. It is pro bable that tbe Marshal, with other Min isters who have aooepted positions in tbe Cabinet, will resign. Should tho King insist ou making Serrano Premier, as it is rumored be is disposed to do, in reward for his distin- guishod service in quelling tho Carlist insurrection, grave consequences are feared.
