A debate between the Demoethenean and Phi Kappa Societies of the Univer sity of Georgia, came off last Wednes day evening at the University Chapel, Ex-Gov. Chat. J. Jenkins presided. The debated question was, “ Should a repre sentative be governed by tne will of his oonstitnents ?” Affirmed by Phi Kappa’s, E. A. Angter, M. U Davis, Jaa. While- head. Denied, by Demostheneans, Ar thur Gray, Leonard Phinizy and ,Ohae. Harman. The question was handled admirably by both sides, bnt decided in favor of the negative. Gov. Jenkins complimented the constituents very highly upon their efforts. THE LEASE. The great argument for the Lease, is, “our or POLITICS." The Leases! are no politicians. There is no lobbying in their behalf. It has no finger in any political pie. It has nothing to do with candidate*—with the Preaa—with the Legislature. It is des titute of political influence and signifi cance. The above statement, made in •it cerity, would make a man the laugh ing stook of the politicians of Georgia. He would be taken aside and talked to, and hia greenness explained to him. The green may imagine that to be in tbs hands of Gov. Jenkins, would pat the nod “in polities.” While in the handed Ex-Gov. Content almost “to leap the life to come.” Stronger than habit—than life—than religion— power and gain accompanying the lease. What Kimball hath joined together, let no man rashly pnt asunder. Good for twenty years, or until death ns do part, and not a speck of politics in it. Where is the substance, and where is the sham, this one more time ? Does any intelligent man doubt that this is reaUy the head-centre of all polit ical manuvering in Georgia ? Can any man deny that it furnishes the choicest means and appUanoes for that purpose I This company has all the limited means the Governor would hare with the one road, andby its composition a vastly more extendedarea of patronage and power. ernor ever had such capital— such combinations extending lo the re motest parts of the State—of appointing power,and a thousand means of rewarding and pnniahing ? Here is a combinat ion of old politicians, withlrail road presidents, not responsible to their stockholders in this regard. What a monstrous political engine it can be! Who iB fit to be trust ed with it ? Are the leading, managing men—such as were never in politics? Has loss or change of office made them purer than our Governors ? In the name of keeping it ont, we as sociated it with stUl outlying forces in fhe eamp at Washington City. Snoh on of political corruption wSs never fore known in this country. BEAL VALUE. The lessees compare twenty years, in cluding war, the destruction oi the road, and spoliation, with twenty years of on- interrupted business. A well selected method of oomnarison. The right stan- dard of comparison was that attained rhen the road was in snooesafnl opera- ion. It is doing a larger business new than then. If its business falls off, the lessees can quit If it iuoreases, the State oou not rise in annual rent They give the estimates of Railroad men of its value for twenty years, as if ley were bound for twenty years. A fair lease would have brought more, even under unfair terms. More was bid. Bullock seems to have felt bound to give it to the “ lowest'’ bidder, and that bid was as low as even the unfair law allowed. How mnoh knowledge of the law of sales ia necessary to allow that the State had not a fair ohance, nor her oitizens ? Competition, it would seem, is not the Ufa of trade. Why all the lobbying now ? In the opinion of Kimball, Bing-mastsr, tbo bargain was so good, it was worth fraud to get it. Tho way in which, the lessees hold on to it—the fight they make over it, show their heaity appreciation. Tho way outsiders bid lor it against the op position oi terms and officials, showed what they thought. Were it put up now, with an honest Governor command ing the publio confidence as Governor Smith does, this very oompany would pay more for it, and other companies, by their competition, carry it to its true value. An auetion, not opioions of experts, is the mode of testing that value. Other companies offered more at the time, and this oompany moves heaven and earth to keep it at the price. They are doubtless led as to its value, and the way they struggle for it could not fail to impress bidders, hail they another ohance. THE WAX TO DEAL WITH FBAUD. Bring it before the oourts. When yon find some, keep aearohieg. Bo sure yon have not found all, for it ia its nature to hide, and its misfortune, that the laws of the universe fever honesty. In the oourts, press the investigation, shake tbs bushes, startle it, stir it np, gather the scattered straws; seek end ye shell find, knock and its doors will opeo.” Find the substantial merits of tho esse, end then push on after the teohnical.
