are reserved, secured and guaranteed uu
der the Constitution of the United States
to the several Statee of the Union; and that
too, not “subject to any solemn Consti
tutional obligation upon the part of the
Federal Government” of any kind what
ever; but on the oontrary, the Ftdtral
Government is under a solemn Constitu
tional obligation. not to interfere in these
matters in any way; and when it does so,
it becomes a usurper of power, an oppres
sive tyrant and an enemy to the liberties if
the country.

ment led by the moet “illiberal” of the
Radioal Party from Ur. Greeley and
Snmner down to Julian of Indiana.

Air. Sumner’s Letter.
In our last issue we published a por
tion of that moat significant production
of Hon. Charles Snmner, written on the
30th July last. This ws did at the re
quest of some of our reader?, many of
whom, no donbt, have never read it.
Ur. Bumner is now recognized as the
leader of the Democracy, so-called, in
Uassachusetts—that is, the Democracy
of the Greeley Baltimore Convention
stripe. He has been nominated aa
their candidate for Governor; and
our Georgia friends who support Ur.
Greeley aud still oall themselves Demo
crats of the same Baltimore Convention
stripe, would perhaps do well to read
and duly consider, not only this ltlter of
Mr. Sumner, bnt also what the New York
Tribune, (Ur. Greeley's paper,) says of
this great Chief in the^ coalition ranks.
In speaking of Ur. Sumner’s nomination
tor the Governorship of Massachusetts,
the Tribune says;
“It is not often that a great movo-
‘ meet is so perfectly symbolized and
‘represented by its standard-bearer.
‘No man in the country more fully
• combines in himself the varied claims
“of the Liberal movement to general
“ regard tnd respect than Chahlzs Sum-
“ner.”
Tt-ink of that, Georgia Democrats,
when yonr leaders charge ns, and the
“Straights,” with parsing an “ill-advis
ed” aud “suicidal course” in not siding
in elevating to the Presidency Ur. Gree
ley, whose organ end moath-pieee thus
speaks of Mr. Sumner, and his candi
dacy, by the Democracy, tor the Govern
orship of Uassachusetts I
Nay more, iu the same article, (we re
gret exceedingly we here not apace for
the whole of it) the Tribune goee on to
say of Ur. Sumner : “ In hie personal
“ pority of life; in his freedom from the
“ most distant suspicion of wrongdoing;
“ in his zeal for every branch of reform;
“ in bia anxiety for the establishment of
“ a eapabla oivil servioe, appointed upon
“ merit, end safe from poliltical extor-
“ tion or menace, he it the best possible
“ candidate to stand forth as ths Represent
“ alive cf alt that is honest and noblest in
•' the Liberal purpose and plan."
The italics in the lest extract are onrs;
but the capitals in the first are as they
appear in the Tribune.
Comment upon this is anneaeeaary tor
sensible men. We simply appeal to the
patriotism ol Georgia Democrats, and
ask them in the name of everything sa
cred in the memories of the past, if they
can deliberately make np tbeir minds to
adopt the principles of Ur. Greeley end
Ur. Sumner as the embodiment of tbeir
ideas of oonstitational liberty.
If not, we beseech them to pause end
reflect well before they take the fatal
step of joining in this “liberal move
ment,’’ to-called, at the inatanoe or pur-

ination, said he hod been a Republican

mental principles of hit party; and siuce
the intelligence,wealth and respectability
of the country was accepting these prin
ciples, he woe better pleased with being a
Republican than ever.
The Gover nor has issued a proclama
tion appointing Tuesday, the 29th Oct.
for an election to be held in the late
Fourth Congressional District, for a re
presentative in Oongresa, to fill the un
expired term of Hon. Thos. J. Speer, de
ceased.
This distriot is composed of the coun
ties of Upson, Pike, Spalding, Henry,
Newton, Butts, Uunroe, Bibb, Twiggs,
Wilkinson, Baldwin, Jones, Jasper and
Putnam.
Judge Jss. S. Greeue is nominated by
the Grant Republicans. No other nom
ination yet made.
Another “Address to the people of
Georgia,” by Hon. B. H. Hill, appeared
in the Constitution of yoaterday, advising
tho people to vote for Gov. Smith.

New Yobs, Sept. 27.—The cases of
Tweed, Mayor Hall, Nathaniel Sands,
and others, charged with defroudiDg the
city, came np before Recorder Hackett
in general sessions to-day. The District-
Attorney moved thet the cases be trans
ferred to the Court ol Oyer ATcrminer.
After consultation the argument on this
motion was postponed till next Friday.
Poughkeepsie, September 27.—The
Chicago extra train on the Hudson River
Railroad, which left at three o'clock this
morning, run off the track at Yonkers.
Six cars, filled with passengers, left the
track, bat not of them was upset, nor
was any one injured.

In a Brooklyn Court to-day U. J.
Tomplins pleaded gailty to an assault on
bis daughter last June with intent to
kill, and wa. sentenced to seven yean in
the State prison.
A man, giving his name as H. G.
Keller, of Woodville, Masaacuaets, but
known to ileteotives as Major Ward,
of Lousville, Kentucky, was arrested
this morning, charged with swindling
several wholeeslo houses, by baying
gooda and paying for them with bogna
check*.
Comptroller Green this morning ap
propriated 8100,000 to the Department
of Charities and Corrections. This ob
viates the necessity of removing the hos
pitals for want of funds.

A miraculous Ballson Exploit.
Boston, Sept. 27.—The Balloon carry
ing Messrs. King and Holden, which as
cended at Plymouth, N. H. yesterday af
ternoon, landed tins morning in Canada,
near the Bay of 8t. Louis, having trav
eled 300 miles over the wilderness of
Heine and Canada.
Philadelphia, Sept. 27.—The Execu
tive Committee of Straight-out Demo
crats, have oalled a State Convention at
Harrisburg, on ths 10th of October, to
select an electoral ticket, and take such
action as will be for the best interests of
the party.

ley spoke as follows:
“Gentlemen—There *s one idee, there
is one subject, I have not yet tonebed

question constantly upon all aides,
‘what will New York do in this contest?
How will she go? What will be her ma
jority? On whioh side will thn lean?’
I can say to you gentlemta that in the
State of New York, the Liberal Republi
can movement is ss certainly as well de
veloped ee in any State in yhieh I have
yet been, and that is saying.a very groat
deal, for in the Slat* of Ohio,
well as in the State of Indi
ana, they oannot defeat the Lib
eral and Demooratio parties without
great frauds are committed. The State
of New York, between the two great par
ties, on a fair vote is evenly balanced.
Abont ten thousand either wav in change
of vote, will throw the election over to
the one side or the other. To-day the
Democratic party of the State of New
York is united. It will poll its full
vote. We have not leas than 60,000 be
yond a shadow of a doubt of Liberal Re
publicans, and I do not think, consider
ing all {things, the great efforts the
government has made with its office
holders, post masteis, collectors of
of Interna] Revenue and its other vast
resources—do not think,|undEr these oir
oumstances, that I can safely say that we
shall have a great deal over 80,000 Lib
eral majority, bat if the States
of Pennsylvania, Indiana and
Ohio all give a majority for the Liber
al candidates, New York will give more
rather then leas than 100,000 majority,

clay, oonvioted of the murder of Charles
Garner, near this city, last Ootober,
mads a full confession of guilt to-day,
entering into the most minute particu

He will be hanged at noon on the 4th, of

reported that Cortina has been writing
letters to friends in Texas, calling on
them to assist him in the intended raid
into the country, in tho vicinity of La-
rad,

that the country between the NaoeeB aud
the Rio Graude belongs to Mexico, and
consequently they have a right to plun
der it.
It is reported that a band of thieves,
driving oattle from the head of the Aqua
Dulcie aud the Nacees, are now thor
oughly organized, keeping spies ahead,
and fresh supplies of meo and horses.
Small droves of stolen cattle are passing
into Uexioo every few days.
