M. Balbie said ho considered that the

This remark gave rise to groat excite

A Deputy from Taris questioned the

Washinotow, Dee. 2.—The Treasury
report >sys tnst the neo ssity exists lor e
new issce of nations! bank notes. Th*
Secretary pxonomtee AsHistsnt Treasurer
Hiilhense from neglect of duty in tbe
Stump Division from tue Ansis'ant Tr*nv-
ury of New York. The Bvcretary again
recommends ihe passage of a bill to
amend and consolidate the navigation
and customs of collection laws of the
United Slates, estlia leading pursuits of
tho country are now stronger tbau ever
before, und in possession of adequate
capital and a supply of intelligent labor
ers. There may bo a moderate reduction
from time to time in the »tc of duties,
i lie .diminishing expenses ef the Govern
ment shall permit, without either alarm
ing capital or injuring labor.
He says the circulation of the banks
should ba fixed and limited, aud that
power to ohange the volume of paper in
oitculation within tho limits established
bylaw should remain in the Treasury
Department. A degree of flexibility iu
the volume of currency s essential for
two ruasons—first, tbo I nsiuess of the
Department cannot ba t.snssated prop
erly if a limit is fixed, and the power to
raise the .circulation above or reduce it
below that limit is denied. Secondly,
there Is e necessity every- anluinn for
moving the crops without delay from the
South end West to the seaboard, that
they may be ns hand for txporl and
consumption as wanted. Tbe problem
ie to flud a way of increasing the curren
cy, for moving the crops und diminish-
ing it at qpee.when that work is done, this
is a necessary work, and ins-much ss it
caunot be confided to the bnnks. Tho
power should bo reposed in the Treas
ury Department believing that tbe coun
try is not prepared to sustain the policy
of contraction. The Secretary consid
ers the means by wbiab tbe value of our
currency may be improved. Tho basis
of tho policy of improvements must be
found in a sturdy refusal to a id to the
papeviu circulation, until it is of tha
Hsmo value essentially os coin, this being
accepted as ths settled purpose ol the
country, there can bo no permanent in
crease of the difference between paper
and coin, and uu opportunity will be
giveu for the infereueo of natural onuses
tending upon tbe whole to a belter finan
cial condition. Alt legislation limited
its operation, the paper issue
of the government, whether bear
ing iuteiest or not, and which in its
effects Khali tend to diminish the market
value of coin, will be found, upon antly-
sis, to ooutain a plan for o .ntrnctiug the
volume of paper currency, and all legis-
lation 60 limited, which does not con
tain such a plan, will provo ineffectual.
The Beoretary, without proceeding to
the discussion of the general subjeot ot
resuming specie payments, thinks al
■will have been galm-d that is ot valuo
when tho Treasury shall be propared to
pay tho demand notes of the Govern
ment, und the banks shall bo prepared
to pay thuir notes either in coin or legal
tender notes, and then our got d fortune
will clearly nppear in thia, that oar pacer
currsnoy Is not exclusively of national
bank notos, nor exclusively of United
Statos notes.
